WATERAID NIGERIA-INVITATION TO TENDER FOR THE CONSTRUCTION OF WATER AND SANITATION FACILITIES IN BWARI AREA COUNCIL, ABUJA
WATERAID NIGERIA, with funding from the Church of Jesus Christ of Latter-day Saints, is implementing ‘Strengthening Water and Sanitation Delivery in Abuja, Nigeria – Year 3’ project and hereby invites tenders from reputable and qualified companies for the construction of one (1) sanitation facility and three (3) water facilities in Bwari Area Council of the FCT.
SCOPE OF WORK
- LOT 1: Construction of: (i) a solar-powered mini water supply scheme at Junior Secondary School, Bwari Central, Bwari Area Council, including borehole rehabilitation/development, installation of a 10,000-litre elevated water storage tank, solar pumping system, strategically located tap stands/tap islands, a water kiosk, and perimeter fencing; and (ii) a gender-segregated sanitation facility comprising seven cubicle.
- LOT 2: Construction of a solar-powered mini water supply scheme at Dnako Community, Bwari Area Council, including borehole development, installation of a 10,000-litre elevated water storage tank, solar pumping infrastructure, strategically located tap stands/tap islands, a water kiosk, and perimeter fencing for safe and sustainable water supply.
- LOT 3: Construction of a solar-powered mini water supply scheme in Kogo II Community, Bwari Area Council, including borehole development, installation of a 10,000-litre elevated water storage tank, solar pumping infrastructure, strategically located tap stands/tap islands, a water kiosk, and perimeter fencing for safe and reliable water distribution.
MANDATORY REQUIREMENTS
Companies interested in participating in the tendering process are to submit their company profiles which must contain the following:
- Certificate of Incorporation with the Corporate Affairs Commission (CAC);
- Evidence of current Pension Compliance Certificate valid till 31st December 2026
- Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2026
- Evidence of current Nigerian Social Insurance Trust Fund (NSITF) Employee Compensation Scheme Compliance Certificate valid till 31st December 2026;
- Evidence of current Group Life Insurance cover for employees, in compliance with applicable insurance regulations;
- Certified True Copy of Memorandum and Articles of Association
- Company audited financial accounts for the last three (3) years (2023, 2024 and 2025);
- Company’s Tax Clearance Certificate for the last three (3) years (2023, 2024 and 2025);
- List of certified Board Members showing their designation on the Board;
- The forwarding letter submitting the bid documents should be signed by the Chairman of the Board or his/her alternate;
- Company profile with Curriculum Vitae showing technical qualification of key personnel (Geologist or Hydrogeologist, Civil Engineer, Electro-Mechanical Engineer and Building Engineer), with evidence of registration with relevant professional bodies (COREN, COMEG, or their equivalent);
- Verifiable evidence of at least three (3) similar projects previously undertaken, including letters of award, completion certificates, and photographs of the projects within the past five (5) years; also indicate the financial value of these similar projects;
- Evidence of financial capability to execute the project, including a reference letter from a reputable commercial bank indicating willingness to provide a credit facility for the execution of the project when needed;
- Description and list of relevant equipment owned by the company, including proof of ownership, valid lease agreements, or license over the equipment;
- Company Health, Safety and Environment (HSE) Policy, demonstrating the company’s approach to worksite safety management, incident reporting, and compliance with applicable occupational health and safety regulations;
- An affidavit certifying as follows:
That the documents submitted for the pre-qualification exercise are not only genuine but correct;
b. That none of the directors of the company has been convicted by any court of law;
c. That the company is not bankrupt;
d. That none of the officers in FCT-RUWASSA/Bwari Area Council is a present director of the company; - Any other relevant information that will help in determining the company’s suitability for the work. A work plan indicating how the work will be carried out from start to finish and the number of days required to complete the work;
- Evidence of site visits to the communities/sites in the form of photographic evidence. This is a mandatory requirement; bids submitted without this evidence shall be declared non-responsive and will not proceed to further evaluation
- Ensure submitted documents are arranged in the order captured above.
ACCESS AND SUBMISSION OF TENDER DOCUMENTS AND COMPANY PROFILES
Interested bidders are to collect the tender documents at no cost using this link https://tinyurl.com/yudmdamx. This shall commence from Thursday, 20th August, 2026 to Thursday 3rd September, 2026. After this date, the application documents shall no longer be available at the site.
Completed tender documents and company profile shall be submitted in ONE (1) original hard copy, containing the completed BOQ and other bid documents, in a sealed envelope marked with the company’s Name at the top left-hand corner and the Lot number stated below it. A second copy shall be submitted electronically via the WaterAid Procurement Email at procurementng@wateraid.org, and must include the spreadsheet (Excel) version of the completed BOQ.
Sealed envelopes will be received at WaterAid Nigeria – Plot 832, Emmanuel Aguna Street, Jabi, Abuja from 8:00am to 5:00pm, Monday to Friday. Both the hard copy and electronic submissions must be received on or before 12 noon, Thursday 3rd September, 2026. Bid opening shall follow immediately at 1:00pm on the same day at the conference hall (address stated above). Bids received after this time, or submitted in only one of the two required formats, may be declared non-responsive.
MANDATORY SITE VISIT
Mandatory visits to the sites must be carried out by all Tenderers. This visit will take place within the tender period. Tenderers are to take photo shots and GPS Coordinate of the locations as evidence of compliance. ADDITIONAL INFORMATION
- EOIs/Bids must be in the English language and signed by an official authorized by the bidder;
- EOIs/Bids submitted after the deadline for submission will be returned unopened;
- All costs will be borne by the bidders;
- The EOIs/Technical Bids will be opened in the presence of bidders or their representatives. An invitation link will be sent to bidders who choose to join the bid opening online;
- This advertisement shall not be construed as a commitment on the part of WaterAid Nigeria, nor shall it entitle responding companies to seek any indemnity from WaterAid Nigeria by virtue of such companies having responded to the advertisement.
- WaterAid Nigeria is not bound to prequalify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
