INVITATION FOR PRE-QUALIFICATION FOR YEAR 2025/2026 MERGED TETFUND LIBRARY INTERVENTION

1.0 INTRODUCTION
Benjamin Uwajumogu State College of Education Ihitte, Uboma pursuant to its mandate and in compliance with the requirements of the Public Procurement Act 2007 and other extant government regulations wishes to invite interested, competent/qualified and experienced Contractors/Firms with relevant experiences and good track records of prompt delivery of similar projects to be pre-qualified for the Procurement of Goods and Services under the YEAR 2025/2026 MERGED TETFUND LIBRARY INTERVENTION below.

2.0 SCOPE OF WORK:
LOT DESCRIPTION
1. PROCUREMENT OF ASSORTED BOOKS FOR FACULTY OF EDUCATION FOUNDATION, HISTORY AND INTERNATIONAL STUDIES, ETC, JOURNALS AND REFERENCE MATERIALS
2 PROCUREMENT OF LIBRARY EQUIPMENT

The Scope of project above shall be detailed in the bidding documents to be issued.

3.0 ELIGIBILITY REQUIREMENTS:
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including forms CAC 2 and CAC 7
b. Evidence of Tax Clearance Certificate for the last 3 years i.e. 2023, 2024 and 2025 valid till 31st December, 2026.
c. Evidence of Current Pension Compliance Certificate valid till 31st December, 2026.
d. Evidence of Current Industrial Training Fund (ITF) valid till 31st December, 2026.
e. Evidence of Current Nigeria Social Insurance Fund (NSITF) valid till 31st December, 2026.
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Services providers by submission of Interim Registration Report (IRR) expiring on 30th June 2026 or valid Certificate issued by BPP (Bureau of Public Procurement)
g. Company’s Audited Accounts for the last three (3) years i.e (2023, 2024, 2025)
h. Sworn Affidavit disclosing whether or not any officer of relevant committees of Benjamin Uwajumogu State College of Education, Ihitte Uboma is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
i. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to Provide credit facility for the execution of the project when needed.
j. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards.
k. All documents for submission must be transmitted with a covering /forwarding letter under the Company/Firms Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferable GSM NO.), and e-mail address. The Letterhead paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page, duty signed by the authorized officer of the firm.

4.0 COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the standard bidding document (SBD) from the office of the Head, Procurement Unit, Benjamin Uwajumogu State College of Education Ihitte, Uboma on evidence of a non-refundable tender fee of N10,000 per lot.

5.0 SUBMISSION OF PRE-QUALIFICATION AND FINANCIAL BID DOCUMENTS
Interested firms are to submit two (2) bound of Bid documents (Pre-qualification and Financial bids) separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to the Head, Procurement Unit, Benjamin Uwajumogu State College of Education, Ihitte Uboma and clearly marked with YEAR 2025/2026 MERGED TEFUND LIBRARY INTERVENTION. Furthermore, the reverse of each sealed envelope should have the Company’s name and address of the bidder and drop in the designated Tender Box not later than 12:00 noon on Tuesday 7th July, 2026.

6.0 OPENING OF PRE-QUALIFICATION DOCUMENTS
The Pre-qualification documents will be opened immediately after the deadline for submission at 12:00 noon on Tuesday 7th July, 2026 at the College Council Chambers, Benjamin Uwajumogu State College of Education, Ihitte Uboma in the presence of bidders or their representatives. Please, ensure that you sign the Bid Submission Register in the office of the Head, Procurement Unit, as Benjamin Uwajumogu State College of Education, Ihitte Uboma will not be held liable for misplaced or wrongly submitted bids.

7.0 GENERAL INFORMATION
a. Bids must be in English Language and signed by the official authorised by the bidder.
b. Bids submitted after the deadline of submission would be returned un-opened.
c. All cost will be borne by the bidders.
d. Only short listed bidders of at Pre-qualification evaluation will be contacted for financial bid opening.
e. Benjamin Uwajumogu State College of Education, Ihitte Uboma is not bound to shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
