EXPRESSION OF INTEREST: PROVISION OF VEHICLE TRACKING SERVICES – REF NO: NGA-EOI-002-26

The DANISH REFUGEE COUNCIL (DRC) is an international humanitarian organization operating in Nigeria and other countries worldwide. DRC provides assistance and protection to displaced populations and communities affected by conflict, disasters, and displacement.

DRC Nigeria invites qualified and experienced companies to submit an Expression of Interest (EOI) for the Provision of Vehicle Tracking Services for its fleet of vehicles operating across multiple locations in Nigeria.

Objective

The objective of this EOI is to identify competent service providers capable of supplying, installing, maintaining, and supporting vehicle tracking systems that enable real-time monitoring, reporting, and fleet management.

Scope of Services

Interested companies should demonstrate their ability to provide the following services:

• Supply and installation of GPS vehicle tracking devices.
• Real-time vehicle tracking and monitoring.
• Web-based fleet management platform.
• Mobile application for fleet monitoring.
• Geofencing and route monitoring capabilities.
• Vehicle movement history and reporting.
• Over speeding and unauthorized movement alerts.
• Tamper and power disconnection alerts.
• Vehicle utilization and mileage reports.
• Maintenance and technical support services.
• Nationwide coverage and support across Nigeria.
• User training and system administration support.

II.                   WHO SHOULD APPLY?

Any Company specialized in providing a vehicle Tracker to organisation fulfilling the technical and administrative requirement is encouraged to apply.

IV.                 SELECTION CRITERIA

The intention of this Call for EOI is to shortlist potential suppliers that will be invited to an RFQ where DRC will request further details on the technical solutions from the respective bidders as well as a financial proposal. In order to be invited to the RFQ, the bidders must pass all technical criteria listed in the Call for EOI, both administrative and technically.

The following administrative pass/fail criteria will be used to evaluate the bidder’s ability to support DRC’s 2Fleet Tracking system:

Eligibility Requirements

Interested companies must submit the following documents:

Administrative Requirements

• Certificate of Incorporation issued by the Corporate Affairs Commission (CAC).
• Company Profile detailing organizational structure, years of operation, and key personnel.
• Valid Tax Identification Number (TIN).
• Current Tax Clearance Certificate.
• Evidence of physical office address in Nigeria.
• Contact details of authorized company representatives.

Technical Requirements

• Detailed description of the proposed vehicle tracking solution.
• Description of tracking platform and reporting capabilities.
• Evidence of nationwide network coverage Particularly in Abuja, Sokoto, Maiduguri and Zamfara.
• Description of customer support and maintenance arrangements.
• Service Level Agreement (SLA) framework.

Experience Requirements

• Minimum of three (3) years’ experience in vehicle tracking services.
• Evidence of similar assignments successfully completed.
• At least three references from organizations currently utilizing the company’s tracking services.
• Experience supporting NGOs, International Organizations and UN agencies will be an added advantage.

Only shortlisted companies will be invited to participate in subsequent procurement processes.

DRC reserves the right to accept or reject any submission and is not bound to provide reasons for its decisions.
