INVITATION TO TENDER

Tenders are hereby invited from suitably qualified companies to execute the projects listed below:

a) Installation of 1No. 10KVA/48V and 2Nos. 12KVA/48V Solar Inverter System with 16.5KWH Lithium Ion Batteries at the Residence of a High Court Judge in Warri and Dr. Otumara’s Official Residence, Asaba
b) Replacement of Burnt 1(No.) 7.5MVA, 33/11KV Injection Transformer with 5MVA, 33/11KV Injection Transformer and Ancillary Equipment at the Delta State University Teaching Hospital (DELSUTH), Oghara, Ethiope West Local Government Area

2. Tender Application Forms and Documents are to be collected from Tenders Board Secretariat, Ministry of Energy, Asaba, upon non-refundable payment of the prescribed fees as contained in 3(v).
3. Tenders must be accompanied by the following:
i. Evidence of registration with Delta State Government;
ii. Evidence of Registration with Corporate Affairs Commission;
iii. Evidence of valid Tax Clearance Certificate;
iv. Verifiable contact address of Business Office (s)/premises, Utilities Bill etc;
v. Evidence of payment of non-refundable Tender fee of N150,000.00 (One Hundred and Fifty Thousand Naira) for (1A); and N250, 000.00 (Two Hundred and Fifty Thousand Naira) for (1B) respectively, (into Delta State Government Internally Generated Revenue (IGR) account in Zenith, UBA or Unity Bank;
vi. Evidence of Professional/Technical Qualifications;
vii. Evidence of Financial capability;
viii. Evidence of previous jobs successfully executed;
ix. Evidence of DSIR Card;
x. Evidence of Company Audit Report for the past three years (2023, 2024, 2025).
4. Tenderers are advised to visit and inspect the project sites before tendering. For this purpose, tenderers should contact the Director, Planning, Research and Statistics, Ministry of Energy, Asaba for guidance.
5. All Tender documents together with the completed Bill of Engineering Measurement and Evaluation (BEME) should be put in a sealed envelope addressed to:

Ministerial Tenders Board, Ministry of Energy, Asaba.
6. The project title should be clearly marked at the top left hand corner of the envelope.
7. Tenderers should note that the Board in considering the tenders would not be bound to accept the lowest of any bidder.
8. The closing date for the submission of Bids is 12.00 noon, Monday 10th August, 2026. The Bids will be opened immediately after the close of submission at the Ministry of Energy’s Meeting Room, Cluster B, 3rd Floor, Prof. Chike Edozien Secretariat, Asaba, in the presence of Bidders or Bidders’ representatives who choose to be present.
