1. INTRODUCTION
1.1 The National Cereals Research Institute is the oldest Research Institute in the Country. The Institute presently maintain ten (10) Outstations located in different parts of the country at Ibadan (Oyo State), Amakama-Oloroko Umuahia (Abia State), Uyo (Akwa Ibom State), Warri (Delta State), Birnin Kebbi (Kebbi State), Yandev (Benue State), Bacita (Kwara State), Mokwa (Niger State), Riyom (Plateau State), and Numar (Adamawa State).
The vision of the institute is to Generate and Disseminate Improve Technologies for Agricultural Production to Achieve National Self-Sufficiency in Food and Industrial Raw Materials with Surplus for Export.

1.2 THE INSTITUTE’S MISSION
The mission of the National Cereals Research Institute (NCRI) is to conduct cost-effective Agricultural Research towards sustainable Farming and National Resource Systems that will lead to increase in overall National Agricultural production with minimal negative effect on the Environment and disseminate appropriate technologies for their optimal utilization.
The crops for which the NCRI has national genetic improvement mandate include Rice, Soybeans, Beniseed, Sugarcane, Acha (Hungry Rice), Castor and Stevia; and it also has the overall farming systems and resources management research for the Central Zone of Nigeria comprising Benue, Kogi, Kwara, Nasarawa, Niger, Plateau, Taraba State as well as the Federal Capital Territory (FCT) Abuja.

2. SCOPE OF WORKS AND SUPPLIES

1. BACKGROUND

The Federal Republic of Nigeria (FGN) has received Five Hundred Million United States Dollars (US$500 million) financing from the World Bank under the Distribution Sector Recovery Program (DISREP), through which the Bureau of Public Enterprises (BPE) will on-lend part of the proceeds to the Distribution Companies (DisCos) as a Shareholder loan to finance certain components of their Performance Improvement Plans (PIPs) prepared by the DisCos and approved by the Nigerian Electricity Regulatory Commission (NERC).

The financing will support contracts for;
a.) Rehabilitation of Medium and Low Voltage Distribution Lines;
b) Rehabilitation and Expansion of Available Transformer Capacity;
c) Implementation of a Management Information System (MIS).

Accordingly, Ikeja Electric Plc, a licensed Electricity Distribution Company regulated by the Nigerian Electricity Regulatory Commission (NERC), invites qualified and reputable contractors to submit bids for eligible procurements under the DISREP PforR intervention.

2. SCOPE OF WORK

Lot 1: Procurement and Installation of Power Transformer (1 x 15MVA, 33/11KV), ISS Substation Switchgear and Protection Works, ISS Underground Cable & Accessories Works, ISS Civil Works Construction (Control Room, Switchyard, Cable Duct, Security House, Borehole, Toilet, etc.) (Faseun ISS)

Lot 2: Construction of (3.5) Route Length & Rehabilitation of (52.4) Route Length of HT Lines Within the Cluster (Faseun).

Lot 3: Rehabilitation of (87.0) Route Length of LT Lines for Distribution Substations within the Cluster, Procurement and Installation of Relief Distribution Transformers (11/0.4KV) within the Cluster, Replacement of Bad Feeder Pillars Within the Cluster, Fencing of Distribution Substations within the Cluster. Lot 3b: Installation of DT remote monitoring (DTRM) Devices (Faseun)

The switchgear shall preferably be of Schneider PIX-ROF, Siemens, or any other equivalent make, and shall comprise the following:
