REQUEST FOR QUOTATION FOR THE PROCUREMENT AND INSTALLATION OF 15 NOS. 10 KVA SOLAR POWER SYSTEM WITH ACCESSORIES AND TESTING FOR 24 HOURS UNINTERRUPTED IN 15 SELECTED SECONDARY SCHOOLS IN YOBE STATE
CONTRACT No: YB/AGILE/2026/PP/016/

The Yobe State Government of Nigeria has applied for financing from The World Bank for Credit towards the cost of Adolescent Girls Initiative for Learning and Empowerment (AGILE) Project and intends to apply part of the proceeds of this credit to payment under the contract for the procurement of above underlined items.

Main Tasks
The approximate delivery and installation period is Four (4) weeks. The assignment is expected to commence in October 2026 and completed three weeks after signing of contract.

The Yobe State Project Coordination under AGILE now invites eligible Firms to indicate their interest in providing the items. Interested Contractor should provide information demonstrating that they have the required qualifications and relevant experience to supply the Solar Power System as follows:

Your attention is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of The World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”) and revised 2020 setting forth The World Bank’s policy on conflict of interest.

Contractor may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-contractor. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Contractor shall be selected under the Request for Proposal Selection Method (RFP) as set out in World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, Revised November 2017 and August 2018 and Revised 2020 Available on www.worldbank.org and for further information can be obtained at the address below during office hours i.e. 0800 to 1700 hours.

1.0 Background
1.1 This request for expression of interest follows the General Procurement Notice for this programme that appeared in African Development Bank Group Internet Website (www.afdb.org) of 2nd October 2025.

1.2 The Federal Government of Nigeria has received Financing from the African Development Bank (ADB) in various currencies towards the cost of implementing the Yobe State Environmental and Climate Action Project (ECCAP) for Ministry of Environment in the 17 LGAs. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for the Design and Construction Supervision of Woodlots and Orchards with boreholes for each site.

1.3 Project Development Objective
The development objective of the project is to enhance resilience to climate change and reduced food insecurity through creating opportunities for food production and incomes in Yobe State. This will be done by (i) renovating existing nurseries where tree seedlings would be produced and subsequently used to establish shelterbelts, orchards, and woodlots as well as stabilize sand dunes; (ii) expanding agricultural production area by rehabilitating degraded oasis; (iii) promoting agriculture water management schemes in riverine areas; (iv) developing and deploying carbon sequestration through multiple approaches including trees planting in institutions and implementing regreening methodologies in communities and providing incentives for natural regeneration of trees; (vi) establishment of MSME that are not dependent on forest wood; (vii) creating alternative clean cooking energy for both industrial and domestic needs thus generating green jobs at scale and reducing dependency on firewood overtime; and (viii) creating systems to access carbon market. All these would be to improve agricultural production (livestock, crops, and fish) activities, as well as support other non-forest dependent livelihoods. The project is also aimed at building the resilience of local communities against the impacts of climate change, environmental degradation and effects of desertification. Sand dunes have devastated rural livelihoods with rapid encroachment on arable lands and oasis in the State. It will also promote income generation and job creation through supporting the establishment of MSMEs that are not dependant on forest wood. The project will also establish frameworks and guidance to optimise gender, environmental services and climate change benefits such as Payment of Ecosystem Services, and Carbon Credit.

2.0 Objective of the Assignment
The overall objective of this consultancy is to provide independent, high-quality design and construction supervision for the Implementation of Environmental and Agricultural intervention sites (Woodlots and Orchards) and associated infrastructure, ensuring that all construction and installation works:
– Carryout preliminary design of all the intervention sites.
– Prepare detailed technical and engineering designs for all identified intervention sites.
– In full compliance with approved designs, technical specifications, and environmental/social safeguards.
– Completed on time, within budget, and to the highest quality standards.
– Properly documented and handed over for long-term operation and maintenance.
– Supervise implementation works to ensure compliance with approved designs, technical specifications, environmental and social safeguards;
– Ensure interventions are climate-resilient, gender-responsive, inclusive, and sustainable.

3.0 Scope of Services
3.1 Overall Scope
The Consultant will provide end-to-end services covering design and supervision of climate-resilient land restoration and agricultural interventions, ensuring sustainable implementation and compliance with technical, environmental, and social standards

4.0 Duration of the Assignment
The assignment is expected to last 24 months (To be renewed annually based on satisfactory performance)

3.0 ELIGIBILITY REQUIREMENTS
Prospective bidders must possess the under listed requirements to be eligible to participate in this procurement:
i. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC 1.1, CAC2 and CAC7;
ii. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (i.e. 2023, 2024 and 2025) valid till 31st December, 2026;
iii. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above)
iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
v. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
vi. Evidence of Registration on the National Data Base of Federal Contractors, Consultants and Service Providers by Submission of Intern Registration Report (IRR) expiring on 31/12/2026 or Valid Certificate issued by BPP;
vii. Sworn Affidavit:
– disclosing whether or not any Officer of the relevant Committees of the National Commission for Nomadic Education or the Bureau of Public Procurement is a former or Present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
– That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
viii. Company’s Audited Accounts for the last three (3) years (2023, 2024 & 2025);
ix. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
x. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the Project, including Copies of their Academic/Professional qualifications (in case of Construction, COREN, QSRBN, ARCON, CORBON etc);
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation/Job Completion Certificates and Photographs of the Projects;
xii. List of Plants/Equipment and Locations with proof of Ownership/Lease Agreement;
xiii. Electricity Jobs: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA)
xiv. Consultancy Service: Evidence of Firm’s current registration with relevant regulatory professional body(ies);
xv. Training: Companies valid training licence issued by Centre for Management Development (CMD);
xvi. For supply of equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
xvii. For Joint Venture Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
