FROM PROSPECTIVE INVESTORS FOR THE DEVELOPMENT OF NGURORE VEHICLE TRANSIT AREA (NVTA), ADAMAWA STATE, NIGERIA

1. INTRODUCTION
The Adamawa State Government through ADAMAWA INVESTMENT AND PROPERTY DEVELOPMENT COMPANY LIMITED in collaboration with Nigerian Shippers Council (“NSC”) intends to develop a Vehicle Transit Area (VTA) on 40hectares of land at Ngurore, Adamawa State through a Public – Private Partnership (PPP) model.

Adamawa State Government/NSC invites interested firms and/or consortiums of firms to participate in the qualification process for the selection of a Private Partner through Competitive Bidding (CB) for the “Development of the Ngurore Vehicle Transit Area”. The Adamawa State Government expects the selected Private Partner to undertake the Design, Finance, Build, Operate, and Transfer (“DFBOT”) of the facility for a concession period, based on Tenure, Terms and Conditions to be set out in the Concession Agreement.

2. PROJECT OBJECTIVE.
One of the major goals of VTA is intended to provide a planned and coordinated framework for the long-term development of the bulk haulage sector, an integrated approach to addressing the increased movement of goods and services in response to the high demands of a growing population and providing security.

1. ELIGIBILITY
i. Evidence of Company Registration with Corporate Affairs Commission (CAC) or its equivalent for foreign firms;
ii. Ownership structure of bidding entity, Name(s) of major shareholders and percentage shareholding of participants in the bidding entity;
iii. Audited Financial Statements prepared in accordance with the International Financial Reporting Standards (IFRS) of the bidding company or members of consortium for the most recent three (3) years;
iv. Evidence of remittance to Industrial Training Funds;
v. Evidence of compliance with the provisions of the Pension Reform Act 2004;

1. INTRODUCTION
Federal University of Environment and Technology Koroma/Sakpenwa, Ogoni, Rivers State intends to provide critical projects through the; RE-YEAR 2026 TETFUND CAREER SERVICE CENTRE.
The Management of Federal University of Environment and Technology Koroma/Sakpenwa, Ogoni, Rivers State, in view of its mandate, and in accordance with the provisions of the Public Procurement Act 2007 (as amended), hereby invites interested, competent, qualified and experienced contractors to submit bids for the project named below:

2. SCOPE OF WORK
LOT 1: Construction of a new Career Centre Comprising Directors Office, General Offices, Open Office/ Reception, Training/ Meeting Room, Toilets, and Store, Including Landscaping and Compound Flooring. INTERVENTION: RE-YEAR 2026 TETFUND CAREER SERVICE CENTRE TETF/UNI/FUET/CC/26/01. LOCATION: Federal University of Environment and Technology Koroma/ Saakpenwa, Ogoni, Rivers State.

LOT 2: Procurement of 20KVA Felicity Hybrid Pure Sinewave Inverter, 10KWH Felicity Lithium Batteries, 660W Monocrystalline Solar Panels, AC/ DC Cables, Breakers and Containment, Earthing, Monitoring and Safety Accessories, Including Installation, Testing, and Commissioning. INTERVENTION: RE-YEAR 2026 TETFUND CAREER SERVICE CENTRE – TETF/UNI/FUET/CC /26/02. LOCATION: Federal University of Environment and Technology Koroma/ Saakpenwa, Ogoni, Rivers State.

LOT 3: Procurement and Installation of Executive Office Tables, Office Tables, Office Swivel Chair with Synchronized Functions for Lumbar Support, Visitors Cantilever Chair, Smart 82″ Interactive Whiteboard, Aluminium-Framed Wall-Mounted Celotex Notice Board, Office Steel Cabinet, HP 200 G4 All-in-one Computer, Wireless Public Address System, Wireless Microphones, and Leather Visitors Chairs. INTERVENTION: RE-YEAR 2026 TETFUND CAREER SERVICE CENTRE TETF/UNI/FUET/CC /26/03. LOCATION: Federal University of Environment and Technology Koroma/Saakpenwa, Ogoni, Rivers State.

3. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC), including form CAC 1.1 or CAC2 and CAC7:2
b. Evidence of Company’s Income Tax Clearance Certificate valid till 31st December, 2025
c. Evidence of Pension Clearance Certificate valid till 31st December, 2025.
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025.
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2025 or a valid Certificate issued by BPP.
g. Sworn Affidavit
* Disclosing whether or not any officer of the relevant committee of the Federal University of Environment and Technology Koroma/Saakpenwa, Ogoni, Rivers state, or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid is true and correct in all particulars.
* That no Director has been convicted in any country for any criminal offense relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter
* That the company is not in receivership, the subject of any form of insolvency bankruptcy proceedings or the subject of any form of winding up petition or proceedings
* That the company does not have existing loan or financial liability with the bank, other financial institution or third party that is classified as doubtful, nonperformance, bad or whose repayment portion has been outstanding for the last four months;
h. Company’s Audited accounts for the last three (3) years, duly acknowledged by the Federal Inland Revenue Services (FIRS)
i. Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed
j. Company’s profile with the curriculum vitae of key staff to be deployed for the project, including copies of their academic and professional qualifications such as COREN, QSRBN, ARCON, CORBON, etc
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years, including Letters of Awards, Valuation Certificate, Job Completion Certificates and photographs of the projects
l. Interested bidders must have an annual turnover of minimum N500M.
m. Bidders must also provide Original Equipment Manufacturer (OEM)
n. Works: List of Plants/Equipment with proof of ownership/Lease Agreement
o. For Joint venture/partnership, Memorandum of Understanding (MoU) should be provided, indicating among others the Lead partner. (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
p. All documents for submission must be transmitted with a covering/forwarding letter under the Company/ Firm’s Letter Head Paper bearing amongst others the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact address, telephone number (preferably GSM No), e-mail address. The Letterhead paper must bear the Names and nationalities of the directors of the company at the button of the page, duly signed by the authorized officer of the firm.
