INVITATION FOR PRE-QUALIFICATION AND INVITATION TO TENDER FOR THE 2026 CAPITAL PROJECTS

1. INTRODUCTION
The National Judicial Council (NJC), as the apex body of the Nation’s Judiciary and one of the Federal Executive Bodies established pursuant to Section 153 of the Constitution of the Federal Republic of Nigeria, 1999, has made provision in its 2026 Appropriation for the implementation of the underlisted projects.
Accordingly, suitably qualified and competent Contractors/Suppliers are hereby invited to submit Pre-qualification Documents for Lot A1 and Technical and Financial Bids for Lot B1, respectively.

2. SCOPE OF PROCUREMENT
Category: A – Works | Lot No: A1 | Procurement Method: Pre-qualification | Description: Procurement, Installation and Commissioning of 2MW/5MWh Photovoltaic & Battery Energy Storage System (BESS) with Solar-Powered 120W Streetlights
Category: B – Goods | Lot No: B1 | Procurement Method: Invitation to Tender | Description: Supply of Motor Vehicles

3. ELIGIBILITY/QUALIFICATION REQUIREMENTS
Interested firms are required to submit the following documents, as applicable to the Lot being applied for:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC), including Form CAC 1.1 or CAC 2 and CAC 7, as applicable;
b. Evidence of valid Company Income Tax Clearance Certificate for the last three (3) years.
c. Evidence of Pension Compliance Certificate valid till 31st December, 2026.
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026.
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2026.
f. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers, by submission of Interim Registration Report (IRR) or certificate issued by the Bureau of Public Procurement (BPP) valid till 31st December, 2026.
g. Sworn Affidavit disclosing: i. that the company is not in receivership, insolvency, bankruptcy or winding-up proceedings; ii. whether or not any officer of the relevant committees of the National Judicial Council (NJC) or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder; iii. that no Director of the company has been convicted for any criminal offence relating to fraud, financial impropriety, criminal misrepresentation or falsification of facts; and iv. that all information provided in the submission is true and correct;
h. Company’s Audited Accounts for the last three (3) years, 2023, 2024 and 2025;
i. Reference letter from a reputable commercial bank in Nigeria indicating the bank’s willingness to provide credit facilities for the execution of the project when required;
j. Company profile, including the Curriculum Vitae and qualifications of key personnel proposed for the execution of the project;
k. Verifiable documentary evidence of at least three (3) similar projects successfully executed within the last five (5) years, supported by Letters of Award and Valuation Certificates/Job Completion Certificates.
