1.0 INTRODUCTION
The Niger Delta University in pursuance to the provision by the FUND for Project Maintenance Intervention, invites competent and reputable contractors to make submissions for Year 2026 TETFUND PROJECT MAINTENANCE INTERVENTION 2026R/SX297: APPROVAL-IN-PRINCIPLE

3.0 ELIGIBILITY REQUIREMENTS
Interested and competent contractors who wish to carry out any of the projects listed above should submit the following documents for pre-qualification. Failure to fulfill any of the underlisted requirements will render bid disqualified and bidders are not allowed to bid for more than two lots.:
a. Evidence of Certificate of incorporation issued by Corporate Affairs Commission;
b. Valid Company’s Income Tax Clearance Certificate;
c. Evidence of compliance with Pension Fund – PENCOM;
d. Evidence of compliance with Industrial Training Fund (ITF) contribution;
e. Evidence of compliance with the Nigeria Social Insurance Trust Fund (NSITF);
f. Evidence of registration on the National Database of Contractors, Consultants and Service Providers by the BPP or a copy of Interim Registration Report (IRR) as evidence of compliance with the requirements;
g. Annual audited accounts for the last three (3) years, duly acknowledged by the Nigerian Revenue Service (NRS);
h. Reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility in the amount stated in the bidding documents for the execution of the project when awarded;
i. Valid Sworn Affidavit:
– Disclosing whether or not any officer of the relevant committees of the Niger Delta University, Wilberforce Island, or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– That no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– That the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
– That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performing, bad or whose repayment portion has been outstanding for the last four (4) months;
Note: Affidavit submitted must be deposed to as described and properly addressed Niger Delta University, Wilberforce Island, Bayelsa State. Affidavit that predates this advertisement will be rejected.
j. Company’s profile with curriculum vitae of key staff indicated in the bidding document to be deployed to the project, including copies of their Academic qualifications /Professional membership such as COREN, QSRBN, ARCON, CORBON;
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
l. List of Plant/Equipment indicated in the bidding documents with proof of Ownership/Lease Agreement;
m. All documents for submission must be transmitted with covering/forwarding letter under the Company’s/Firm’s letterhead, bearing amongst others the Registration Number (RC), Contact Address, Telephone Number (preferably GSM No.), and e-mail. Such letterhead must bear the names and nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer(s).

4.0 COLLECTION OF BID DOCUMENTS
Competent interested bidders are requested to collect bid documents from the office of the Acting Director, Procurement, Niger Delta University, (New Site) ICT Complex, between the hours of 9:00 a.m. and 3:00 p.m, from the date of this publication, upon presentation of evidence of payment of non-refundable tender fee (bank draft) of N20,000.00 (Twenty Thousand Naira) only at the Bursary department of the University, bank draft being made payable to the Bursar Niger Delta University, Wilberforce Island, Bayelsa State.

5.0 SUBMISSION OF BID DOCUMENTS
Prospective bidders are to submit for each Lot desired, two (2) hard copies each of technical bid and financial bid with softcopy of financial bid in MS Excell format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to:

The envelope should must be clearly marked with the name of the project. Further, the reverse side of each sealed envelope should bear the Name, Telephone Number and Mailing Address of the Bidder and hand-deliver in the designated Tender Box in the Registrar’s Office not later than 10:00 a.m, Monday 27th July, 2026.

6.0 OPENING OF BID
The bid documents are scheduled to be opened publicly at 12:00 noon on Monday, 27th July, 2026 at the Vice-Chancellor’s Conference Room. Companies or their representatives, Civil Society Organisations (CSOs), Professional Bodies and members of the general public are invited to witness the bids opening exercise.

7.0 ADDITIONAL INFORMATION
i) The University may verify any or all the claims made by Bidders and shall disqualify any company, whose claims are found to be false in addition to other sanctions that may be deemed necessary.
ii) Bidders who have worked for the University and have a history of poor performance, abandonment, termination and/or prolonged contract execution period need not apply.
iii) All submissions pages must be duly initialled by the company.
iv) Non-compliance to the instructions will lead to disqualification.
v) Submissions must be made in English language.
vi) This invitation shall not be construed to be commitment on the part of the University nor shall it entitle any Company to make any claims whatsoever and seek indemnity from the University, by virtue of having responded to this advertisement.
vii) Late submission will be returned un-opened.
viii) Attendees at the bid opening shall be required to wash hands, use hand sanitizers, wear masks and observe physical distancing protocols.
ix) Only financial bids of bidders that are successful in the technical pre-qualification shall be opened; while financial bids of bidders that are un-successful in the technical pre-qualification shall be returned un-opened.
x) The Niger Delta University is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
