INTRODUCTION
The Adamawa state Ministry of Works and Energy Development wishes to inform all eligible and interested contractors, suppliers and the General public that the Ministry is advertising to undertake PROCUREMENT FOR THE CONSTRUCTION OF STORM WATER DRAIN AND SOME SELECTED ROADS PROJECT IN THE STATE (LOT 1-6).

Lot 1: Construction of Gulak – Township Roads (A,B,C,D,E,F & H), Construction of Shuwa – Kirchinga / Shuwa Mayo –Wadu and Construction of College of Technology Innovation and Entrepreneurship Studies Gulak internal road network 3.5km.
Lot 2: Construction of Adamawa state stadium Internal and External road Network and Storm Water Drain of 4m X 1.2m.
Lot 3: Construction of New Jimeta Building Material Market Road Network.
Lot 4: Construction of storm water drains at Anguwan Magaji in Yola Town, Yola South Local Government Area
Lot 5: Construction of Cattle Market Road Network in Mubi South Local Government Area, Adamawa State
Lot 6: Construction of Storm water Drain at NYSC Orientation Camp Malkohi.

As provided by Adamawa State Bureau of Public Procurement in line with section 8 sub-section 1 (i) of the State Public Procurement Law of 2020.

SCOPE OF THE PROJECT
Firms/contractors are to submit Technical and financial bids for the Procurement for the PROCUREMENT FOR THE CONSTRUCTION OF STORM WATER DRAIN AND SOME SELECTED ROADS PROJECT IN THE STATE (LOT 1-6) and has the scope as follows: Roads mentioned are of various width and shoulders were needed as directed by Engineer which include but not limited to the Following:-

1. Site clearance to the limit of construction.
2. Removal of unsuitable materials and replacement with approved laterite.
3. Excavation for Culverts, lined and Storm water drains.
4. Provision of reinforced concrete box culverts of various sizes at designated locations and as specified.
5. Provision of reinforced concrete lined drains of various sizes as specified.
6. Provision of reinforced concrete Storm water drain, 3m x 1m as specified.
7. Provision of reinforced concrete access slabs and bracings at designated locations and as directed.
8. Burrow to fill depressed and failed road sections as directed.
9. Provision of 150mm laterite sub-base course.
10. Provision of 150mm laterite base course as directed.
11. Priming and spraying of Tac coat as specified.
12. Laying of 50mm thick asphaltic wearing course as specified.
13. Laying Kerbs as directed.
14. Provide Road markings as directed.
15. Provision and laying of Sandcrete interlocks on compacted laterite as directed.
16. Provision of concrete crossings on stormwater drain as directed.

Eligibility:
Please Note; that the bids documents will be evaluated on the responsiveness to the following criteria;
a. Shall be incorporated in Nigeria and have all the legal requirement incorporate in the country – including registration with relevant bodies which include
b. Certificate of Registration with Corporate Affairs Commission.
c. Registration as Contractor/Service provider in Adamawa State with Bureau of Public Procurement Valid 31st December, 2026.
d. Evidence of VAT Registration and Remittance with TIN
e. Copies of immediate past 3 years Tax clearance certificate (2024,2025 and 2026)

f. Evidence of immediate past 3 years of company’s audited report (2023,2024 and 2025)
g. Evidence of compliance with ITF amendment Act 2011 by inclusion of certificate of compliance from the Industrial Training Fund valid till 31st December, 2026
h. Evidence of compliance with Pension Reform Act 2004 by inclusion of Certificate of compliance from the National Pension Commission valid till 31st December, 2026.
i. Evidence of compliance certificate with Employees Compensation Act (ECA) 2010 (Registration with NSITF) valid till 31st December, 2026
j. Must have capability, to commence work without advance payment to the satisfaction of the client.
k. Bidders shall also submit proposals of work methods and schedule insufficient detail to demonstrate the adequacy of the bidders’ proposals to meet the technical specifications and the completion time.
l. Ownership of quarry and asphalt plants in the state are key requirements or commitment letter from owners of quarry/asphalt plant for supply of gravels/ asphalt
m. All submissions in response to this advert should be in English language.
n. Bids must be duly signed.
o. Contractors must be fully mobilized in the State
p. Evidence of similar Jobs carried out
q. A sworn affidavit certifying as follows:
i. That none of the Directors of the company seeking for pre-qualification/financial has ever been convicted by any court of law or declared bankrupt.
ii. Must attach sworn affidavit authorizing the signatory of the bid to commit the bidder
iii. That none of the officers of the Adamawa State Ministry of works and energy Development/ Adamawa State Bureau of Public Procurement is/ are former or present Director of the company.
r. All documents for submission must be transmitted with a covering/forwarding letter under the company/firms’ letter Head paper bearing amongst others, the registration number (RC) as issued by the corporate Affairs Commission (CAC), contact address and Telephone Number (preferably GSM No.) and E-mail Address.

Lot 6: Construction of Storm water Drain at NYSC Orientation Camp Malkohi.

OPENING OF BIDS
The Financial bids will be opened immediately after the dateline for submission (Two weeks from date of advertisement) at 12:00 noon on the 19th August 2026 at the Ministry of Works conference Hall in the presence of bidders or their representatives while the Technical bids will be kept un-opened. Please be sure to sign the bid submission register in the Hall during the bids opening.

• Bidders are advised to inspect the project sites, the scopes of works and the blank Bill of Engineering Measurement and Evaluation (BEME) accompanying it, so as to avoid discrepancies in understanding of the project.
• Note that the process is not bound to consider the lowest bidder.
