Dear Proposers, The WORLD HEALTH ORGANIZATION, hereinafter referred to as WHO, hereby invites prospective Proposers to submit a proposal in accordance with the General Conditions of Contract and the Terms of Reference as set out in this Request for Proposal (RFP).

1.0 INTRODUCTION 1.1 The Nigerian Law Reform Commission was established in 1979 by the Nigerian Law Reform Commission Act Cap N118 LFN 2004 amended by the Nigerian Law Reform Commission Act 2022. The function of the Commission as set out in sections 5 and 7 of the Act is generally to research, take and keep under review all federal laws with a view to their systematic and progressive development and reform in consonance with the prevailing norms of the Nigerian society. 1.2 The Federal Government of Nigeria has provided funds in the 2026 Appropriation Act for the Nigerian Law Reform Commission. The Commission in pursuit of its mandate hereby requests interested and experienced Suppliers, Contractors/consultants to submit Expression of Interest (EOI)/Tenders for the following projects:

3.0 ELIGIBILITY REQUIREMENT
(a) Evidence of certificate of incorporation issued by the Corporate Affairs Commission(CAC), including Form CAC 1.1 or CAC2 and CAC7 (b) Evidence of company income tax clearance certificate (or personal income tax clearance certificate of all partners in case of business name) valid till 31st December, 2026 (c) Evidence of current pension clearance certificate – valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above) (d) Evidence of current Industrial Training Fund (ITF) compliance certificate – valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or whose annual turnover is 50m and above). (e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance certificate – valid till 31st December, 2026 (f) Evidence of registration on the national data base of federal contractors, consultants and service providers by submission of interim registration report (IRR) – valid certificate issued by BPP (valid till 31st December, 2026) (g) Sworn affidavit disclosing whether or not any officer of relevant committee of Nigerian Law Reform Commission or Bureau is a former or present director, shareholder, or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars. (h) Company’s audited account for the last three years 2023, 2024, and 2025 (i) Company profile with curriculum vitae of key staff to be deployed for the project including copies of their academic/ professional qualifications. (j) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five years including letters of award, valuation certificates and job completion certificates (k) Reference letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed (l) Evidence of firm’s current registration with relevant regulatory professional body (ies) i.e (NIIDA) (m) For joint ventures or partnership, memorandum of understanding should be provided ( CAC, tax clearance certificate, IRR, ITF certificate, Pension clearance certificate, NSIF clearance certificate and sworn affidavit are compulsory for each joint venture partner)
Note: All documents for submission must be transmitted with a covering/forwarding letter under the company’s or firm’s letter head paper bearing amongst others, the registration number (CAC), contact address, GSM number, e-mail address, the letter head paper must bear the name and nationalities of the directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
4.0 COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS) Interested Companies are to collect the Standard Bidding Documents (SBD) from the Procurement Office on evidence of payment of a non-refundable tender fee of N10,000.00 per Lot, paid into the Nigerian Law Reform Commission’s Remita account in any reputable Commercial Bank in Nigeria.
5.0 SUBMISSION OF TENDER DOCUMENTS (GOODS & WORKS) Prospective bidders are to submit bids in soft and hard copies. Two (2) hard copies each of the technical and financial bids with soft copy of financial bid in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to Hon. Chairman, Nigerian Law Reform Commission 4th & 5th floor, Room 415, Central Business District, C&C Building, Federal Secretariat, Phase 3 Abuja and clearly marked with the Lot bidded for. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated Tender Box not later than 12:00 noon Friday, 28th August, 2026.

The Federal Government has received financing from the World Bank toward the cost of the Adolescent Girls Initiative for Learning and Empowerment (AGILE) project and intended to apply part of the proceeds for consultancy services to software development firm to develop a management information system (MIS) and payment system for the implementation of Conditional Cash Transfer (CCT)
The objective of the CCT sub-component is to address demand side financial barriers to girls’ entry to and completion of secondary school. To reduce direct and indirect costs related to girls’ enrolment, attendance and completion, the proposed subcomponent will provide support to alleviate the financial burden households’ face in sending their girls to school through a GSP (Girls Scholarship Programme). The subcomponent will financially incentivize girls’ transition to JSS and SSS and their attendance and completion of secondary school.
Scope of assignment The scope of this assignment shall include, but is not limited to the following tasks: * updating and maintenance of MIS modules including the beneficiary management System, case management system, payment System and the system architecture. * Study project documentation and including functional specifications produced by the state MIS team. * Consult with the state EMIS officers for support on data collection, state level data and reporting. * Deploy the MIS based on agreed system specifications. * Deliver a live demonstration of system features/capabilities during regular meetings with the Project Stakeholders, MIS Team and application users (demonstration schedule to be mutually agreed) to show evidence on the status of development and to facilitate review of the system for improvement. * Conduct training and workshop for SPIU technical team. * Ensure the MIS meets all requisite project governance and audit standards. * Ensure that project reporting meets all World Bank and Government of Nigeria standards. * Ensure Audit Trail and User Management meets the World Bank and Government of Nigeria standards. * Ensure that external system integration (FPIU MIS and PSP MIS) is functional and secure. * Ensure that the source code for the platform and all relevant documentation is handed over to the SPIU team. * To provide capacity building for field officers to work with SPIU for gathering of data on potential CCT beneficiaries. * To support the SPIU in identification of beneficiaries using the selection criteria. * To support the State Project Implementation Unit (SPIU) in developing a Comprehensive database of CCT beneficiaries from the targeted LGAs for effective disbursement. * To support the SPIU in enrolment, registration and Validation of potential beneficiaries for CCT from all targeted LGAs (all Cohorts) * To develop an automated system for tracking attendance, retention and completion rate of CCT beneficiaries. * To monitor attendance rate of CCT beneficiaries. * To track the performance, transition and completion rate of CCT beneficiaries after disbursement. * To develop a comprehensive report and analysis of enrolment, transition and retention rate of CCT beneficiaries. * To develop an automated system for tracking disbursement to the CCT beneficiaries. * To develop monthly compliance reports * To monitor CCT disbursement Process. * To develop a comprehensive report on the CCT disbursement process. * To engage stakeholders at state and LGA level to increase community commitment to girl education. * To identify challenges and recommend strategies for sustainability of the program.
In depth details of the MIS are provided in the functional requirements document annexed to this ToR. Other features of the MIS not already included in the functional requirements document will be shared during the requirements gathering phase of the MIS development.

JOSEPH SARWUAN TARKA UNIVERSITY, MAKURDI INVITATION TO TENDER FOR THE 2025/2026 TETFUND INTERVENTION FOR ICT SUPPORT
A. INTRODUCTION Joseph Sarwuan Tarka University, Makurdi, in its effort to provide adequate ICT facilities for efficient and effective learning a key criterion for achieving quality education and in compliance with the Public Procurement Act 2007 and other extant government regulations, intends to procure hardware and software tools for ICT, as well as provide adequate sensitization and capacity development for the implementation of the approved 2025/2026 TETFUND Intervention for ICT Support Projects.
Competent and reliable contractors/bidders with relevant experience and a good track record of performance are hereby invited to tender for the projects listed below.
B. SCOPE OF PROJECTS The projects consist of the following lots:

C. ELIGIBILITY REQUIREMENTS Tenders shall be accompanied by the following:
Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC), including Forms CAC2 and CAC7.
Evidence of the Company’s current Tax Clearance Certificate (TCC) for the last three (3) years (2023, 2024, and 2025), valid until 31st December 2026.
Evidence of a current Pension Compliance Certificate valid until 31st December 2026.
Evidence of a current Industrial Training Fund (ITF) Compliance Certificate valid until 31st December 2026.
Evidence of compliance with the Nigeria Social Insurance Trust Fund (NSITF) with a valid Clearance Certificate valid until 31st December 2026.
Evidence of registration on the Database of Federal Contractors, Consultants and Service Providers by submission of an Interim Registration Report (IRR) expiring on 31st December 2025, or a valid Certificate issued by the BPP.
Current Sworn Affidavit: o Disclosing whether or not any officer of the relevant committees of Joseph Sarwuan Tarka University, Makurdi, or the Bureau of Public Procurement is a former or present Director, shareholder, or has a pecuniary interest in the bidder, and confirming that all information presented in the bid is true and correct in all particulars. o Declaring that the Company is not in receivership, subject to any form of insolvency or bankruptcy proceedings, or the subject of any winding-up petition or proceedings. o Declaring that the Company does not have any Director who has been convicted by any court in Nigeria or any other country for criminal offenses relating to fraud, financial impropriety, criminal misrepresentation, or falsification of facts concerning any matter. o Declaring that all information presented in the documents is true and correct in all particulars.
Company’s audited accounts for the last three (3) years (2023, 2024 & 2025), duly endorsed by FIRS (now Nigeria Revenue Service – NRS). Reference letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed.
Interested companies should provide evidence of accreditation by Nigerian Information Technology Development authority (NITDA) and the computer Professionals Registrations Council of Nigeria.
Letter of Authorization as representative of the Original Equipment Manufacturers (OEMS) will be necessary.
Verifiable documentary evidence of at least three (3) similar jobs executed in the last three (3) years, including letters of award, valuation certificates, job completion certificates, and photographs of the projects.
All documents for submission must be transmitted with a covering/forwarding letter on the Company’s letterhead paper, bearing among other things the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone number (preferably GSM No.), and email address. D.
