1. The Federal Republic of Nigeria has received financing from the World Bank toward the cost of the Immunization Plus and Malaria Progress by Accelerating Coverage and Transforming Services (IMPACT) Project and intends to apply part of the proceeds toward payments under the contracts for Procurement of 3,336,726 Malaria Rapid Diagnostic Tests (mRDTs) to Improve Access to and Affordability of Malaria Case Management in Borno State (Lot 1) and Ekiti State (Lot 2). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

2. The NMEP-IMPACT Project now invites sealed Bids from eligible Bidders for supply of the items listed in the table below:

3. Bidders may bid for one or several contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid. Qualification’s requirements include:
(a) Copy of institutional registration with Corporate Affairs Commission, NSITF, ITF, BPP, PENCOM, FIRS.
(b) Documentary Evidence of two contracts of similar nature and magnitude during the last three (3) years.
(c) Audited Financial Statements for the last three (3) years to demonstrate the financial capability of the Bidder in terms of Profitability and adequate working capital.
(d) Additional details are provided in the Bidding Documents.

4. Inclusion Criteria for Selection of Malaria Rapid Diagnostic Tests (mRDTs):
(i) Local Manufacturing Requirement: The mRDT product must be manufactured locally in Nigeria by a duly registered manufacturer with operational manufacturing facilities within the country.
(ii) Product Performance and Intended Use: The mRDT must be a Lateral Flow Assay (LFA) designed for the qualitative detection of Histidine-Rich Protein 2 (HRP2) of Plasmodium falciparum in human whole blood samples. The product shall be intended for professional use in malaria diagnosis and suitable for deployment in public health programs and community-based testing settings.

i. Verifiable documentary evidence of similar jobs executed in the last five (5) years, including letters of award, valuation certificates, and photographs of the projects;
j. Evidence of Financial Capability to execute the projects, including reference letters from a reputable commercial bank, indicating willingness to provide a credit facility for the execution of the projects when needed.

1.0 INTRODUCTION
The Federal University Oye-Ekiti, Ekiti State, in compliance with the Public Procurement Act, 2007, hereby solicits for technical/financial bids from qualified and interested suppliers/contractors for the under listed projects under Year 2026 TETFund Intervention for Library Development Projects.

2.0 SCOPE OF PROJECT
2.1 UNDER YEAR 2026 TETFUND INTERVENTION FOR LIBRARY DEVELOPMENT PROJECTS.
Lot 1: Procurement of Assorted Textbooks, Journals and Reference Materials.
Lot 2: Procurement of Library and ICT Equipment

3.0 ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2026; with minimum average annual turnover of N300 million;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staffs are 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staffs are 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP.
g. Sworn Affidavit at Federal High Court in Nigeria with current passport;
– disclosing whether or not any officer of the relevant committees of the Federal University Oye-Ekiti, Ekiti State or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
– That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) month
