PROVISION OF INTEGRATED PROFESSIONAL AND ADMINISTRATIVE SERVICES
1.0 INTRODUCTION
NLNG is a leading energy company committed to driving innovation and meeting the evolving energy needs of the future through its world-class production plant on Bonny Island, Rivers State, Nigeria. The facility consists of six (6) natural gas liquefaction trains with a total capacity of 22 million tons of Liquefied Natural Gas (LNG) and 5 million tonnes of Natural Gas Liquids (NGL) per annum, with associated gas receiving, treating, storage and loading facilities as well as utilities (Electrical power generation, Water, Air, Nitrogen etc.), and support infrastructure (offices, residential accommodation, school, hospital, airstrip, jetties etc.).
The Integrated Professional and Administrative Services contract supports the approved Professional Support Rationalisation Strategy by ensuring sustained, high-quality professional support and document control services to Leadership, while enabling optimal resource utilisation and redeployment of internal manpower to higher-value functions. This service is critical to maintaining governance discipline, operational efficiency, and seamless execution of NLNG’s strategic priorities.
2.0 SCOPE OF WORK
The successful contractor shall be responsible for providing NLNG with integrated professional & administrative services (diverse professional roles working in a unified service model) in all NLNG locations, for the duration of the contract. The contract will include the entire statutory requirement with respect to the Nigerian labour laws and have due regard to NLNG care for people.
The Work shall generally comprise the following:
SECRETARIAL & ADMINISTRATIVE EXECUTIVE SUPPORT:
The contractor shall provide qualified and competent personnel to discharge the underlisted functions as Secretaries to Managers in NLNG:
Executive Administrative Support; Office & Communication Management; Meetings, Documentation & Reporting; Coordination & Workflow Efficiency.
Provide day to day administrative support to the Manager & department including scheduling meetings, managing calendars, coordinating travel, and handling correspondence. Prepare and organize documents, such as reports, minutes, presentations, and filing (physical and digital), ensuring accuracy and confidentiality.
Support office operations, including logistics for events, workshops, training sessions, visitor management, and resource coordination.
Maintain efficient communication, acting as a first point of contact for internal teams, external partners, vendors, and other stakeholders.
Ensure compliance with company processes, including HSE rules, document control guidelines, approval workflows, expense procedures, and data confidentiality.
Serve as the primary point of contact for internal and external stakeholders.
Screens calls, emails, and requests, ensuring executives receive only high priority information.
Coordinate executive meetings, workshops, and briefing sessions; Prepare agendas, records minutes, and tracks meeting outcomes.
Support data collation for reports, dashboards, and management updates.
Support cross functional coordination between departments on behalf of the executive.
Monitor workflows, deadlines, and approvals to keep the executive’s office running smoothly.
Implement administrative best practices and identifies process improvements.
INTEGRATED PROFESSIONAL SERVICES:
Deliver multi-disciplinary professional support across HR operations, data analytics, document control, and general office services.
Provide HR services, including onboarding/offboarding support, personnel data updates, Contract & records administration; timesheet validation; Benefits administration; Recruiting activities; training logistics, Org structure maintenance and workflow coordination in line with HR policies.
Execute SAP HCM / SAP SuccessFactors admin activities & SAP Procurement functions, such as updating employee master data, running HR reports, processing transactions, Raising Material Requests, call-off and load invoices into SAP, maintaining organizational structures and supporting end users.
Perform structured data analysis, including cleaning and validating operational data, generating dashboards and KPIs, identifying trends and variances, and producing actionable insights that support decision making for HR, operations, and business functions.
Ensure compliance with company standards, including HSE rules, data privacy, internal controls, HR guidelines, and regulatory requirements, while contributing to continuous process improvement.
Collate and prepare weekly, monthly and annual business reports.
Provide Corporate Communications / CSR Admin Support: Manage Event logistics; stakeholder invitation lists; media monitoring summaries; community engagement trackers; content scheduling support.
DOCUMENT CONTROL & INFORMATION MANAGEMENT:
Manage document control processes, including receiving, checking, registering, tracking, and distributing technical and non-technical documents in line with company standards.
Maintain accurate document repositories, ensuring proper version control, metadata tagging, secure storage, and timely archiving in approved systems.
Support project and operations teams by coordinating transmittals, ensuring controlled circulation of documents, and maintaining audit ready document registers.
Ensure compliance with company procedures, including information security, records retention policies, confidentiality requirements, and regulatory documentation standards.
Provide information management support, generating reports, supporting retrieval requests, conducting quality checks, and assisting users with document workflow tools and processes.
ADHOC SERVICE
Any other request pertaining to provision of workforce on Adhoc basis.
3.0 MANDATORY REQUIREMENTS
Only companies considered to meet NLNG’s pre-qualification requirements shall receive further correspondence from the Company, including receipt of invitations to tender for the Provision of Integrated Professional and Administrative Services. To qualify for consideration, interested companies are required to respond to this Expression on Interest with the following information/documents for consideration. Failure to submit any of the under-listed documents may lead to disqualification.

4.0 NIGERIAN CONTENT REQUIREMENTS
The Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 supports, and details expected Nigerian Content deliverables within contracts and projects in the Nigerian Oil and Gas industry. NLNG is committed to the NOGICD Act 2010 and Nigerian Content Development. Interested companies shall comply with the provisions of the NOGICD Act that relate to the scope mentioned above and in particular, comply with the minimum Nigerian Content targets for the scope, which are covered in the Schedule of the Act. Failure to comply with the NOGICD Act or demonstrate commitment to Nigerian content development shall result in disqualification from this process. Companies responding to this advertisement are required to submit the following in compliance with the NOGICD Act 2010 for the Expression of Interest:
a) Documentation to demonstrate that the entity is a Nigerian-registered company. Submission of certified true copies of CAC Forms 2A & 7A (or its equivalent/replacement) including company Memorandum and Articles of Association. All companies shall be Nigerian Indigenous Service Companies having 51% and above Nigerian equity in the shareholding and ownership structure.
b) Evidence of registration on the Nigerian Content Development Monitoring Board (NCDMB) NOGIC Joint Qualification System (JQS).
c) The processes and procedures that explain the methodology of how it intends to comply with the requirements of the NOGICD Act 2010 (Nigerian Content Plan) and how to achieve the set target(s) in the schedule of the NOGICD Act 2010 and any guidelines and targets set by the Board.
d) Details of the company’s corporate organization overall Human Resources structure (management, supervisors, senior & junior skilled officers, etc.), identifying positions manned/occupied by Nigerian nationals with evidence of type of employment in-country and identifying the positions manned/occupied by other nationals.
e) Proposed organogram for this work scope populated with nationality, qualifications of personnel and years of experience of personnel on the job (attach CV of key finance, operational and technical personnel) including a succession plan in this work scope.
f) A detailed description of the location of facilities and infrastructure (assets, equipment, technical office, and administrative space, storage, etc.) in Nigeria to support this contract, evidence that 50% of all equipment deployed to work by multinational and international companies are owned by the local subsidiaries.
g) Demonstrate willingness to carry out Human Capital Development (HCD) in compliance with the Human Capacity Development 2020 guidelines of NCDMB.
h) Evidence of Community Content Plan and any partnerships with companies owned by and operating within our Host Communities.
i) All bidders shall provide a valid and relevant category 1,2,3,4, or 5 Nigerian Content Equipment Certificate (NCEC) for Consultancy Services (CS).

Submissions in response to the above requirements shall be completed strictly in accordance with the instructions given in this publication. Failure to submit any of the documents may result in the disqualification of the applicant.

Notwithstanding the submissions of the documents for the expression of interest, NLNG is neither committed nor obliged to include any company and/or their associated companies, agents or sub-contractors on any bid list or to award any form of contract to any company and/or its associated companies, agents or sub-contractors.
Please be aware that this invitation to express interest does not guarantee that any company will be requested to submit an offer to NLNG; it does not constitute any form of agreement or contract between NLNG and any Company.
NLNG shall not be responsible for any cost incurred in responding to this invitation. This advertisement for EOI shall not be construed as a commitment by NLNG, nor shall it entitle respondents to claim any indemnity from NLNG and/or any of its shareholders by virtue of having responded to this advertisement.
This is a simple invitation for interested companies to express their interest in the indicated work scopes and does not warrant any further feedback from NLNG hereafter. If no feedback is received within 3 months of submission, the application should be considered unsuccessful.
