SPECIFIC PROCUREMENT NOTICE (SPN) YOBE STATE GOVERNMENT OF NIGERIA YOBE STATE ENVIRONMENTAL AND CLIMATE CHANGE ACTION PROJECT
1. The Federal Government of Nigeria has received Financing from the African Development Bank (ADB) in various currencies towards the cost of implementing the Yobe State Environmental and Climate Action Project for Ministry of Environment in the 17 LGAs. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract FOR SUPPLY AND INSTALLATION OF FINANCIAL MANAGEMENT ACCOUNTING SOFTWARE with Contract Ref No.: YB/ECCAP/G/001/LCB/2025.
2. The Yobe State Environmental and Climate Action Project now invites sealed Bids from eligible Bidders for the supply, installation, customization, training, and commissioning of comprehensive Financial Management Accounting Software to support effective financial planning, budgeting, accounting, reporting, asset management, procurement tracking, and project financial monitoring.
Bidding will be conducted through the Open Competitive Bidding (National), OCB-National procedures as specified in the Bank’s Procurement Framework (October 2015) and is open to all eligible Bidders as defined in the Procurement Framework.
3. Interested eligible Bidders may obtain further information from Yobe State Environmental and Climate Change Action Project and inspect the Bidding document during office hours 8:00 am to 4:pm at the address given below.

3.0 ELIGIBILITY REQUIREMENT
(a) Evidence of certificate of incorporation issued by the Corporate Affairs Commission(CAC), including Form CAC 1.1 or CAC2 and CAC7 (b) Evidence of company income tax clearance certificate (or personal income tax clearance certificate of all partners in case of business name) valid till 31st December, 2026 (c) Evidence of current pension clearance certificate – valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above) (d) Evidence of current Industrial Training Fund (ITF) compliance certificate – valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or whose annual turnover is 50m and above). (e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance certificate – valid till 31st December, 2026 (f) Evidence of registration on the national data base of federal contractors, consultants and service providers by submission of interim registration report (IRR) – valid certificate issued by BPP (valid till 31st December, 2026) (g) Sworn affidavit disclosing whether or not any officer of relevant committee of Nigerian Law Reform Commission or Bureau is a former or present director, shareholder, or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars. (h) Company’s audited account for the last three years 2023, 2024, and 2025 (i) Company profile with curriculum vitae of key staff to be deployed for the project including copies of their academic/ professional qualifications. (j) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five years including letters of award, valuation certificates and job completion certificates (k) Reference letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed (l) Evidence of firm’s current registration with relevant regulatory professional body (ies) i.e (NIIDA) (m) For joint ventures or partnership, memorandum of understanding should be provided ( CAC, tax clearance certificate, IRR, ITF certificate, Pension clearance certificate, NSIF clearance certificate and sworn affidavit are compulsory for each joint venture partner)
Note: All documents for submission must be transmitted with a covering/forwarding letter under the company’s or firm’s letter head paper bearing amongst others, the registration number (CAC), contact address, GSM number, e-mail address, the letter head paper must bear the name and nationalities of the directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
4.0 COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS) Interested Companies are to collect the Standard Bidding Documents (SBD) from the Procurement Office on evidence of payment of a non-refundable tender fee of N10,000.00 per Lot, paid into the Nigerian Law Reform Commission’s Remita account in any reputable Commercial Bank in Nigeria.
5.0 SUBMISSION OF TENDER DOCUMENTS (GOODS & WORKS) Prospective bidders are to submit bids in soft and hard copies. Two (2) hard copies each of the technical and financial bids with soft copy of financial bid in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to Hon. Chairman, Nigerian Law Reform Commission 4th & 5th floor, Room 415, Central Business District, C&C Building, Federal Secretariat, Phase 3 Abuja and clearly marked with the Lot bidded for. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated Tender Box not later than 12:00 noon Friday, 28th August, 2026.
