INVITATION FOR TECHNICAL AND FINANCIAL BIDS FOR YEAR 2025 NEEDS ASSESSMENT INTERVENTION FUNDS PROJECT
1.0 INTRODUCTION
1.1 The Federal Ministry of Education, through the Implementation Monitoring Committee on the Needs Assessment of Nigerian Public Universities allocated funds to Federal University Dutsin-Ma for Year 2025 Needs Assessment Intervention Funds projects.
1.2 The Federal University Dutsin-Ma in compliance with the requirements of the Public Procurement Act 2007 and other extant Government Regulations hereby invites interested, competent and reputable contractors with relevant experience and good track records to participate in the National Competitive Bidding (NCB) procedures as described in the Revised standard bidding document (RSBD) for goods that can be found on the website of the Bureau of Public Procurement (BPP) i.e. www.bpp.gov.ng;
Lot 1: Procurement, commissioning of 8.3L Cummins Engine EQC300, Max. Power of 100HP, 310Nm torque, IVM 6110 CNG and Diesel Variant, 100 Capacity (54-seater and 46 standing) bus
Lot 2: Procurement, Installation and testing of the following equipment for Department of Civil Engineering
2.0 ELIGIBILITY REQUIREMENTS
Interested companies are requested to submit the following documents/information with verifiable evidence for assessment/consideration:
(i) Certificate of Incorporation with Corporate Affairs Commission (CAC);
(ii) Evidence of Company’s Tax Clearance Certificates for the last three (3) years (2023, 2024 & 2025);
(iii) Evidence of Current Pension Clearance Certificate in compliance with the Amended PenCom Reform Act 2014 (Expiring on December 31, 2026);
(iv) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on December 31, 2026 or valid Certificate issued by BPP;
(v) Evidence of current Industrial Training Fund (ITF) Compliance Certificate (expiring on December 31, 2026);
(vi) Evidence of current National Social Insurance Trust Fund (NSITF) Compliance Certificate (expiring on December 31, 2026);
(vii) Verifiable evidence of financial capability/Reference letter from a reputable Bank and State of accounts;
(viii) Company profile;
(ix) All documents for submission must be transmitted with a covering/forwarding letter under the company/firm’s letter head paper bearing among others, the registration number (RC) as issued by the corporate affairs commission (CAC), contact address, telephone number (prepared GSM No.) and email address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
(x) Current sworn affidavit disclosing:
i. That the company is not in receivership, insolvent or bankrupt.
ii. That the company does not have any Director who has ever been convicted in any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety
iii. Whether or not any officer of Federal University Dutsin-Ma or Bureau of Public Procurement (BPP) is a former or present Director, Shareholder or has any pecuniary interest in the bidder.
iv. That all documents submitted for the bidding are true and correct in all particulars.
(xi) Verifiable documentary evidence of at least three (3) similar supplies delivered in the last five (5) years including Letters of Award and Completion Certificates.
3.0 COLLECTION AND SUBMISSION OF BID DOCUMENTS
Interested and competent bidders are requested to collect bid documents from:

upon presentation of evidence of payment of non-refundable tender fee of Ten Thousand Naira (N10,000.00) in favor of Federal University Dutsin-Ma on the REMITA Platform through any Commercial Bank in Nigeria.
Prospective bidders shall enclose their Technical documents in a separate envelope (marked Technical) and the Financial Bid in another envelope (marked Financial) and the two separate envelopes shall be enclosed in one sealed outer envelope clearly marked “INVITATION TO TENDER”

The completed and sealed bid documents should contain the bidder’s name on the reverse side of the envelope and be deposited in Tender Box in the Directorate of Procurement between the hours of 8am-4pm Monday-Friday.
4.0 CLOSING DATE & OPENING
Submission of bid documents closes on Thursday 8″ October, 2026 at 12:00 noon. Any bid received after the stated date and time shall not be considered. The submitted bids will be opened on the same day, Thursday 8″ October, 2026 at 12:00 noon at the University’s Senate Chamber, Main Campus. Only technical bids will be opened on the above stated date and the prequalified bidders financial tender documents/bids will be opened at a later date; while the financial bids of the unsuccessful bidders would be returned to them unopened. Federal Ministry of Education, Bureau of Public Procurement (BPP), Anti-Corruption & Transparent Unit (ACTU), Bidders/company representatives and interested members of the public including relevant Professional Bodies, Certified Civil Society and Non-Governmental Organizations are hereby invited to witness the public opening of the technical bids.
5.0 GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorized by the bidder;
b. Bids submitted after the deadline for submission would be returned un-opened;
c. Softcopy of financial bid MUST be TYPED in MS Excel format, NOT HANDWRITTEN
d. All costs will be borne by the bidders;
e. The Federal University Dutsin-Ma is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
f. Contractors/Suppliers who have worked for the University and have history of poor performance, abandonment or prolonged contract execution/extension need not apply, as they will be disqualified.
g. Failure to comply with the above requirements shall automatically result in the disqualification of a bidder.
h. Certificates may be referred to the respective issuing authorities for verification and authentication.
i. Documents shall be verified and violators shall be referred to investigating authorities.
j. Technical and Financial bids enclosed in one and same single envelope that will expose the Technical and Financial bid at the same time of opening shall be disqualified.
k. Submissions that do not meet up with the requirements specified above shall be rejected.

The execution of these projects will depend on the release of funds by the Federal Ministry of Education. Federal University Dutsin-Ma will not be liable if there is any delay in raising funds and subsequent delays in payments.
