Background
MSI Nigeria Reproductive Choices is a social enterprise established in Nigeria in 2009 and is a leading provider of family planning and a range of contraceptive options to women, girls, and families across the 36 states of Nigeria and the FCT. With a mission to ensure children by choice not chance, MSI Nigeria envisions a world where every birth is wanted. Through collaborations with government at the national, state, and community levels, MSI Nigeria offers accessible and comprehensive reproductive healthcare services using operational approaches, such as Marie Stopes Medical Centres, community outreach teams, public sector strengthening support, and a toll-free contact centre.

Engagement of Recruitment Partner for Candidate Sourcing and Recruitment Support

1. Project Background:
The MSI seeks to engage a qualified and reputable recruitment partner to support talent acquisition efforts through sourcing experienced and professional candidates for vacant and strategic positions. The engagement is intended to strengthen recruitment outcomes by improving access to quality talent, reducing time-to-hire, and enhancing the efficiency of the recruitment process.

2. Purpose:
To engage a recruitment partner that will provide professional recruitment support and assist the MSIN in identifying, attracting, screening, and shortlisting suitable candidates for recruitment.

3. Objectives:
The objectives of this engagement are to:
• Source qualified and experienced candidates for identified vacancies.
• Improve recruitment efficiency and reduce vacancy fill timelines.

REQUEST FOR EXPRESSIONS OF INTEREST: RECRUITMENT OF A CONSULTANCY FIRM FOR TECHNICAL ASSISTANCE IN THE RECRUITMENT PROCESS FOR TEN (10) SENIOR STAFF POSITIONS WITHIN THE NBA EXECUTIVE SECRETARIAT

1. Established in 1980 as the successor to the Niger River Commission created in 1964, the Niger Basin Authority was founded to promote cooperation between member countries and ensure integrated development of the Niger Basin in the areas of hydraulics, agriculture, livestock, fishing and fish farming, forestry and logging, transportation, communication and industry. The NBA is composed of nine (9) member countries sharing the Niger River Basin: Benin, Burkina Faso, Cameroon, Côte d’Ivoire, Guinea, Mali, Niger, Nigeria and Chad.

2. Pursuant to Resolution No. 10, adopted by the NBA Council of Ministers at its 44th Ordinary Session on December 5, 2025 in Ouagadougou, Burkina Faso, relating to the capacity building of the NBA Executive Secretariat, to bolster its human capacity through the recruitment of qualified and competent staff, this Expression of Interest is issued on an equal-opportunity basis, to internationally renowned consultancy firms specializing in human resources recruitment.

3. The scope of services under this contract encompasses the management and facilitation of the competitive recruitment process to fill the ten (10) positions identified below to strengthen the Executive Secretariat of the Niger Basin Authority:

1. The Executive Secretariat of the Niger Basin Authority hereby invites eligible consultancy firms of international standing, specializing in human resources recruitment, to indicate their interest in providing the services described herein. Interested firms must provide a comprehensive submission package of their technical capacity and professional experience, demonstrating their qualifications to successfully execute the mandate (documentation attesting to the firm’s legal status, including a Tax Compliance Certificate, experience and proven track records in similar assignments, availability of qualified experts dedicated to the execution of this mission, etc.). Firms may form joint ventures or associations to increase their chances of qualification.
