Yobe State University Teaching Hospital in line with the State Public Procurement Act (2016) hereby wishes to invite reputable companies with requisite expertise and experience to submit their bids for the:-
CONSTRUCTION OF MODERN ADMINISTRATIVE BLOCK (STOREY BUILDING)

Eligibility Criteria
1. The Yobe State University Teaching Hospital hereby invites sealed Bids from eligible interested bidders/vendors for the execution of the above described project:
2. To qualify for consideration, interested companies/bidders are required to respond to this invitation with the following documents for consideration. Failure to submit any of the under-listed documents may lead to disqualification.
– Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) of Nig;
– Company Income Tax Clearance Certificate (TCC) for the last Three (3) years (2023, 2024 & 2025)
– Company Audited Accounts for three (3) years (2023, 2024 & 2025)
– Company’s profile;
– Evidence of Financial Capability including Bank reference letter indicating willingness to provide credit facility if/when necessary and needed.
– Evidence of Registration with Yobe State Bureau on Public Procurement.
3. Bidding will be conducted through National Competitive Bidding procedures as specified in the Yobe State Bureau on Public Procurement’s Guidelines (Procurement of Goods, Works and related Services) and is open to all eligible bidders as defined in the Procurement Guidelines.
4. Interested eligible bidders/vendors may obtain further information from the office of the HOD Planning Research and Statistics, Yobe State University Teaching Hospital, Damaturu, Yobe State.


5. A Complete set of bidding documents may be purchased by interested eligible bidders/vendors upon payment of non-refundable fee of One Hundred and Fifty Thousand Naira Only (N150,000.00).
6. Bids must be delivered to the office of the HOD Planning Research and Statistics, Yobe State University Teaching Hospital, Damaturu, Yobe State on or before 2nd September, 2026.
7. Bids will be publicly opened in the presence of the vendors/bidder’s designated representatives at the Conference Hall of the Hospital by 12:00 noon on Wednesday, 2nd September, 2026.

Note: This advertisement of expression of interest shall not be construed as a commitment by the State Government, nor shall it entitle respondents to claim any indemnity from the procuring entity, by virtue of having responded to this advertisement, this is a simple invitation for you to express your interest in the indicated work.

The U. S. EMBASSY IN ABUJA is seeking proposals from qualified contractors to provide event management and facilitation services to support the Mission Nigeria’s Freedom 250 programming for Six (6) American Space Phase 2 with the objective of designing and furnishing Five (5) spaces, Technology upgrade, providing operational supplies, Design and deliver a series of AI program support showcasing American leadership, Coordinating, branding and compliance, at the six (6) America spaces in Northern Nigeria identified in the background for twelve (12) months, specifically in support of Freedom 250 goals. Kindly submit the quotation based on the attached Statement of Works (SOW).

Payment Terms: Net 30.

Evaluation Criteria:

Award will be made to the responsible offeror whose proposal provides the best overall value to the U.S. Government, based on a comprehensive evaluation of both price and non-price factors. Non-price factors will include, but not be limited to, the offerors:

  • Professional experience in design, furniture, technology enhancements, and AI-focused programming support.
  • Logistics, project management, and overall organizational capacity.
  • Familiarity with U.S. Government public diplomacy objectives and priorities.
  • Demonstrated experience working in Northern Nigeria.
  • Knowledge and understanding of U.S. history, culture, and values
  • Past performance on similar projects, including the quality and relevance of references provided
  • Demonstrated ability to comply with applicable institutional, community engagement, security, and other relevant requirements.

The Government reserves the right to award without discussions. Quoters are encouraged to submit their best terms with their initial quotation.

To ensure your proposal is valid, please note the following:

  1. Email all responses to this solicitation to AbujaProcurement@state.gov  including the solicitation number (PR16216741) in the subject line.
  2. Contractors must provide proof of active registration in Sam.gov, a Unique Entity ID (UEI) code, and evidence of compliance with the NDAA-DEI Certification (Required under E0 14173, January 2025).
  3. Contractors must complete and return a signed certification of compliance with applicable U.S. Federal Anti-Discrimination Laws. (Form attached).

  • The deadline for submission offer is September 2, 2026.
