SPECIFIC PROCUREMENT NOTICE

1. The National Universities Commission has received funds from the Agence Française de Développement towards the cost of Blueprint’s Information and Communications Technology Development (Blueprint-ICT-Dev) Project. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for Learning Management System Software (Moodle).

2. The National Universities Commission now invites sealed bids from eligible bidders for the procurement of Learning Management System Software (Moodle) (“the Non-Consulting Services”).

3. Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the office of the Project Coordinator, National Universities Commission at 26, Aguiyi Ironsi Street, Maitama, Abuja, Tel: +234 802 122 5843, ictdev@nuc.edu.ng & jaatah@nuc.edu.ng. Bidding Documents may be inspected between the hours of 0900 and 1700.

4. A complete set of Bidding Documents may be purchased by interested bidders upon submission of a written application to the addresses indicated above and upon payment of a non-refundable fee of One hundred thousand Naira (N100,000.00) via Remita by generating a Remita Retrieval Reference (RRR) in favour of the National Universities Commission Secretariat, Access will be provided to enable bidders to download the Bidding document upon confirmation of payment.

5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Agence Française de Développement’s Bidding Documents for Procurement of Non-Consulting Services.

6. Bids must be delivered to the above office on or before 12:00 pm on 13th November 2026 and must be accompanied by a Bid Securing Declaration.

7.
