ENGAGEMENT OF A QUALIFIED CONSULTANT OR CONSULTING FIRM TO VALIDATE A FEASIBILITY STUDY AND SUPPORT THE POTENTIAL OPERATIONALIZATION OF THE AHNI GLOBAL PLUS HUB-AND-SPOKE MEDICAL LABORATORY AND DIAGNOSTIC IMAGING NETWORK, TARABA STATE, NIGERIA

BACKGROUND
Achieving Health Nigeria Initiative (AHNi), through its sustainability and social enterprise platform, AHNi Global Plus Ltd/GTE, is advancing plans to establish a state-wide Hub-and-Spoke Medical Laboratory and Diagnostic Imaging Network anchored in Jalingo, Taraba State. A comprehensive feasibility study has assessed the technical, operational, financial, commercial, and institutional viability of the proposed network, which is designed to expand access to affordable, high-quality diagnostic services, shorten turnaround times, reduce out-of-state referrals, and retain healthcare expenditure within the state. AHNi now invites suitably qualified individual consultants and consulting firms to submit proposals to validate the feasibility study and, subject to approval, support the establishment and operationalization of the network.

SCOPE OF WORK
Phase 1: Independent Validation. Review and validate the market demand assumptions, technical and operational feasibility, network design, financial and sustainability models, governance and institutional arrangements, and key risks, and deliver an independent validation report with clear recommendations.

Phase 2: Establishment and Operationalization (subject to approval and available resources). Support institutional setup, governance and operating systems, business and financial sustainability models, partnership and investment mobilization, regulatory and licensing compliance, and transition planning.

ELIGIBILITY
* Firms: company profile; Certificate of Incorporation and Corporate Affairs Commission (CAC) documents; tax clearance certificate (2024 or later); audited financial statements (2024 or later); and a bank reference letter addressed to the AHNi Procurement Committee.
* Individuals: detailed CV; academic and professional certificates; valid identification; Tax Identification Number (TIN) with evidence of tax compliance; and at least three professional references.
* A minimum of five years of relevant experience in health systems consulting, medical laboratory or diagnostic imaging services, health economics, healthcare financing or investment, healthcare enterprise development, or related fields.
* Demonstrated experience conducting feasibility studies, business case validation, healthcare network design, or similar assignments.
* Access to multidisciplinary expertise, including laboratory and imaging specialists, health systems experts, health economists and financial analysts, investment and legal advisers, and project management professionals.
* Evidence of at least three similar assignments completed within the last five years, and a conflict-of-interest declaration.

PROPOSALS AND EVALUATION
Applicants shall submit separate Technical and Financial proposals. Financial proposals must be quoted in Nigerian Naira, inclusive of all applicable taxes and statutory obligations, with clear assumptions and cost breakdowns for Phase 1 and Phase 2. Proposals will be assessed using the Quality and Cost-Based Selection (QCBS) method, weighted 80 percent technical and 20 percent financial. Only applicants scoring a minimum of 70 percent on the technical evaluation will proceed to financial evaluation.

SUBMISSION
Submit one (1) original hard copy and one (1) electronic copy on a USB flash drive. Enclose the Technical and Financial proposals as separate documents within a single sealed envelope clearly marked: “RFP: Validation and Potential Operationalization of the AHNi Global Plus Hub-and-Spoke Medical Laboratory and Diagnostic Imaging Network, Taraba State.”
