INVITATION FOR EXPRESSION OF INTEREST
1.0 INTRODUCTION
The Federal University Oye-Ekiti, Ekiti State, in compliance with the Public Procurement Act, 2007, hereby invites Expressions of Interest from qualified and interested firms with proven track records for appointment as an external auditor to provide forensic status auditing for the Federal University Oye-Ekiti.
2.0 SCOPE OF SERVICE
LOT 1: APPOINTMENT OF AN EXTERNAL AUDITOR TO PROVIDE FORENSIC STATUS AUDITING FOR THE FEDERAL UNIVERSITY OYE-EKITI.
3.0 ELIGIBILITY REQUIREMENTS
a. Evidence that the firm has extensive experience in auditing and possess strong communication skills.
b. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC), including Form CAC1, or CAC2 and CAC7, Business Name registration with Form BN1 is also acceptable for consultancy services;
c. Evidence of the firm’s professional practicing license with ICAN/ANAN
d. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2026;
e. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is applicable only to bidders with fifteen (15) or more employees);
f. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders with five (5) or more employees or an annual turnover of 50 million and above);
g. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
h. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP.
i. Sworn Affidavit at the Federal High Court in Nigeria with current passport disclosing whether or not any officer of the relevant committees of the Federal University Oye-Ekiti, Ekiti State or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid is true and correct in all particulars;
j. Company’s Audited Accounts for the last three (3) years: 2023, 2024 and 2025;
k. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project if required;
l. Company Profile including the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as ICAN/ANAN, etc.;
m. Evidence of the firm’s current registration with relevant regulatory professional body or bodies;
n. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature and complexity) executed in the last five (5) years, including Letters of Awards, Valuation Certificates, Job Completion Certificates, and Photographs of the projects;
o. For Joint Venture/Partnership, a Memorandum of Understanding, (MOU) indicating the Lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
Note: All documents for submission must be accompanied by a Covering/Forwarding letter on the Company/Firm’s letterhead paper bearing among other details, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the Firm.
4.0 SUBMISSION OF EOI DOCUMENTS
Interested firms are to submit two (2) bound copies of their Expression of Interest (EoI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope addressed to: The Vice-Chancellor, Federal University Oye-Ekiti, Are-Afao Road, Oye-Ekiti, Ekiti State and clearly marked with the name of the project and the Lot number. Furthermore, the reverse side of each sealed envelope should bear the name and address of the bidder. The envelope should be dropped in the designated Tender Box at the Procurement Office- Administrative Building, 1st Floor, Central Administrative Building Phase II, not later than 12:00 noon on Monday, 13th July, 2026.
5.0 OPENING OF EOI DOCUMENTS
The EoI documents will be opened immediately after the deadline for submission at 12:00 noon on Monday, 13th July, 2026, at the Vice-Chancellor’s Conference Room, Central Administrative Building Phase II, Oye Campus, in the presence of bidders or their representatives. Please ensure that you sign the EoI submission register at Procurement Office, 1st Floor, Central Administrative Building, Phase II, Federal University- Oye Ekiti as the University will not be held responsible for misplaced or wrongly submitted EOI documents. 6.0 GENERAL INFORMATION
a. EoI documents must be in English Language and signed by an official authorised by the bidder;
b. EoI documents submitted after the deadline for submission will be returned unopened;
c. All costs incurred in preparing and submitting the EoI shall be borne by the bidders;
d. The EOIs will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and private professional bodies;
e. Only shortlisted firms will be invited at a later date for collection of Request for Proposals;
f. The publication is for information purposes only and does not constitute an offer by the Federal University, Oye Ekiti to transact with any party for the project, nor does it constitute a commitment or obligation on the part of the University to award the contract to any contractor or agent;
The Federal University Oye-Ekiti, Ekiti State, is not bound to shortlist any Applicant and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
