1.0 Background
1.1 This request for expression of interest follows the General Procurement Notice for this programme that appeared in African Development Bank Group Internet Website (www.afdb.org) of 2nd October, 2025.
1.2 The Federal Government of Nigeria has received Financing from the African Development Bank (ADB) in various currencies towards the cost of implementing the Yobe State Environmental and Climate Action Project (ECCAP) for Ministry of Environment in the 17 LGAs. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for the Design and Construction Supervision of Sand dunes Stabilization site, Shelter belt site and Oasis Rehabilitation site with boreholes for each site.
1.2 Project Development Objective
The development objective of the project is to enhance resilience to climate change and reduced food insecurity through creating opportunities for food production and incomes in Yobe State. This will be done by (i) renovating existing nurseries where tree seedlings would be produced and subsequently used to establish shelterbelts, orchards, and woodlots as well as stabilize sand dunes; (ii) expanding agricultural production area by rehabilitating degraded oasis; (iii) promoting agriculture water management schemes in riverine areas; (iv) developing and deploying carbon sequestration through multiple approaches including trees planting in institutions and implementing regreening methodologies in communities and providing incentives for natural regeneration of trees; (vi) establishment of MSME that are not dependent on forest wood; (vii) creating alternative clean cooking energy for both industrial and domestic needs thus generating green jobs at scale and reducing dependency on firewood overtime; and (viii) creating systems to access carbon market. All these would be to improve agricultural production (livestock, crops, and fish) activities, as well as support other non-forest dependent livelihoods. The project is also aimed at building the resilience of local communities against the impacts of climate change, environmental degradation and effects of desertification. Sand dunes have devastated rural livelihoods with rapid encroachment on arable lands and oasis in the State. It will also promote income generation and job creation through supporting the establishment of MSMEs that are not dependant on forest wood. The project will also establish frameworks and guidance to optimise gender, environmental services and climate change benefits such as Payment of Ecosystem Services, and Carbon Credit.
2.0 Objective of the Assignment
The overall objective of this consultancy is to provide independent, high-quality design and construction supervision for the Implementation of Environmental and Agricultural intervention sites (Shelterbelt Sites, Sand Dunes Stabilization Sites and Oasis Rehabilitation sites) and associated infrastructure, ensuring that all construction and installation works:
• Carryout preliminary design of all the intervention sites.
• Prepare detailed technical and engineering designs for all identified intervention sites.
• In full compliance with approved designs, technical specifications, and environmental/social safeguards.
• Completed on time, within budget, and to the highest quality standards.
• Properly documented and handed over for long-term operation and maintenance.
• Supervise implementation works to ensure compliance with approved designs, technical specifications, environmental and social safeguards;
• Ensure interventions are climate-resilient, gender-responsive, inclusive, and sustainable.

INVITATION FOR EXPRESSION OF INTEREST FOR TECHNICAL AND FINANCIAL BIDS
1.0 INTRODUCTION
The Kwara State Government through the Ministry of Education and Human Capital Development is to embark on provision furniture to Public Secondary Schools in Kwara State. The project will include fabrication, procurement and supply of furniture for students and teachers in some Public Secondary Schools in the State. In compliance with the Kwara State Public Procurement Law as amended, the Ministry wishes to invite interested reputable and competent Contractors with relevant experience and good track records to submit Bids for the proposed projects.
2.0 SCOPE OF WORKS
The scope of work is to fabricate, procure and supply of furniture to some Public Secondary Schools in the State to enhance academic activities. The details will be analyzed in the tender document. The LOTS are as follow:
LOT 1: Desks for Students and Teachers in Ekiti, Oke-Ero, Isin and Irepodun LGAs
LOT 2: Desks for Students and Teachers in Ifelodun, Offa, Oyun and Asa LGAs
LOT 3: Desks for Students and Teachers in Ilorin West, Ilorin South, Ilorin East and Moro LGAs

3.0 ELIGIBILITY REQUIREMENTS
Interested and competent Contractors wishing to submit tenders are requested to submit their companies’ profiles which shall include the following:
i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC).
ii. Evidence of Registration/2026 renewal with Kwara State Public Procurement Agency.
iii. Evidence of current Industrial Training Fund (ITF) compliance Certificate valid till 31st December, 2025.
iv. Evidence of current Pension Compliance Certificate valid till 31st December, 2025.
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance Certificate valid till 31st December, 2025.
vi. Evidence of Company’s Income Tax Clearance for the last three (3) years (2023, 2024 & 2025).
vii. Company Audited Accounts for the last three (3) years (2023, 2024 and 2025).
viii. Evidence of VAT registration and remittances
ix. Evidence of financial capability to execute the project by submission of reference letter from a reputable Commercial Bank in Nigeria.
