REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

1. The Federal Republic of Nigeria has received financing from the International Fund for Agricultural Development (“the Fund” or “IFAD”) towards the cost of Special Agro-Industrial Processing Zones Project (SAPZ), and intends to apply part of the proceeds for the recruitment of consulting services, for which this REOI is issued.
The use of any IFAD financing shall be subject to IFAD’s approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with Special Agro-Industrial Processing Zones program.

2. This request for expressions of interest (REOI) follows the general procurement notice that appeared in Thisday and Daily Trust newspapers on 17th April 2023, on the IFAD website and on UNDB on 17th April 2023.

3. The client now invites expressions of interest (EOIs) from legally constituted consulting firms (not individual consultants) (“consultants”) to conduct a rapid financial appraisal in farming clusters in Kano and Ogun States. The services include:

* Climate Risk and Vulnerability Mapping: Utilize satellite earth observation data (Landsat, Sentinel) to develop maps identifying areas vulnerable to droughts, floods, heatwaves, and other climate-related impacts.
* Land Suitability Analysis: Conduct spatial analysis to determine crop suitability, optimal land management strategies, and resource optimization recommendations for the target LGAs.
* Agro-Ecological Zoning: Define and map homogeneous zones with similar climatic and terrain characteristics to support targeted climate-smart agriculture recommendations.
* Infrastructure and Accessibility Mapping: Map existing infrastructure (roads, irrigation, power, storage) to support planning for Agro-Industrial Hubs and farmer access to markets.
* Production of Thematic Maps and Reports: Deliver high-quality maps and analytical reports (climate risk, land suitability, infrastructure) to guide program decision-making.
* System Purpose Definition
* Mobile Data Collection Tool Configuration: Configure a user-friendly, offline-first mobile data collection application (utilizing open-source platforms such as ODK, KoboCollect, or SurveyCTO) that permits capturing geo-referenced farmer and farm plot data in the field with no internet connection and uploading it to a central database when connectivity is available.
* Hardware Specifications for Enumerators: The Consultant shall specify and, where applicable, procure or recommend ruggedized tablets
* Centralized Land Parcel Registry with Unique Identifiers (UIDs): Design and establish a centralized geospatial database to serve as the land parcel registry. Every farm plot mapped will be assigned a Unique Farm Parcel ID (UFPID), ensuring that all information about that farm (farmer demographics, crops grown, support received, climate-smart practices adopted) can be linked together in a secure and structured manner. The Centralized Land Parcel Registry shall be designed as a GIS-enabled extension module of the broader National Farmer Database, not as a standalone silo.
* Collect Farmer and Farm Information: Oversee the collection and recording of farmer details, crops grown, farm plot boundaries (using GPS), and support received for a target of 24,000 farmers (12,000 in Kano, 12,000 in Ogun). Data will be safely stored in the centralized registry.
* Simple Web-Based Visualization Dashboard: Develop a basic, easy-to-use web mapping dashboard (e.g., using Leaflet or ArcGIS Online) that displays farmers fields, practices, and farm information from the centralized registry.
* Track Climate-Smart Practices: Integrate tracking of climate-smart farming techniques (e.g., drought-tolerant crops, water-saving methods, solar-powered pumps) into the data collection tool and dashboard to demonstrate project impact.
* System Integration and Sustainability
* Sustainability, Hosting, and Compliance: The Consultant shall provide a detailed sustainability plan including

The consultant may sub-contract selected activities provided that said services do not exceed 20% of the total consultancy work.

4. Before preparing its EOIs, the consultant is advised to review the preliminary terms of reference attached as Annex 1, which describe the assignment and Annex 2 that details the evaluation of the technical qualifications. The two annexes as well as the EOI submission forms can be obtained at www.sapz.gov.ng

5. The consultant shall not have any actual, potential or reasonably perceived conflict of interest. A consultant with an actual, potential or reasonably perceived conflict of interest shall be disqualified unless otherwise explicitly approved by the Fund. A consultant including their respective personnel and affiliates are considered to have a conflict of interest if they a) have a relationship that provides them with undue or undisclosed information about or influence over the selection process and the execution of the contract, b) participate in more than one EOI under this procurement action, c) have a business or family relationship with a member of the client’s board of directors or its personnel, the Fund or its personnel, or any other individual that was, has been or might reasonably be directly or indirectly involved in any part of (i) the preparation of this expression of interest, (ii) the selection process for this procurement, or (iii) execution of the contract. The consultant has an ongoing obligation to disclose any situation of actual, potential or reasonably perceived conflict of interest during preparation of the EOI, the selection process or the contract execution. Failure to properly disclose any of said situations may lead to appropriate actions, including the disqualification of the consultant, the termination of the contract and any other as appropriate under the IFAD Policy on Preventing Fraud and Corruption in its Projects and Operations.
