INVITATION TO PREQUALIFICATION/TENDER UNDER UNIVERSITY 2026 CAPITAL PROJECTS

1.0 INTRODUCTION
1.1 The University is poised to embark on projects under year 2026, University Capital projects. Therefore, the University invites interested and reputable Contractors with relevant experience and track record for Submission of TECHNICAL AND FINANCIAL BIDS in respect of the above Intervention for the project below:

1.2 SCOPE OF THE PROJECT
Lot I: Construction of Danmodi Business School Auditorium
Lot II: Furnishing of Danmodi Business School Auditorium
Lot III: Consultancy Services (Stage I -III) for the Construction and Furnishing of Danmodi Business School Auditorium
Lot IV: Construction of Faculty of Law
Lot V: Consultancy Services (Stage I – III) for the Construction of Faculty of Law
Lot VI: Construction of 3No. Built-in Students’ Hostel Block
Lot VII: Consultancy Services (Stage I – III) for the Construction of 3No. Built-in Students’ Hostel Block
Lot VIII: Construction of ICT Centre
Lot IX: Consultancy Services (Stage I – III) for the Construction of ICT Centre
Lot X: Construction of Faculty of Social and Management Sciences
Lot XI: Consultancy Services (Stage I – III) for the Construction of Faculty of Social and Management Sciences
Lot XII: Procurement of 1No. Brand New Toyota Coaster 2024/2025 model

2.0 ELIGIBILITY REQUIREMENTS
2.1 Compulsory Requirements:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2023, 2024 & 2025) valid till 31st December, 2026;
c. Evidence of registration in the appropriate category with the Jigawa State Due Process and Project Monitoring Bureau;
d. Evidence of Business Premises registration in Jigawa State (Commerce);
e. Evidence of Pension Clearance Certificate valid till 31st December, 2026;
f. Evidence of ITF Compliance Certificate valid till 31st December, 2026;
g. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
h. Evidence of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP.
i. Company Memorandum & Article of Association;
j. Company’s Average Annual Turnover for each lot as indicated below;

k. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Sule Lamido University, Kafin Hausa or the Jigawa State Due Process & Project Monitoring Bureau is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
l. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025;
m. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed and that the Company is not Bankrupt;
n. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, SURCON, etc.;
o. For Joint Venture/Partnership, Memorandum of Understanding (MoU) indicating Lead Partner should be provided & Sworn Affidavit are compulsory for each JV partner.
p. Bid Security of not less than 2% of quoted figure

Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

3.0 COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Tender Document from the Office of the Director Procurement, Room F25, First Floor, Senate Building, commencing from Wednesday, 14th October, 2026, upon payment of a non-refundable Tender Processing Fee as applicable in the schedule below for each Lot into the Jigawa State Government Revenue Account (MDA: Sule Lamido University Kafin Hausa) via https://jirs.org.ng and after presentation of evidence of payment (receipt) issued by the Bursary Department of the University.

4.0 SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit their bid in three (3) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the Vice-Chancellor, Sule Lamido University Kafin Hausa, P.M.B 048, Kafin Hausa Jigawa State, and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at Vice-Chancellor’s Office No. SF01, Senate Building of the University.

5.0 The completed Tender Documents should reach the Office of the Vice- Chancellor, Sule Lamido University Kafin Hausa by 12:00 Noon of Wednesday, 25th November, 2026.

6.0 OPENING OF TECHNICAL BIDS
Only the Technical bids will be opened immediately after the deadline for submission at 1:00 pm of the Wednesday, 25th November, 2026 in the presence of bidders or their representatives who choose to attend and invited CSOs at the Council Chamber, Senate Building of the University.

7.0 GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorised by the bidder;
b. Bids submitted after the deadline for submission would be returned un-opened;
c. All costs will be borne by the bidders
d. Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bid opening, while the financial bids of un-successful bidders will be returned un-opened;
e. The Sule Lamido University Kafin Hausa is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
