INVITATION TO TENDER FOR YEAR 2025 CAPITAL PROJECTS

A. INTRODUCTION
In compliance with the requirements of the Public Procurement Act, 2007, the Federal Polytechnic, Oko Anambra State hereby wishes to invites interested, competent and reputable companies with relevant experience and good track records of performance to submit technical/financial bids for the year 2025 Capital Projects.

B. SCOPE OF WORK
LOT:  PROJECT
1. Construction and Furnishing of One Storey Building Complex as Council Chamber with 15 room offices.
2. Purchase of 5 NR Operational Vehicles.

A. ELIGIBILITY REQUIREMENT
To be eligible, potential bidders are required to submit all the under listed verifiable documents and must be arranged in the following order and numbered:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2023, 2024 & 2025) valid till 31st December, 2026; (with minimum average annual turnover of 400 million for lot 1 and 2 respectively.
c. Evidence of current Pension Compliance Certificate valid till 31st December, 2026;
d. Evidence of current Industrial Training Fund (ITF) Clearance Certificate valid till 31st December, 2026;
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP.
g. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the Federal Polytechnic, Oko Anambra state or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder to confirm that all information presented in its bid are true and correct in all particulars;
– that no Directors has been convicted in any country for any criminal offense relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings.
– That the company does not have existing loan or financial liability with a bank, either financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months
h. Company’s Audited Accounts for the last three (3) years (2023, 2024 & 2025); duly certified by a chartered accountant and acknowledged by FIRS.
i. Evidence of financial capacity to execute the project including Reference Letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed.;
j. Verification documentary evidence of at least three (3) similar jobs (size or nature) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Coloured Photographs of the Project;
k. Company’s profile with curriculum vitae of key staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, ICDL, NITDA, CPN, Current year practicing Licenses, and evidences of engagement of key staff as permanent staff for the past one year by submission of bank payment slips for such key staff etc.
l. For Works: List of Plants/Equipment with proof of Ownership/Lease Agreement.
m. For Supply of Equipment: Evidence of Letter of Authorization from the Original Equipment Manufacturer or their accredited dealer in line with Federal Government Policy on procurement of equipment from OEM must be provided. Representative of the OEMs must have verifiable official telephone numbers, email address, and location address for verification purpose.
n. For Joint Venture/Partnership, Memorandum of Understanding (MUO) indicating Lead Partner should be provided. (CAC, tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each partner)
o. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

B. COLLECTION OF TENDER DOCUMENTS
Interested bidders are to collect the Standard Bidding Documents (SBD) from the office of the Polytechnic Director Procurement, on presentation of evidence of payment of a non-refundable Tender Fee of N10,000.00 (Ten Thousand Naira) only, for the Lot paid into the Federal Polytechnic, Oko, Anambra State designated Bank account in any reputable bank in Nigeria. A copy of the payment receipt should be attached to the financial document.

C. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit the completed Technical and Financial bids packaged in separate sealed envelopes clearly marked “TECHNICAL BID” and “FINANCIAL BID” respectively and thereafter, put the two separate sealed envelopes, into one big envelope to be sealed and marked TECHNICAL BID” and “FINANCIAL BID” stating the specific LOT No on the top left hand corner of the outer big envelope and addressed to: the Rector, Federal Polytechnic, Oko, P.M.B 021 Aguata, Anambra State. The reversed side of the big sealed envelope should have the Name, Address, GSM No and Email address of the bidder. All bids are to be inserted into the Tenders box kept in the office of the Director Procurement at the main campus of the Federal Polytechnic, Oko Anambra State not later than 12:00 noon on Tuesday 30th June, 2026.

D. OPENING OF BID DOCUMENT
The Technical Bids will be opened during a public opening ceremony immediately after the deadline for submission at 12:00 noon on Tuesday 30th June, 2026 at the multi-purpose hall, Federal Polytechnic, Oko Anambra State. Only shortlisted bidders in the Technical Prequalification evaluation shall be invited for the Financial Bids opening on a later date while the unsuccessful bidders will have their financial Bids documents returned unopened.

GENERAL INFORMATION:
a. Submission of bid documents to the Federal Polytechnic, Oko Anambra State is neither a commitment nor an obligation to engage any contractor or his agent and non-submission of any of the above documents render the submission non-responsive.
b. This advertisement for invitation to Tender should not be constructed as a commitment on the part of the Federal Polytechnic, Oko Anambra State nor shall it entitle any contractor to make any claims whatsoever or seek indemnity from the Federal Polytechnic, Oko Anambra State.
c. The Polytechnics may verify any or all claims made by the applicants and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary.
d. All submission pages must be dully initialed by the company.
e. Bidders who have worked for the Polytechnic and have any poor performance, abandonment, terminations and prolonged contracts executions period need not apply.
f. The Federal Polytechnic, Oko is not bound to shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities.
g. Non-compliance to the instruction above will lead to automatic disqualification.
