INVITATION TO TENDER

1.0 INTRODUCTION
The Edo State Government has approved funds for Edo State Ministry of Environment & Sustainability in the 2026 Edo State Approved Budget and wishes to apply part of it FOR THE DESILITATION AND MAINTENANCE OF EXISTING DRAINAGE STRUCTURES ACROSS EDO STATE in compliance with Section 35 of the Edo State Public Procurement Law 2020, the Ministry of Environment & Sustainability therefore invites interested eligible bidders to tender for the project.
2.0 PROJECT SCOPE:
The scope of work involves Desiltation and Maintenance of existing surface/underground drainage structures, detention ponds/moats as well as carting away of debris/silts to the Government approved dump sites.

3.0 ELIGIBILITY AND QUALIFICATION REQUIREMENTS
You are to submit a detailed profile which should contain the following:
(a) Certificate of incorporation/registration with cooperate affairs commission (CAC)
(b) Evidence of registration with Edo State Public Procurement Agency.
(c) Evidence of payment of tax by the company for the immediate past 3years (i.e. 2023, 2024, 2025)
(d) Company’s audited financial account (indicating turnover) and funding information over the past 3 years endorsed by a firm of chartered accountants.
(e) Company Profile including names of Partners, Director(s), or if it is Private Limited Company (names of Shareholders and Beneficial Owners to that company); organization structure, key professional staff with their names and registration with appropriate regulatory bodies (COREN, QSRBN, ARCON, CORBON, etc.) with their current practicing license
(f) Verifiable Evidence of previous/similar works successfully executed in the past five (5) years showing:
I. Letter of Award of the previous work done.
II. Completion certificate obtained from previous work done.
(g) A sworn affidavit indicating that:
I. None of the Directors of the Company has been convicted in any court for any criminal offence including fraud and financial impropriety.
II. The Company is not in receivership, insolvent or bankrupt.
III. No officer of Ministry of Environment & Sustainability is a former or present Director, shareholder or has any pecuniary interest in the company.
4.0 COLLECTION/SUBMISSION OF BIDDING DOCUMENTS.
Interested eligible bidders are to collect the bidding documents or obtain further information from the Procurement Office in the Ministry of Environment & Sustainability from 9th September to 24th September, 2026 between the hours of 9:00am to 3:00pm, Mondays to Friday excluding public holiday upon submission of an evidence of payment of a non-refundable fee of N50,000.00 ( Fifty Thousand Naira Only) using a Service Bill Reference Code to be collected from the Finance and Account Department of the Ministry of Environment & Sustainability.
Bidding documents requested by mail will be dispatched by registered/speed post on payment of the postage cost. The Ministry of Environment & Sustainability will not be held liable for postal delay (if any) in the delivery of the documents or non-receipt of the same.
All bids must be accompanied by bid security of two percent (2%) of the quoted contract sum.
Bid must be submitted to the address below not later than 11:59am on 24th September, 2026 in two (2) separate sealed envelopes and marked “TECHNICAL BID” on the top right corner and the other to contain the FINANCIAL BID and boldly marked “FINANCIAL BID” on the top right corner. The two envelopes are to be placed in one large envelope and addressed to:

Please note that electronic bidding will not be permitted.
5.0 OPENING OF BIDDING DOCUMENTS.
Bids must be submitted to the Ministry’s Tenders Board as detailed in the bidding documents on or before 11:59am on 24th September, 2026 and the bids will be opened on the same day at 12:00pm at the Conference Hall of the Ministry in the presence of the bidders’ representatives and Civil Society Organizations (with mandate of ensuring transparency and accountability) who wishes to attend. If the office happens to be closed on the date of the receipt, opening as specified, bids will be received and opened on the next working day at the same time and location.
6.0 NOTE:
I. Late submission will be rejected
II. This invitation shall not be construed to be commitment on the part of Edo State Ministry of Environment & Sustainability for contract award nor shall it entitle the bidder to make any claims whatever and seek indemnity by virtue of having responded to this advertisement.
