1. The Federal Government of Nigeria FGN has received financing from the from the African Development Bank hereinafter called the Bank toward the cost of the Agro-Industrial Processing Zones (SAPZ) Program Phase I, and intends to apply part of the proceeds toward payments under the contract for Construction of 2 Agricultural – Transformation Centres (ATCs) and 32km Connecting Roads in Ogun State. “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing.

2. The Ogun State Program Implementation Unit now invites sealed Bids from eligible Bidders for the Construction of (2) Two Agricultural Transformation Centres (ATCs) and 32km Connecting Roads as described below;

LOT 1: Construction of ATC at Sawonjo – Imasayi Farm Settlement, Sawonjo, Yewa North LGA. SIZE: 20.0 Ha. BID SECURITY N Million: 500. Construction Period: 18 months.
LOT 2: Construction of Connecting Roads to ATC at Sawonjo – Imasayi Farm Settlement, Sawonjo, Yewa North LGA: Road 1a: Imasayi – Iboro Road, Yewa North LGA (2 – Lane Asphalt) 8.0 Km. Road 1b: Iboro – Sawonjo Road, Yewa North LGA (2 – Lane Asphalt) 8.0 Km. BID SECURITY N Million: 500. Construction Period: 18 months.
LOT 3: Construction of ATC at Technology Park, Iwaya, Ijebu – Imusin, Ijebu East Local Government Area (LGA). SIZE: 20.0 Ha. BID SECURITY N Million: 500. Construction Period: 18 months.
LOT 4: Construction of the Connecting Roads to ATC at Technology Park, Iwaya, Ijebu -Imusin, Ijebu East Local Government Area (LGA): Road 1a: Iwaya, Ijebu -Imusin, Ijebu East LGA (2 – Lane Asphalt) 8.0 Km. Road1b: Iwaya, Ijebu -Imusin Road 2, Ijebu East LGA (2 – Lane Asphalt) 8.0 Km. BID SECURITY N Million: 500. Construction Period: 18 months.

The scope of work includes the Construction of 2 ATCs using a site-and-services model and Construction of connecting roads.
The facilities to be provided at the ATCs include fencing; administrative block, quality control, processing/post-harvest/storage and social buildings, roads, drainage, power supply and water, sewage/wastewater and solid waste management.

3. Bidding will be conducted through the Open Competitive Bidding (International), OCBI procedures as specified in the Bank’s Procurement Framework (October 2015), which is available on the Bank’s website at http://www.afdb.org.en/projectsandoperations/procurements/new-procedure-policy, and is open to all eligible Bidders as defined in the Procurement Framework.

4. Interested eligible Bidders may obtain further information from State Program Coordinator, Ogun State Program Implementation Unit, and sapzogun@gmail.com] and inspect the Bidding document during office hours i.e. 09:00 to 17:00 hours local time at the address given below.

5. The Bidding document In English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of N250,000.00 (Two hundred and fifty thousand Naira). The method of payment will be Bank Draft payable to Ogun State Special Agro – Industrial Processing Zones The document will not be sent by mail.

6. Bids must be delivered to the address below at the end of this IFB on or before 12:00 Noon, local time on 23rd November, 2026. Electronic Bidding will be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 12:30 Noon, local time on 23rd November, 2026. Note: A bidder can bid for more than one lot, but CANNOT be awarded more than One lot.

7. All Bids must be accompanied by a “Bid Security” of (N500,000,000.00) Five Hundred Million Naira.

8. Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
