INVITATION TO TENDER FOR YEAR 2026 TETFUND INTERVENTION FOR LIBRARY DEVELOPMENT

1.0 INTRODUCTION:
The Rivers State University, Port Harcourt, in compliance with the requirements of the Public Procurement Act 2007 and other extant government regulations, intends to undertake the Procurement of Goods and Works for the YEAR 2026 TETFUND INTERVENTION FOR LIBRARY DEVELOPMENT, respectively, following the Approval-in-Principle. Competent and experienced contractors with good track record of prompt delivery of similar projects are hereby invited to submit bids for these projects:

2.0 SCOPE OF WORKS
YEAR 2026 TETFUND LIBRARY DEVELOPMENT INTERVENTION
Lot 1: Procurement of Assorted Textbooks and Journals
Lot 2: Procurement, Install and Testing of Furniture and Equipment

The Scope of project above shall be detailed in the bidding documents to be issued.

3.0 ELIGIBILITY REQUIREMENTS:
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including forms CAC 2 and CAC 7.
b. Evidence of Tax Clearance Certificate for the last 3 years (2023, 2024 and 2025) valid till 31st December, 2026.
c. Evidence of current Pension Compliance Certificate valid till 31st December, 2026.
d. Evidence of current Industrial Training Fund (ITF) valid till 31st December, 2026.
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) valid till 31st December, 2026.
f. Evidence of registration on the National Database of Federal Contractors, Consultants and Services providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP (Bureau of Public Procurement).
g. Evidence of registration with NITDA (for ICT).
h. Company’s Audited Accounts for the last three (3) years. (2023, 2024, 2025)
i. Sworn Affidavit disclosing whether or not any officer of the relevant committees of Rivers State University, Rivers State, or the Bureau of Public Procurement, is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
j. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
k. Company’s profile with the Curriculum Vitae of key staff.
l. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
m. For joint venture/partnership, Memorandum of Understanding (MOU) should be provided indicating the duties and responsibilities of individual firm constituting the joint venture.
n. All documents for submission must be transmitted with a covering/forwarding letter under the company/Firms Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM NO.), and e-mail address. The letterhead paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4.0 SUBMISSION OF PRE-QUALIFICATION AND FINANCIAL BID DOCUMENTS
Bidders are to obtain tender documents from the Office of the Vice-Chancellor, Rivers State University at a non-refundable tender fee of Ten thousand naira (10,000) only paid into Rivers State University account. A copy of payment receipt must also be attached to financial documents

5.0 SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to The Vice-Chancellor, Rivers State University, Port Harcourt, Rivers State, and clearly marked with (with the name of the project and lot number boldly written on top of the envelope. Furthermore, the reverse of each sealed envelope should have the Company name and address of the bidder and drop in the designated Tender Box not later than 12:00 noon on Monday June 29th, 2026.

6.0 OPENING OF PRE-QUALIFICATION DOCUMENTS
The pre-qualification documents will be opened immediately after the deadline for submission at 12 noon on Monday June 29th, 2026 at the Vice-Chancellor’s Conference Hall Dr Nyesom Wike Senate Building, Rivers State University in the presence of bidders or their representatives. Please, ensure that you sign the Bid Submission Register on submission of bids, as the Rivers State University will not be held liable for misplaced or wrongly submitted bids.

7.0 GENERAL INFORMATION
a. Bids must be in English Language and signed by the official authorized by the bidder.
b. Bids submitted after the deadline of submission would be returned un-opened.
c. All cost will be borne by the bidders.
d. Only Pre-qualified bidders at technical evaluation will be contacted for the financial bid opening.
e. The Rivers State University is not bound to shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
