GENERAL PROCUREMENT NOTICE (GPN) FOR YEAR 2025/2026 CAREER SERVICE CENTRE INTERVENTION

1.0 INTRODUCTION
The Adamawa State College of Education, Hong, Adamawa State hereby issues General Procurement Notice to inform eligible Contractors, Suppliers, Vendors and the General Public that the College is to undertake the procurement of Goods under the Year 2025/2026 Career Service Centre Intervention.

2.0 SCOPE OF WORKS
Years 2025/2026 Career Service Centre Intervention
LOT 1 : Procurement of Equipment and Furniture
LOT 2 : Procurement of Utility Vehicles, Career Service Management Portal, Registration with Professional Bodies, Employer Consultative Forum, Career Centre Programmes and Supply of Assorted Books and Journals.

3.0 Interested and eligible contractors, suppliers and Vendors are advised to look out for the Specific Procurement Notice for the various Goods mentioned above in the National Dailies and School Notice Boards.
4.0 The Advisement is NOT an Invitation to Tender

5.0 ELIGIBILITY/REQUIREMENTS
Note that the bid document will be evaluated on the responsiveness to the criteria including but not limited to;
i. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7
ii. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2026;
iii. Evidence of Pensions Clearance Certificate Valid till 31st December, 2026;
iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate Valid till 31st December, 2026;
v. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
vi. Evidence of Registration by submission of Interim Registration Report (IRR) expiring on 31st December, 2026;
vii. Sworn Affidavit;
– Certifying that the company is not receivership, insolvency or bankruptcy
– Stating that no officer of the Adamawa State College of Education, Hong, Adamawa State or Bureau of Public Procurement is a directors or shareholder or has any pecuniary interest in the bidder
– Also, that none of the Director of the Company has been convicted for criminal offence in relation to fraud or financial impropriety in any court in Nigeria or elsewhere; and
– That all information presented in the bid is true and correct in all particulars.
viii. Company’s Audited Account for the last three (3) years (2023, 2024 and 2025)
ix. Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
x. Company’s profile with curriculum vitae of the Key staff to be deployed for the credit including copies of the Academic/Professional Qualifications
xi. Verifiable document evidence of similar jobs executed

6.0 Documents submitted shall be subjected to due diligence without recourse to bidders
7.0 Adamawa State College of Education, Hong, Adamawa State reserves the right to invoke the provision of Section 28 of the Public Procurement Act, 2007 on matters regarding this Procurement without incurring any liability from the bidder.
