1. The Federal Government of Nigeria (FGN) (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) (the “Bank”) in the form of a “Credit” (hereinafter called “Credit”) toward the cost of Livestock Productivity and Resilience Support Project (L-PRES). The Livestock Productivity and Resilience Support Project (L-PRES), State Coordination Office (SCO) Ebonyi State, an implementing agency of the Client intends to apply a portion of the proceeds of this Credit to eligible payments under the contract for Construction of Farm Connecting Road with Hydraulic Structures and Security Solar Light in Ohaukwu Local government Area, Ebonyi State.

2. The Livestock Productivity and Resilience Support Project – State Coordination Office, Ebonyi State now invites sealed bids from eligible Bidders for this activity: Construction of Farm Connecting Road with Hydraulic Structures and Security Solar Light at Ezzangbo in Ohaukwu Local Government Area of Ebonyi State. The work period is one year and six months (18 months). The margin of Preference shall not be permitted.

4. Bidding shall be conducted through Open National Procurement (ONP) process using Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers-Procurement in Investment Projects Financing (IPF), Revised Edition of February 2025 (“Procurement Regulations”), address available on www.worldbank.org/procure and is open to all eligible Bidders as defined in the Procurement Regulations.

5. Interested eligible Bidders may obtain further information in writing from the office of the Livestock Productivity and Resilience Support Project (L-PRES) – Ebonyi State Coordination Office through the State Project Coordinator or Email ebonyi@lpresnigeria.gov.ng or telephone +2348179779772 Or through the procurement officer telephone +2348037754339. And may also inspect the bidding documents during office hours from 9:00 am to 4:00 pm (local time) – Monday – Friday, at the address given below.

6. Bids must be delivered to the address in paragraph 11 below on or before Friday, 24th July, 2026- 12:00 pm (local time). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders, designated representatives and anyone who chooses to attend at the address below 12.00 noon on Friday, 24th July, 2026.

7. A complete set of the bidding documents of each lot in English Language may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Two Hundred Thousand Naira (N200,000.00) only. Method of payment Shall be by bank draft issued in favour of the following Account Name: Ebonyi State L-PRES Project, Bank: Zenith Bank PLC, Acc. Number: 1229140232. Proof of payment to be presented at the address below. At the bidders’ request, the documents could also be sent by courier after paying an additional fee to cover the delivery cost.

8. All bids must be accompanied by a “Bid Security” of in the amount stated above.

9. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
