INTRODUCTION

OBJECTIVES

The African Reinsurance Corporation (hereinafter referred to as “Africa Re”) invites proposals from suitably qualified, experienced, and authorised vendors for the supply, installation, commissioning, and operator training of three (3) dual-energy X-ray luggage scanners and two (2) walk-through metal detectors at its premises, distributed as follows:

• 2 units — Dual-Energy X-Ray Luggage Scanner (Abuja Head Office)

• 1 unit — Dual-Energy X-Ray Luggage Scanner (Lagos Head Office)

• 2 units — Walk-Through Metal Detector (Abuja Head Office)

The scope shall further include the decommissioning and relocation of the existing luggage scanner unit at the Lagos office.

In furtherance of its commitment to maintaining a robust and effective access control and security screening programme, Africa Re has resolved to procure new, state-of-the-art equipment of specified models and capabilities, in line with current international security standards.

African Reinsurance corporation (hereinafter referred to as ‘the Client’) invites qualified, experienced, and reputable security systems vendors and contractors to submit proposals for the supply, removal, and replacement of the existing Bosch CCTV camera system with Hikvision equivalent cameras at Africare Re’s Building located at Plot 1679 Karimu Kotun Stree, Victoria Island Lagos.

The existing CCTV infrastructure, comprising 61 Bosch cameras of varying types, has reached the end of its serviceable life and is no longer meeting the security and surveillance requirements of the facility. The Client has resolved to replace the existing system with Hikvision cameras of equivalent or superior specification, fully integrated into the existing network infrastructure.

This Request for Proposal (RFP) sets out the full scope of works, technical requirements, commercial terms, and evaluation criteria that vendors are required to comply with in submitting their proposals.

The primary objectives of this project are as follows:

• To decommission and remove all 61 existing Bosch CCTV cameras currently installed across the facility.

• To supply and install 61 Hikvision CCTV cameras of equivalent type — comprising 41 dome cameras, 2 PTZ (Pan-Tilt-Zoom) cameras, and 18 bullet cameras — in the same locations as the removed Bosch cameras.

• To integrate all newly installed Hikvision cameras seamlessly into the existing network infrastructure, Video Management System (VMS), and recording equipment.

• To ensure continuity of CCTV coverage across all critical areas of the facility throughout and after the replacement exercise.

• To test, commission, and hand over a fully operational Hikvision CCTV system to the Client upon completion of works.

2. ELIGIBILITY REQUIREMENTS
Competent and interested companies who have requisite experience and desire to execute the projects are required to submit the following documents with verifiable evidence for assessment and consideration:
i. Certificate of Incorporation and Registration with Corporate Affairs Commission (CAC) including form CAC2 and CAC7.
ii. Evidence of Company Tax Clearance Certificate for the last three years, valid till 31st December 2026.
iii. Evidence of Pension Compliance Certificate (PENCOM) valid till 31st December 2026
iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2026
v. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till . 31st December 2026
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December 2026 or valid Certificate issued by BPP
vii. A sworn affidavit specifying that the company is not in receivership, insolvent or bankrupt, and none of the Directors has been convicted in any court for any criminal offence, including fraud and financial impropriety; and that no officer of the University, BPP or Federal Ministry of Education is a former or present Director or Shareholder or has pecuniary interest in the bidder; and confirming that all information presented in its bid are true and correct in all particulars.
viii. Comprehensive company profile indicating organizational structure with curriculum vitae for key staff to be deployed for the project, including copies of their Academic, Professional qualifications and resumes of key managerial and technical staff with address; phone numbers and e-mail addresses.
ix. Verifiable evidence of similar services, jobs or assignments successfully executed in the past
x. Reference letter from a Bank stating the financial ability of the Vendor to carry out such project(s)
xi. Letter of Authorization or License with the Original Vehicle/Equipment Manufacturer (OEM)
xii. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided. CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each Joint Venture
