INVITATION TO TENDER

INTRODUCTION
The Federal Government of Nigeria has allocated funds to the National Agricultural Seed Council (NASC) in the 2026 Capital Appropriation for the Procurement of Goods for the Execution of policies, programmes and projects towards achieving the mandates of the Seed Council. Accordingly, the Seed Council wishes to invite qualified, interested and eligible Vendors and Contractors to participate in the bidding process.

ELIGIBILITY REQUIREMENTS
Interested and competent Contractors wishing to carry out the above listed jobs are required to submit the following documents which will be subjected to verification by the Council:
– Certificate of Incorporation issued by Corporate Affairs Commission (CAC). Please attach the company’s Article of Memorandum and duly certified forms CAC 1.1 or CAC 2 & 7;
– Tax Clearance Certificate (TCC) for the Last Three Years (2023, 2024 & 2025) expiring on 31st December 2026.
– Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025
– Evidence of current Pension Compliance Certificate (PENCOM) valid till 31st December 2026;
– Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2026;
– Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2026;
– Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP;
– Affidavit:
– disclosing whether any officer of relevant committees of National Agricultural Seed Council or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the Bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Partner/Director have been convicted in any Country for criminal offences related to fraudulent or corrupt practices or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not under receivership, the subject of any form of winding up petition or proceedings, insolvency or Bankruptcy;
– Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
– Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
– for Supply of Equipment, Letter of Authorization as Representative of the original Equipment Manufacturers (OEMs)
– For Joint Venture Partnership, Memorandum of understanding (MOU) should be provided (CAC, TCC, PENCOM Certificate, ITF Certificate, NSITF Certificate, IRR and Sworn Affidavit) are Compulsory for each JV Partner and;
– All documents for submission must be transmitted with a Covering/Forwarding letter under the Company’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

COLLECTION OF TENDER DOCUMENTS
Tender documents are obtainable from Procurement office, NASC Headquarters Sheda-Gwagwalada on the presentation of original receipt of non-refundable tender fee of N10, 000.00 (Ten Thousand Naira) for each lot paid into National Agricultural Seeds Council TSA/REMITA A/C.

SUBMISSION OF TENDER DOCUMENTS
The completed tender documents must be duly registered at the Procurement Unit and submitted in three (3) copies, one (1) original and two (2) copies including a soft copy in a Flash Drive in two separate envelopes clearly marked “Technical” and “Financial”. Both Envelopes must be submitted in one large, sealed envelope, marked with Lot number at the top left-hand corner and addressed to the Secretary Tenders Board, National Agricultural Seed Council, Sheda, Gwagwalada KM29 Abuja-Lokoja Highway. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated Tender Box not later than 12:00 noon on Monday 20th July 2026

OPENING OF TECHNICAL BIDS
The Technical Bids shall be opened immediately after the deadline for submission at 12:00 noon on Monday 20th July, 2026 in the presence of the bidders/representatives, Civil Society organisations (CSOs) in areas of Anti-Corruption and Transparency, and other relevant statutory bodies at the Central Laboratory’s Conference room NASC Headquarter Sheda, Gwagwalada.

IMPORTANT NOTICE
– This advertisement shall not be construed as a commitment on the part of the National Agricultural Seeds Council, nor shall it entitle any bidder submitting documents to claim any indemnity from the Council,
– Certificates and any other documents submitted shall be referred to the respective issuing authority for verification and authentication. Due diligence shall be conducted to verify any claims made by the bidders,
– Technical and Financial Bids put in one envelope that will expose bidders’ amount shall be disqualified and bids should be properly packaged
– Bidders should not bid for more than two (2) Lots
– Only pre-qualified bidders at technical bids evaluation will be invited later at a date for financial bids opening, while the financial bids of unsuccessful bidders will be returned un-opened;
