INVITATION TO TENDER FOR GOODS AND SERVICES UNDER 2026 PROJECTS
INTRODUCTION:
The National Office for Technology Acquisition and Promotion (NOTAP) is a Parastatal under the Federal Ministry of Science and Technology) established by law and charged with the responsibility of Regulating and Monitoring of Technology Transfer into Nigeria, and Building Models for Commercialization of Viable Domestic R&D Results and promotion of Indigenous capabilities. The office is also mandated to create awareness on Intellectual Property Rights and build the Patent Culture.
In line with the Public Procurement Act, 2007, reputable and interested companies are hereby invited to apply for the execution of various jobs in its 2026 Projects as indicated in the Lots below:
3.0 TENDER REQUIREMENT:
ELIGIBILITY REQUIREMENTS FOR COMPANIES
Interested companies are required to tender with the following documents:
i. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7, or Business Name where applicable;

LOT 1: Supply of Provision of ICT Equipment and Furniture for Intellectual Property and Technology Transfer Offices (IPTTOs) – LOCATION: NOTAP, Abuja Head Office
LOT 2: Upgrade of Existing Solar Project – LOCATION: NOTAP, Abuja Head Office
SECTION B: SERVICES
LOT 1: Development of Database of all registered and available technologies in the Nigeria Economy – LOCATION: Abuja
LOT 2: i. Local Office Policy (LOP), ii. Database of Nigerian Professionals (DNP), iii. Technology Registration (TR), iv. Intellectual Property and Technology Transfer Offices (IPTTO) – LOCATION: Abuja
LOT 3: Digital Transformation and ICT Enhancement/ Development of Technology Transfer HUBS across zone – LOCATION: Niger State & NOTAP Head quarters
LOT 4: Technology Transfer and Innovation Workshop for SMES, Start-ups and Research Institutions of Technology Commercialization (TECH SUMMIT) – LOCATION: Lagos
LOT 5: Development of Technology Acquisition Strategies in Gaming and Aviation Sector – LOCATION: Six Geopolitical Zones
ii. Evidence of Company Income’s Tax Clearance Certificate (Personal Income Tax Clearance Certificate where applicable) for the last three (3) years valid till 31st December, 2026;
iii. Evidence of current Pension Compliance Certificate valid till 31st December, 2026;
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026;
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2026;
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP.
vii. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Office Technology Acquisition and Promotion or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
viii. Company’s Audited Accounts for the last three (3) years – 2023, 2024, 2025;
ix. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
x. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
xii. For IT Services: Evidence of Registration with the Computer Professional Registration Council of Nigeria (CPN) and National Information Technology Development Agency (where applicable);
xiii. For IT Equipment: Letter of Authorisation from Original Equipment Manufacturers (OEMs)
xiv. For Training: Evidence of Accreditation by Centre for Management Development;
xv. For Joint venture/partnership, Memorandum of Understanding (MOU) should be provided indicating the duties and responsibilities of individual firm constituting the joint venture.
xvi. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
4.0. OTHER REQUIREMENTS – EACH EOI NEEDS TO INCLUDE
a. A cover letter expressing interest in the service to be provided;
b. Organizational structure of the firm;
c. Information on the manpower with qualifications, technical and professional competence necessary for successful implementation of the assignment (including photocopies of academic and professional qualification, certificates and CVs);
d. Consultant overall profile.
e. Experiences of Firm.
All documents for submission must be transmitted with a Covering/Forwarding Letter under the company’s Letterhead bearing amongst others, the Registration Number as issued by the CAC, Contact Address, Telephone Number (preferably Mobile Number) and official e-mail address. The Letterhead must bear the names and nationalities of the Directors of the company at the bottom of the page duly signed by the authorized officer of the company.
5.0 COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS)
A complete set of bidding document in English Language is obtainable from the Procurement Department at the address stated below with an evidence of payment of a non- refundable tender fee of N10,000.00 (ten thousand naira) per Lot, paid to the National Office for Technology Acquisition and Promotion (NOTAP) on Remita Platform at any commercial bank or Online Direct Payment (visit “http://www.remita.net”). Please ensure that you obtain evidence (receipt) of generated Remita Retrieval Reference (RRR) of such payment, which must be presented on collection of bid document. Tender document can be obtained from the Procurement Department from 9.00a.m – 4.00 daily from Monday – Friday. Please late submission shall be returned un-opened.

6.0 SUBMISSION OF TENDER DOCUMENT (GOODS & WORKS)
Prospective bidders are to submit bid for each of the lots desired, two (2) hard copies each of the technical and financial bids with soft copy of financial bid in MS format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” of “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the DG/CEO as stated above and clearly marked with (the name of the project and the lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at the above address not later than 12.00 noon Monday 27th July, 2026. Late submission will be returned un-opened.
7.0 SUBMISSION OF EOI DOCUMENT (CONSULTANCY SERVICES)
Interested Firms are to submit two (2) bound copies of Expression of Interest (EOI) document separated by divided and arranged as indicated above. The document should be submitted in a sealed envelope and addressed to the Director General/ CEO, National Office for Technology Acquisition and Promotion (NOTAP), 4, Blantyre Street, Off Adetokunbo Ademola Crescent, Wuse II, Abuja; and clearly marked with ( the name of the project and the lot number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated Tender Box at the above address not later than 12.00 noon Monday 13th July, 2026. Late submission will be returned un-opened.
8.0 OPENING OF BIDS/EOI
The EOI and Technical bids will be opened immediately after the deadline for submission at 12.00 noon Monday, 27th July, 2026, at the address stated above, in the presence of bidders or their representatives, while the financial bid will be kept un-opened. Please, ensure that you sign the Bid Submission Register as NOTAP will not be held liable for misplaced or wrongly submitted bids.
GENERAL INFORMATION
– Bids must be in English Language and signed by an official authorised by the bidder;
– EOI s/Bids submitted after the deadline for submission would be returned un-opened;
– Bidders should not bid for more than two (2) Lots;
– All cost will be borne by the bidders;
– Only shortlisted companies will be invited for further consideration.
– All documents submitted will be subjected to verification from relevant agencies.
– EOI submitted after the deadline for submission shall be rejected and returned un-opened.
– Financial bids of un-successful bidders will be returned un-opened.
– Services: Only shot-listed firmed will be invited at a later date for collection of Request for Proposals;
This advertisement shall not be construed as a commitment on the part of NOTAP to appoint any consultant or award contract to any bidder, nor shall it entitle any consultant submitting document to claim indemnity from NOTAP.
NOTAP is not bound to pre-qualify/shortlist all bidders and reserve the right to annul the procurement process at any time without incurring any liability in accordance with Section 28 of the PPA 2007.
Any form of canvassing from any source whatsoever shall attract immediate disqualification.
