SPECIFIC PROCUREMENT NOTICE (SPN)
YOBE STATE GOVERNMENT OF NIGERIA
YOBE STATE ENVIRONMENTAL AND CLIMATE CHANGE ACTION PROJECT

1. The Federal Government of Nigeria has received Financing from the African Development Bank (ADB) in various currencies towards the cost of implementing the Yobe State Environmental and Climate Action Project for Ministry of Environment in the 17 LGAs. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract FOR SUPPLY AND INSTALLATION OF FINANCIAL MANAGEMENT ACCOUNTING SOFTWARE with Contract Ref No.: YB/ECCAP/G/001/LCB/2025.

2. The Yobe State Environmental and Climate Action Project now invites sealed Bids from eligible Bidders for the supply, installation, customization, training, and commissioning of comprehensive Financial Management Accounting Software to support effective financial planning, budgeting, accounting, reporting, asset management, procurement tracking, and project financial monitoring.

Bidding will be conducted through the Open Competitive Bidding (National), OCB-National procedures as specified in the Bank’s Procurement Framework (October 2015) and is open to all eligible Bidders as defined in the Procurement Framework.

3. Interested eligible Bidders may obtain further information from Yobe State Environmental and Climate Change Action Project and inspect the Bidding document during office hours 8:00 am to 4:pm at the address given below.

4. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of NGN30,000. All payments must be made into the following account:
