1.0 Background
1.1 This request for expression of interest follows the General Procurement Notice for this programme that appeared in African Development Bank Group Internet Website (www.afdb.org) of 2nd October 2025.

1.2 The Federal Government of Nigeria has received Financing from the African Development Bank (ADB) in various currencies towards the cost of implementing the Yobe State Environmental and Climate Action Project (ECCAP) for Ministry of Environment in the 17 LGAs. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for the Design and Construction Supervision of Woodlots and Orchards with boreholes for each site.

1.3 Project Development Objective
The development objective of the project is to enhance resilience to climate change and reduced food insecurity through creating opportunities for food production and incomes in Yobe State. This will be done by (i) renovating existing nurseries where tree seedlings would be produced and subsequently used to establish shelterbelts, orchards, and woodlots as well as stabilize sand dunes; (ii) expanding agricultural production area by rehabilitating degraded oasis; (iii) promoting agriculture water management schemes in riverine areas; (iv) developing and deploying carbon sequestration through multiple approaches including trees planting in institutions and implementing regreening methodologies in communities and providing incentives for natural regeneration of trees; (vi) establishment of MSME that are not dependent on forest wood; (vii) creating alternative clean cooking energy for both industrial and domestic needs thus generating green jobs at scale and reducing dependency on firewood overtime; and (viii) creating systems to access carbon market. All these would be to improve agricultural production (livestock, crops, and fish) activities, as well as support other non-forest dependent livelihoods. The project is also aimed at building the resilience of local communities against the impacts of climate change, environmental degradation and effects of desertification. Sand dunes have devastated rural livelihoods with rapid encroachment on arable lands and oasis in the State. It will also promote income generation and job creation through supporting the establishment of MSMEs that are not dependant on forest wood. The project will also establish frameworks and guidance to optimise gender, environmental services and climate change benefits such as Payment of Ecosystem Services, and Carbon Credit.

2.0 Objective of the Assignment
The overall objective of this consultancy is to provide independent, high-quality design and construction supervision for the Implementation of Environmental and Agricultural intervention sites (Woodlots and Orchards) and associated infrastructure, ensuring that all construction and installation works:
– Carryout preliminary design of all the intervention sites.
– Prepare detailed technical and engineering designs for all identified intervention sites.
– In full compliance with approved designs, technical specifications, and environmental/social safeguards.
– Completed on time, within budget, and to the highest quality standards.
– Properly documented and handed over for long-term operation and maintenance.
– Supervise implementation works to ensure compliance with approved designs, technical specifications, environmental and social safeguards;
– Ensure interventions are climate-resilient, gender-responsive, inclusive, and sustainable.

3. ELIGIBILITY REQUIREMENTS.

Each bidder must have the following as the minimum qualification that must be met to make the company eligible. Thus, the interested firm should submit two (2) bound documents duly signed, paginated, separated by dividers and arranged in the order outlined here under,
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1, or CAC2 and CAC7.
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2026;
c. Evidence of PENCOM clearance Certificate valid till 31st December, 2026;
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Health Insurance Certificate (NHIA)
g. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2026, issued by BPP.
h. Sworn Affidavit:
– Disclosing whether or not any officer of the relevant committees of the federal neuropsychiatric Hospital Dawanua, Kano or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– That no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– That the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
i. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025, duly acknowledged by the Federal Inland Revenue Service;
j. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
k. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, etc.;
l. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
m. List of Plants/Equipment with proof of Ownership/Lease Agreement;
n. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided indicating among others the Lead Partner (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
o. Annual Average Turn Over: for Good and Services (minimum of 250m), while for works is 500m minimum
p. Original Equipment Manufacturer (OEM); For Medical/Hospital Equipment, evidence of Authorization Letter from the Federal Government approved lists of medical equipment manufacturers
q. Electricity: evidence of current licenses issued by Nigerian Electricity management service Agencies (NEMSA)
r. Letter of Consent to verify submitted document
s. All documents for submission must be transmitted with a covering/forwarding letter under the company’s Letter Head bearing amongst others, the registration number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letter Head must bear the Name(s) and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the company;

4. COLLECTION OF TENDER DOCUMENTS.
Interested Companies are to collect tender standard bidding document (SBD) from the office of the head of procurement Unit at nutrition and dietetic block of the federal neuropsychiatric Hospital at Dawanua, Kano upon presentation of evidence of payment of non-refundable Tender fee of Ten Thousand Naira Only (N10,000.00) per lot, paid into the federal Neuropsychiatric Hospital Dawanau remita account at any refutable commercial bank in Nigeria.

b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all Partners in case of Business Name) for the last three (3) years valid till 31st December, 2026;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP.

o. Electricity Jobs: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA);
p. Payment of Grant: Evidence of CBN’s current Payment Solution Service Provider Licence;
q. Only Companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorised representatives should bid for the Vehicles;

Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

3. SUBMISSION OF TENDER DOCUMENTS (GOODS & WORKS)
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the technical bids with softcopy packaged separately in sealed envelopes and clearly marked and addressed to Provost, Federal College of Agricultural Produce Technology, and Kano and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box in the Procurement’s Office not later than 12:00 noon 19th October, 2026.

1. INTRODUCTION
The Jigawa State Polytechnic, Dutse, Jigawa State wishes to undertake the Procurement of Goods and Services in the implementation of approved YEAR 2026 TETFUND ICT INTERVENTION PROJECT in the Polytechnic. In compliance with the Public Procurement Act 2007 and other extant government regulations, the Jigawa State Polytechnic hereby invites interested, competent, experienced and reputable Contractors/Firms with relevant experiences and good track records of prompt delivery of similar project to participate in the execution of the Project below:

2. SCOPE OF WORKS
Lot 1: Procurement of hardware equipment
Lot 2: Software development, Testing, licenses and recording equipment
Lot 3: Capacity development, sensitisation and awareness

3. ELIGIBILITY/CRITERIA
Interested Firms are required to submit the following documents:
a. Evidence of Incorporation/Registration of Company with the Corporate Affairs Commission (CAC) as a Limited Liability Company, including copies of Forms CAC2 and CAC7;
b. Company Industrial Training Fund (ITF) Compliance Certificate and Income’s Tax Clearance Certificate for the last three (3) years and valid till 31st December, 2026 corresponding with declared annual turnovers and VAT Registration Certificate with TIN;
c. current Pension Compliance Certificate valid till 31st December, 2026;
d. Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2026;
e. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 31st December, 2026 or valid Certificate issued by BPP;
f. Company’s Audited Account for the last three (3) years (2023, 2024, 2025);
g. Comprehensive Company Profile indicating Organizational Structure with the Curriculum Vitae for key staff.
h. Evidence of Firms Registration with Relevant Professional Bodies such as COREN/ CORBON;
i. All documents for submission must be transmitted with a duly signed covering /forwarding Letter under the Company/Firms Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), the Contact Address, Telephone Numbers (preferably GSM No.), and e-mail address. The Letterhead Paper MUST bear the names and nationalities of the Directors of the Company at the bottom of the page duly signed by the Authorized Officer of the Firm.
j. Accrued Sworn Affidavit that:
i) The Company is not Bankrupt, in Receivership or under Liquidation or involved in any Litigation which can potentially affect the Company’s ability to effectively discharge their responsibility if engaged;
ii) No member of Staff of Jigawa State Polytechnic and Bureau of Public Procurement (BPP) has Pecuniary Interest in the Company;
iii) No Director of the Company (past and present) has ever been convicted of Criminal Offences relating to fraud or Financial Impropriety in any Court of Law.
