INVITATION FOR PREQUALIFICATION AND TENDER IN RESPECT OF THE PROPOSED REVITALISATION OF SAMAMIYYA PRIMARY HEALTH CENTRE AND PROCUREMENT OF 2,155NO CARTONS OF READY TO USE THERAPEUTIC FOOD
PROCUREMENT NO: MOH/STB/25-27/2026

1. Jigawa State Government is proposing to revitalise Samamaiya Primary health Centre at Birnin Kudu LGA, and procurement of 2,155No (Cartons) of ready to used therapeutic food (RUTF) In Compliance with Jigawa State Procurement Law No. 13 of 2019. The State Ministry of Health wishes to notify interested bidders to participate in the process.

2. PROJECT SCOPE:
The Scope of the project is as follows:
LOT1: Revitalisation of Samamiyya Primary Health Centre
LOT2: Procurement of 2,155No (Cartons) of ready to use therapeutic Food RUTF)

3. ELIGIBILITY REQUIREMENTS
Bidding document should be submitted along with the following documents:
I. Certificate of Incorporation with Corporate Affairs Commission
II. Certified True Copy of Memorandum and Article of Association
III. Evidence of registration with Jigawa State Works Registration Board
IV. Tax clearance certificate for the last three (3) years
V. Audited Account for the Last One (1) Year

VI. VAT Registration and Evidence of Past Remittance
VII. Evidence of financial capability and banking support
VIII. Company’s Average Annual Turn Over of not less than (N50 Million) for lot 1, while lot2 not less than 100 million turnover.
IX. That the Company have fulfilled all obligations to pay taxes, pensions, ITF Contribution and social security contributions
X. Evidence of execution and completion of similar Projects at least 3 in the last 5 years
XI. Verifiable evidence of Company profile and technical qualification of key personnel registered with relevant professional bodies (COREN, CORBON, QSRBN, ARCON etc.
XII. A sworn affidavit certifying as Follows:
XIII. That the document submitted for the pre-qualification exercise are not only genuine but correct
XIV. That none of the directors of the Company has been convicted by any court of law
XV. That the Company is not bankrupt.
XVI. That none of the officers of Jigawa State/Local Government is a present or former director of the Company.
XIII Any other relevant information that will help in determining the Company’s suitability for the work.

4. COLLECTION OF TENDER DOCUMENT:
Bidding Documents could be obtained upon payment of non-refundable fee (defending on the revised contract threshold) for each of the lots to the state revenue Account effect from Tuesday 4th August, 2026 to Tuesday 15th September, 2026 by 12.00 noon.

5. SUBMISSION OF BIDDING DOCUMENT
1. The opening date is Tuesday, 15th September, 2026
Companies are to submit their bids to the office of the Honourable Commissioner Ministry of Health on or before Tuesday, 15th September, 2026.

2. A scanned copy of bid security of not less than 2% of the bid price either in form of insurance bond or bank guarantee addressed to the Honourable Commissioner, Ministry of Health Jigawa State, Dutse, Jigawa State.

3. Prequalification and financial bids should be submitted in two different sealed envelopes, (1 original and 2 photocopies in a bigger envelope) addressed to the Honourable Commissioner Ministry of Health, Block B New Secretariat Complex, Takur Dutse.

4. Similarly, the original of company’s profile, signed forwarding letter with attached bill, bid security and a copy of the sworn Affidavit in hard copy should be send to Honourable Commissioner, Ministry of Health Jigawa State, Dutse, Jigawa State.

5. Bids shall be valid for a period of 120 days (4month) after Bid opening.
Bids submitted after the deadline for submission will be returned un-opened.

6. This advert shall not be construed as commitment on part of the Jigawa State Ministry of Health, nor shall it entail a Company to make any claim(s) whatsoever and/or to be any indemnity from the Jigawa State Ministry of Health by Virtue of such Company having responded to this advertisement.

7. All costs will be borne by the bidders as the Jigawa state Ministry of Health will not be held responsible for any cost or expenses incurred by any interested party i.e. in connection with any response to this invitation.
The jigawa State Ministry of Health reserves the right to annul the procurement process at any time without incurring any liabilities
