INTRODUCTION
The AFRICAN REINSURANCE CORPORATION (“Africa Re” or “the Corporation”) is an international organization with a mission “to foster the development of the insurance and reinsurance industry in Africa; to promote the growth of national, regional, and sub-regional underwriting and retention capacities and to support African economic development.”
As a supranational organization, the Corporation was created pursuant to the Agreement Establishing Africa Re, which was executed in 1976 by the following founding shareholders:
• 42 Member States of the African Union (AU), and
• African Development Bank (AfDB),
In subsequent years, the following additional shareholders joined the Corporation’s shareholding:
• 112 African insurance and reinsurance companies registered in the Member States, and
• 3 leading global insurance and reinsurance groups.
This above Agreement confers on the Corporation its current status as a multilateral institution as well as the legal authority to operate in Member States. Africa Re, however, operates in other non-member States where it has registered subsidiaries, agencies, and offices.
With its Headquarters in Lagos (Nigeria), Africa Re operates in Africa, through
• 6 Regional offices in Abidjan (Côte d’Ivoire), Cairo (Egypt), Casablanca (Morocco), Lagos (Nigeria), Nairobi (Kenya), and Ebène (Mauritius),
• 3 Local Offices in Addis Ababa (Ethiopia), Khartoum (Sudan), Kinshasa (DR Congo),
• 2 Underwriting Representative Offices in Kampala (Uganda), and
• 2 Subsidiaries: Africa Re South Africa Limited in Johannesburg (South Africa), African Retakaful Company in Cairo (Egypt), and
Africa Re operates outside Africa, through
• 1 Underwriting Agency (Africa Re Underwriting Agency Limited) in the Dubai International Financial Centre (DIFC), Dubai (UAE), and
• 1 Branch Office in the International Financial Services Centre (IFSC), GIFT City (India).
The Corporation has the highest international financial strength and credit ratings by any indigenous reinsurer in Africa, with A (Strong / Stable Outlook) with Standard & Poor’s and A (Excellent / Stable Outlook) with AM Best. This is without any callable capital or parental guarantee or any other shareholders’ guarantee.
OBJECTIVES
African Reinsurance corporation (hereinafter referred to as ‘the Client’) invites qualified, experienced, and reputable security systems vendors and contractors to submit proposals for the supply, removal, and replacement of the existing Bosch CCTV camera system with Hikvision equivalent cameras at Africare Re’s Building located at Plot 1679 Karimu Kotun Stree, Victoria Island Lagos.
The existing CCTV infrastructure, comprising 61 Bosch cameras of varying types, has reached the end of its serviceable life and is no longer meeting the security and surveillance requirements of the facility. The Client has resolved to replace the existing system with Hikvision cameras of equivalent or superior specification, fully integrated into the existing network infrastructure.
This Request for Proposal (RFP) sets out the full scope of works, technical requirements, commercial terms, and evaluation criteria that vendors are required to comply with in submitting their proposals.
The primary objectives of this project are as follows:
• To decommission and remove all 61 existing Bosch CCTV cameras currently installed across the facility.
• To supply and install 61 Hikvision CCTV cameras of equivalent type — comprising 41 dome cameras, 2 PTZ (Pan-Tilt-Zoom) cameras, and 18 bullet cameras — in the same locations as the removed Bosch cameras.
• To integrate all newly installed Hikvision cameras seamlessly into the existing network infrastructure, Video Management System (VMS), and recording equipment.
• To ensure continuity of CCTV coverage across all critical areas of the facility throughout and after the replacement exercise.
• To test, commission, and hand over a fully operational Hikvision CCTV system to the Client upon completion of works.
