INVITATION TO TENDER FOR THE IMPLEMENTATION OF THE CENTRE’S 2026 TETFUND INTERVENTION

1. INTRODUCTION
The National Mathematical Centre, Abuja in keeping with its mandates and in compliance with the provisions of the Public Procurement Act 2007, intends to apply part of her 2026 TETFund intervention allocation to execute the understated Projects and hereby invites interested, competent and reputable Contractors with relevant experience and good record of accomplishment to tender (Technical and Financial).

2. SCOPE OF WORKS
TENDER
LOT NO: DESCRIPTION OF TETFUND PROJECTS
D3: Rehabilitation/Upgrade of NMC Main Auditorium Hall, Multi-Purpose Building and Mathematical Sciences Laboratory (TETFund)
D4: Rehabilitation/Upgrade of Recreational Centre Phase 1 (TETFund)

3. ELIGIBILITY REQUIREMENTS
All interested Contractors are expected to submit the following documents;
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC11 or CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2023, 2024 & 2025) valid till 31st December, 2026 (with an annual average turnover of N800M for Lot D3 only)
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to Bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to Bidders whose number of staff is 5 and above or the Bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 30/06/2026 or valid Certificate issued by BPP;
g. Sworn Affidavit;
– disclosing whether or not any Officer of the relevant committees of the National Mathematical Centre, Abuja or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the Bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
h. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025;
i. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (e.g. SURCON, COREN, QSRBN, ARCON, CORBON, ICAN, ANAN etc);
k. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
l. List of Plants/Equipment with proof of Ownership/ Valid Lease Agreement;
m. For Joint Venture/Partnership, Memorandum of Understanding (MoU) indicating Lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
n. Attach an undertaken on the Company’s Letter Headed Paper indicating willingness to work in areas with security challenges;
o. These Procurements will be based on the Revised Standard Bidding Documents (RSBD) introduced by the Bureau of Public Procurement (BPP)

Note: All documents for submission (Technical and Financial) must be in hard and soft copies PDF Format (Scanned in a Flash) and transmitted with a Covering/Forwarding letter under the Company/ Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letter Headed Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the Firm.
Failure to meet any of the requirements listed above will result in disqualification of the Bidder.

4. COLLECTION OF TENDER DOCUMENTS (CATEGORY B)
Interested Companies are to collect the Standard Bidding Document (SBD) from Room 213 Admin Block, National Mathematical Centre, Sheda-Kwali, Abuja on evidence of payment of a non-refundable tender fee of N10,000.00 per Lot, paid into the National Mathematical Centre Remita Account, MDA GIFMIS Code: 0517021025 in any reputable Commercial Bank in Nigeria from Monday 1st June 2026 from 10.00 hours to 15.00 hours Mondays to Fridays.

5. SUBMISSION OF BIDS
Prospective Bidders are to submit bid for each of the lot desired (soft and hard copy). The hard copy should be submitted in two (2) bound copies (one original and one photocopy) each packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together with their Flash Drive (containing the soft copies) in a bigger sealed envelope addressed to THE DIRECTOR/ CHIEF EXECUTIVE, National Mathematical Centre, Kaduna-Lokoja Expressway, Sheda-Kwali, Abuja and clearly marked with the name of the project and the Lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box in the Reception of the Administrative Block, National Mathematical Center, Kaduna-Lokoja Expressway, Sheda-Kwali, Abuja not later than 12:00 noon on Monday 22nd June 2026. Please, ensure that you sign the Bid Submission Register in the presence of the Expressway, Sheda-Kwali, Abuja and drop in the designated Tender Box in the Reception of the Administrative Block, National Mathematical Center, Kaduna-Lokoja Expressway, Sheda-Kwali, Deputy Controller of Procurement (DCP) in Room 213, 2nd floor of the Administrative Block, National Mathematical Centre, Kaduna-Lokoja Expressway, Sheda-Kwali, Abuja and collect your bid submission receipt, as the National Mathematical Centre, Abuja will not be held liable for misplaced or wrongly submitted bids. 6. OPENING
Technical bids will be opened immediately after the deadline for submission 12:00 noon on Monday 22nd June, 2026 respectively, at the Conference Room, 2nd Floor, Administrative Block, National Mathematical Centre, Kaduna-Lokoja Expressway, Sheda-Kwali, Abuja in the presence of Bidders or their representatives.

7. GENERAL INFORMATION
a. Tender documents must be in English Language and signed by an official authorised by the Bidder;
b. Tender documents submitted after the deadline for submission would be returned un-opened;
c. All cost will be borne by the Bidder;
d. Arrangement of Technical Documents in both hard and soft copies should follow strictly the order in the list above and appropriately paged. The Technical documents should have a table of content indicating the pages, where documents can be found. The use and numbering of dividers is not an enough Paging as required. Failure to comply with this directive will result in disqualification of the Bidder;
e. Technical bids documents will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies; and will be covered live by video recording; invitation link will be sent to Bidder who chooses to join the bid opening online;
f. The Bureau of Public Procurement will also join live to observe and monitor the bid opening ceremony.
g. Only successful Bidders at Technical Evaluation will be invited at a later date for financial bid opening, while the financial bids of un-successful Bidders will be returned un-opened (on request).
h. The National Mathematical Centre, Abuja is not bound to shortlist any Applicant and reserves the right to annul the procurement process at any time/stage without incurring any liability in accordance with Section 28 of the Public Procurement Act, 2007.
