REQUEST FOR EXPRESSION OF INTEREST (EOI)
FROM PROSPECTIVE INVESTORS FOR THE DEVELOPMENT OF NGURORE VEHICLE TRANSIT AREA (NVTA), ADAMAWA STATE, NIGERIA

1. INTRODUCTION
The Adamawa State Government through ADAMAWA INVESTMENT AND PROPERTY DEVELOPMENT COMPANY LIMITED in collaboration with Nigerian Shippers Council (“NSC”) intends to develop a Vehicle Transit Area (VTA) on 40hectares of land at Ngurore, Adamawa State through a Public – Private Partnership (PPP) model.

Adamawa State Government/NSC invites interested firms and/or consortiums of firms to participate in the qualification process for the selection of a Private Partner through Competitive Bidding (CB) for the “Development of the Ngurore Vehicle Transit Area”. The Adamawa State Government expects the selected Private Partner to undertake the Design, Finance, Build, Operate, and Transfer (“DFBOT”) of the facility for a concession period, based on Tenure, Terms and Conditions to be set out in the Concession Agreement.

2. PROJECT OBJECTIVE.
One of the major goals of VTA is intended to provide a planned and coordinated framework for the long-term development of the bulk haulage sector, an integrated approach to addressing the increased movement of goods and services in response to the high demands of a growing population and providing security.

1. ELIGIBILITY
i. Evidence of Company Registration with Corporate Affairs Commission (CAC) or its equivalent for foreign firms;
ii. Ownership structure of bidding entity, Name(s) of major shareholders and percentage shareholding of participants in the bidding entity;
iii. Audited Financial Statements prepared in accordance with the International Financial Reporting Standards (IFRS) of the bidding company or members of consortium for the most recent three (3) years;
iv. Evidence of remittance to Industrial Training Funds;
v. Evidence of compliance with the provisions of the Pension Reform Act 2004;


vi. Sworn affidavit;
vii. Evidence of Nigerian Social insurance trust fund (NSITF) clearance certificate valid till 31st December, 2025 (Nigerian firm only);
viii. In the case of a Consortium, evidence in the form of letter of association, agreement (joint venture agreement and/or Memorandum of Understanding (MOU); or Consortium Agreement must be provided

2. TENDER REQUIREMENTS:
Technical, Operational and Financial capability including:
i. Profile of firm or firms (if in a consortium); including ownership structure and role of each firm; with full contact details (including full name of contact person, telephone numbers and email addresses); In the case of a consortium, the members of the consortium must jointly submit the required information and must also clearly identify one of the consortium members as the lead firm;
ii. Experience in the Development and Operation of a Truck Park or similar facilities, illustrated by the following:
– Experience in the Development, Operations, Investment and Financing of a Truck Park or similar facilities (such as Car Parks, Warehouses, Hotels, etc.);
– General experience of design, finance, development and operations & investment in Vehicle Transit Areas/ major logistics & Haulage related projects globally/ locally (list all relevant track records or similar projects (such as Car Parks, Warehouses, Hotels, etc.);
– Experience and Expertise of key Personnel as by Profile of key management staff with relevant experience working on a similar project and at least ten (10) years in the relevant industry.
– Construction/ Delivery/ Financing of Large-Scale Vehicle Transit Area Infrastructure.

iii. Evidence of Financial Capacity illustrated by evidence of good financial standing with a minimum net worth of N1 billion and Letters of Support from credible financial institutions in support of the consortium’s ability to manage and operate the VTA.

3. REQUIREMENTS FOR QUALIFICATION
Interested firms and/or consortium are required to pay a non-refundable amount of NGN300,000.00 (Three Hundred Thousand Naira, only) in favor of Adamawa Investment and Property Development Company Limited through United Bank for Africa, UBA Plc Account Number: 1001211846.

Interested firms and/or consortium of firms may submit their Bids Statements in response to this EOI wherein firms and/or will be shortlisted for issuance of a detailed Request for Proposal. Details of the project, application submission process and requirement have been set out in the Expression of Interest (EOI).

4. METHOD OF SUBMISSION
All application shall be submitted physically
– All submission must be in a sealed envelope and should be registered with Adamawa Investment and Property Development Company Limited, No. 42 Galadima Aminu Way, Jimeta-Yola, Adamawa State not later than four (4) weeks from the date of advertisement 31st August, 2026;
– All Applications must be received not later than 11am on 28th September, 2026;

5. IMPORTANT NOTICE.
i. Only shortlisted applicants will be contacted.
ii. This notice shall not be construed to be a commitment on the part of Adamawa State Government to award any form of contract to any respondent(s) nor shall it entitle any organization submitting document to claim any indemnity from the Government.
iii. The envelope containing 5 copies of the completed EOI and the required supporting documents shall be clearly marked “Application for the Concession of Vehicle Transit Area, Ngurore Adamawa State” and the Bidder’s name, and should be addressed to the Managing Director/Chief Executive Officer, Adamawa Investment and Property Development Company Limited
iv. Late submission will be return un-opened;
v. Submission shall be in English language only;
vi. Submission via courier will be accepted only if delivered within the submission time shown above;
vii. Adamawa Investment and Property Development Company Limited is not bound to shortlist any firm and reserves the right to annul procurement process at any time without incurring any liabilities.
