The Kano State Government through the Federal Republic of Nigeria has received financing from the World Bank toward the cost of the Sustainable Power and Irrigation for Nigeria (SPIN) Project and intends to apply part of the proceeds for payment of the Consultancy Services for Detailed Engineering Design Review, Update, and Construction Supervision of the Jakara–Wasai River Irrigation Scheme (JAWARIS), Kano State.

The consulting services (“the Services”) comprise the Consultancy Services for Detailed Engineering Design Review, Update, and Construction Supervision of the Jakara–Wasai River Irrigation Scheme (JAWARIS), Kano State. The Services include, but are not limited to, the review and updating of the detailed engineering design, construction supervision, and all other activities and deliverables specified in the Terms of Reference (ToRs), in accordance with applicable national regulations and the World Bank Environmental and Social Framework (ESF).

The Kano State Sustainable Power and Irrigation for Nigeria (SPIN) Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria require the consulting firm, or joint venture/consortium, to demonstrate the following: for a joint venture, all members shall be jointly and severally liable for the performance of the Consultant Contract, and a lead member authorized to act on behalf of the joint venture shall be identified, in accordance with the RFP/Consultant Contract.

1. A minimum of fifteen (15) years of relevant professional experience in planning, design and/or supervision of irrigation and drainage infrastructure, including modernization of existing schemes and development of new command areas. Clear documentary evidence shall be provided, such as a letter of award, signed contract agreement, and completion certificate or equivalent evidence of successful completion.

2. Successful completion, within the last ten (10) years of at least three (3) detailed design assignments for irrigation schemes of which at least one shall have involved concrete-lined gravity conveyance and at least one shall have involved pressurized (sprinkler or drip) irrigation. Clear documentary evidence shall be provided, such as a letter of award, signed contract agreement, and completion certificate or equivalent evidence of successful completion.
