SECTION I — DESCRIPTION / STATEMENT OF WORK
1.1 Requirement
The U.S. EMBASSY, ABUJA is seeking proposals for a Preventive Maintenance Service Contract for four (4) units of 1000 KVA C32 series Caterpillar generators as detailed in the attached solicitation. The contract will be a firm fixed price contract payable entirely in NGN or USD as applicable by relevant laws and regulations. The contract will be for a one-year period from the date of the contract award, with three (3) one-year options. Prospective offerors review the attached solicitation and submit a complete proposal that addresses all the requirements and submission instructions.
1.2 Pre-quotation Site Inspection
A pre-quotation site inspection will be held to review the solicitation with prospective offerors to provide clarification and respond to questions as follows:

1.0. Benjamin uwajumogu State College of Education, Ihitte Uboma, Imo State is a beneficiary of the year 2024 & 2026 TETFUND Project Maintenance intervention of Tertiary Education Trust Fund (TETFund).

b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2025; with minimum average annual turnover of N50 million;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 10 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;

INVITATION TO TENDER FOR THE IMPLEMENTATION OF YEAR 2026 TETFUND ZONAL INTERVENTION
1.0 INTRODUCTION
The Tertiary Education Trust Fund (TETFund) allocated funds to Federal University Dutsin-Ma for Year 2026 TETFund Zonal Intervention. Pursuant to Sections 23 (2) and 25(2)(ii) of the Public Procurement Act 2007 on the invitation of bids for the procurement of goods, works or services, the Federal University Dutsin-Ma in compliance with the requirement of the Public Procurement Act 2007 and other extant Government Regulations wishes to undertake the implementation of the interventions and hereby invites interested, competent, eligible and reputable Contractors with relevant experience and good track record of prompt completion of similar projects to participate in the bidding for the execution of the projects listed in section 2.0 below:

3.0 ELIGIBILITY REQUIREMENTS
3.1 Mandatory Requirements
Prospective bidders must possess the under-listed requirements to be eligible to participate in the procurements:-
a. Certificate of Incorporation with Corporate Affairs Commission (CAC); including Forms CAC2 and CAC7
b. Evidence of Company’s Tax Clearance Certificates for the last three (3) years (2023, 2024 & 2025)
c. Evidence of Current Pension Clearance Certificate in compliance with the Amended PenCom Reform Act 2014 (Expiring on December 31, 2026).
d. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31stDecember, 2026 or valid Certificate issued by BPP
e. Evidence of current Industrial Training Fund (ITF) Compliance Certificate (expiring on December 31, 2026).
f. Evidence of current National Social Insurance Trust Fund (NSITF) Compliance Certificate (expiring on December 31, 2026).
g. Evidence of Registration with Original Equipment Manufacturers as approved by the BPP.
h. Verifiable evidence of financial capability/Reference letter from a reputable Bank and State of accounts;
i. Current sworn affidavit disclosing: –
I. That the company is not in receivership, insolvent or bankrupt.
ii. That the company does not have any Director who has ever been convicted in any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety
iii. Whether or not any officer of Federal University Dutsin-Ma, Tertiary Education Trust Fund (TETFund) or Bureau of Public Procurement (BPP) is a former or present Director, Shareholder or has any pecuniary interest in the bidder.
iv. That all documents submitted for the bidding are true and correct in all particulars.
j. Any other requirement as may be stipulated by the TETFund.
3.2 Other Requirements
a. Verifiable documentary evidence of at least three (3) completed similar jobs in the last five (5) years (2021 – 2025) including Letter of Awards, Valuation Certificates and Job Completion Certificates serially arranged according to the years of execution.
b. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (All the eligibility requirements are compulsory for each JV partner).
c. List of Plants/Equipment with proof of Ownership/Lease Agreement;
