MINISTERIAL TENDERS’ BOARD SECRETARIAT
INVITATION TO TENDER

1. Tenders are hereby invited from suitably qualified companies to execute the projects listed below:

a) Procurement of 20Nos. 500KVA Distribution Transformers to Enhance Public Power Supply in the State;
b) Replacement of Burnt 3No. 500KV, 33/0.400KVA Transformers at Orogun, Ovara-Umusu and Imoni-Ame Communities in Ughelli North Local Government Area;
c) Rehabilitation of 33KV Overhead High Tension Line from Aladja Town to Isaba and Replacement of Vandalized Transformers at Isaba Town, Warri South-West Local Government Area;
d) Installation of Solar Powered LED All-In-One Streetlights at Ugbokodo Town, Okpe Local Government Area;
e) Installation of Solar Powered LED All-In-One Streetlights from Orodje Road to Delta Hotel, through Onomigho Road to the General Hospital, Orerokpe, Okpe Local Government Area;
f) Installation of Solar Powered LED All-In-One Streetlights from Osubi/Eku Express Road to Eradajaye Road in Orerokpe, Okpe Local Government Area;
g) Deployment of Independent Monitoring Infrastructure for Gas, Diesel, and Energy Consumption at the Asaba Independent Power Plant (IPP), and all Load Centre Powered by the IPP;
h) Installation of Solar Powered LED All-In-One Streetlights from Ogborode Road through Warri/Sapele Road to Mereje Health Centre Road, Okpe Local Government Area;
i) Reinforcement of Electricity Power Supply and Installation of 1No. 500KVA 33/0.400KV Transformer at Izeze Boulevard Road, Oginibo in Ughelli South Local Government Area;
j) Installation of Solar Powered LED All-In-One Streetlights at Old Orodje Palace Road in Orerokpe, Okpe Local Government Area;
k) Reactivation/Installation of Peripheral Solar Powered Security Lights at the Dome Event Centre, Asaba;
l) Installation of Solar Powered Streetlights at Oloma Eyewuoma Road and Environs at Koko in Warri North Local Government Area.

2. Tender Application Forms and Documents are to be collected from Tenders Board Secretariat, Ministry of Energy, Asaba, upon non-refundable payment of the prescribed fees as contained in 3(v).

3. Tenders must be accompanied by the following:
i. Evidence of registration with Delta State Government;
ii. Evidence of Registration with Corporate Affairs Commission;
iii. Evidence of valid Tax Clearance Certificate, including Pension and NSITF for Limited Liability Companies;
iv. Verifiable contact address of Business Office (s)/premises, Utilities Bill etc;
v. Evidence of payment of non-refundable Tender fee of N250,000.00 (Two Hundred and Fifty Thousand Naira), for projects a – c; and N150,000.00 (One Hundred and Fifty Thousand Naira), for projects d-l, respectively, into Delta State Government Internally Generated Revenue (IGR) account in Zenith, UBA, or Unity Bank;
vi. Evidence of Professional/Technical Qualifications;
vii. Evidence of Financial capability;
viii. Evidence of previous jobs successfully executed;
ix. Evidence of DSIR Card;
x. Evidence of Company Audit Report for the past three years (2023, 2024, 2025)

4. Tenderers are advised to visit and inspect the project sites before tendering. For this purpose, tenderers should contact the Director, Planning, Research and Statistics, Ministry of Energy, Asaba for guidance.

5. All Tender documents together with the completed Bill of Engineering Measurement and Evaluation (BEME) should be put in a sealed envelope addressed to:
The Secretary,
Ministerial Tenders Board, Ministry of Energy, Asaba.

6. The project title should be clearly marked at the top left hand corner of the envelope.

7. Tenderers should note that the Board, in considering the tenders, would not be bound to accept the lowest or any bidder.

8. The closing date for the submission of Bids is 12.00 noon, Thursday 12th November, 2026. The Bids will be opened immediately after the close of submission at the Ministry of Energy’s Meeting Room, Cluster B, 3rd Floor, Prof. Chike Edozien Secretariat, Asaba, in the presence of Bidders or Bidders’ representatives who choose to be present.
