1. BACKGROUND

The Federal Republic of Nigeria (FGN) has received Five Hundred Million United States Dollars (US$500 million) financing from the World Bank under the Distribution Sector Recovery Program (DISREP), through which the Bureau of Public Enterprises (BPE) will on-lend part of the proceeds to the Distribution Companies (DisCos) as a Shareholder loan to finance certain components of their Performance Improvement Plans (PIPs) prepared by the DisCos and approved by the Nigerian Electricity Regulatory Commission (NERC).

The financing will support contracts for;
a.) Rehabilitation of Medium and Low Voltage Distribution Lines;
b) Rehabilitation and Expansion of Available Transformer Capacity;
c) Implementation of a Management Information System (MIS).

Accordingly, Ikeja Electric Plc, a licensed Electricity Distribution Company regulated by the Nigerian Electricity Regulatory Commission (NERC), invites qualified and reputable contractors to submit bids for eligible procurements under the DISREP PforR intervention.

2. SCOPE OF WORK

Lot 1: Procurement and Installation of Power Transformer (1 x 15MVA, 33/11KV), ISS Substation Switchgear and Protection Works, ISS Underground Cable & Accessories Works, ISS Civil Works Construction (Control Room, Switchyard, Cable Duct, Security House, Borehole, Toilet, etc.) (Faseun ISS)

Lot 2: Construction of (3.5) Route Length & Rehabilitation of (52.4) Route Length of HT Lines Within the Cluster (Faseun).

Lot 3: Rehabilitation of (87.0) Route Length of LT Lines for Distribution Substations within the Cluster, Procurement and Installation of Relief Distribution Transformers (11/0.4KV) within the Cluster, Replacement of Bad Feeder Pillars Within the Cluster, Fencing of Distribution Substations within the Cluster. (Faseun)

Lot 3b: Installation of DT remote monitoring (DTRM) Devices (Faseun)

Lot 4: Procurement and Installation of Power Transformer (1 x 15MVA, 33/11KV), ISS Substation Switchgear and Protection Works, ISS Underground Cable & Accessories Works (Shasha ISS).

Lot 5: Construction of (4.4) Route Length & Rehabilitation of (38.5) Route Length of HT Lines Within the Cluster (Shasha).

Lot 6: Rehabilitation of (62.5) Route Length of LT Lines for Distribution Substations within the Cluster, Procurement and Installation of Relief Distribution Transformers (11/0.4KV) within the Cluster, Replacement of Bad Feeder Pillars within the Cluster, Fencing of Distribution Substations within the Cluster (Shasha)

Lot 6b: Installation of DT remote monitoring (DTRM) Devices (Shasha)

Lot 7: Procurement and Installation of Power Transformer (1 x 15MVA, 33/11KV), ISS Substation Switchgear and Protection Works, ISS Underground Cable & Accessories Works, ISS Civil Works Construction (Control Room, Switchyard, Cable Duct, Security House, Borehole, Toilet, etc.) (Orioke ISS)

Lot 8: Construction of (2.0) Route Length & Rehabilitation of (25.5) Route Length of HT Lines Within the Cluster (Orioke).

Lot 9: Rehabilitation of (62.5) Route Length of LT Lines for Distribution Substations within the Cluster, Procurement and Installation of Relief Distribution Transformers (11/0.4KV) within the Cluster, Replacement of Bad Feeder Pillars within the Cluster, Fencing of Distribution Substations within the Cluster.

Lot 9b: Installation of DT Remote Monitoring (DTRM) Devices (Orioke).

3. ELIGIBILITY AND QUALIFICATION REQUIREMENT

Interested firms must demonstrate capacity and experience by submitting the following:

1. Certificate of Incorporation with the Corporate Affairs Commission (CAC) (Forms CAC 1.1 or CAC 2 & 7).
2. Valid Income Tax Clearance Certificate for the last three (3) years, ending 31 December 2025.
3. Audited financial statements for the last three (3) years (2023, 2024, 2025).
4. Reference letter from a reputable commercial bank in Nigeria.
5. Company profile with details of key personnel and equipment.
6. Verifiable evidence of at least three (3) similar contracts executed in the past five (5) years, with supporting documents (Letters of Award, Valuation Certificates, Completion Certificates,
7. Statement of eligibility confirming no conflict of interest and compliance with extant regulations.
8. Health, Safety & Environmental (HSE) Policy.

NOTE: All documents must be submitted under a covering letter on official company letterhead showing the RC number, contact address, email, phone number, and names/nationalities of directors. The letter must be signed by an authorized officer of the company. Documents should be submitted individually under each requirement as listed (8 in total).

4. SUBMISSION INSTRUCTIONS

Interested firms must submit their bids electronically via email with the subject clearly marked: “BID Submission – [Insert Lot Number and Project Title, e.g., Lot 1 – Medium Voltage Distribution Line Rehabilitation]”
Deadline: Not later than 11:59 p.m. on 17th August 2026 (two weeks from publication).

5. ADDITIONAL INFORMATION

a. Late and incorrect submissions will not be considered.
b. Only successful firms will be contacted and invited to negotiate and execute contracts.
