1. INTRODUCTION:
TOTALENERGIES UPSTREAM NIGERIA LIMITED (TUPNI) AND TOTALENERGIES EP NIGERIA LIMITED (TEPNG) operator of NNPC LTD’s PMLs 2,3, OML58, 99, 100, 102, invites interested and reputable Insurers with competent and skilled personnel, equipment and relevant experience to apply for pre-qualification for consideration to tender for the Provision of Insurance services for TUPNI and TEPNG operations.

2. BRIEF DESCRIPTION OF WORK SCOPE AND SPECIFICATIONS
This Contract is for the provision of Insurance services.
The objective of the CFT shall be to award contracts to multiple technically qualified bidders with the best competitive commercial offers for the provision of Insurance Services for TUPNI and TEPNG oil and gas operations.
The Scope to be covered under the contract is to provide Insurance programme for the following operational coverage/services:
– PMLs 2,3,4 (TUPNI – AKPO & EGINA) Field – Property Damage, Third Party Liability & Operator’s Extra Expense.
– TEPNG/NNPC JV General Third-Party Liability.
– Naira Denominated Policies – Combined Group Life Assurance and Group Personal Accident Insurance, Comprehensive Motor Insurance, House Owner’s Insurance, Marine Cargo Insurance.

Project Delivery Schedule
The schedule requirement is to have a contract in place by Q4 2026. The Call for Tender will detail the provisions necessary for the Service. Contract duration is estimated at 5 years firm and an annual option of extension for a further period of two (2) years.

HSE Considerations
The greatest importance is placed on prospecting Contractor’s Safety performance and past records. The Tenderers will be required to complete at the technical stage, a HSE Questionnaire and submit with its Technical Tender, a comprehensive HSE Management System manual among other documents. The analysis of the HSE requirement will contribute to progressing selected Tenderers in the CFT process. Any Tenderer that scores below 60% in the HSE/QA/QC & Tech Main Evaluation would not be allowed to progress to the Commercial Stage.

Conditions For Selection
Insurance Company seeking to be selected must satisfy the following conditions:
1. Be a Limited Liability Company registered in Nigeria and licensed by the National Insurance Commission (NAICOM) to transact Insurance Business.
2. Have a net asset of not less than N10billion and N15billion for Life and Non-Life (General) Insurance Business respectively.
3. Have acquired good experience in Oil and Gas Insurance business.
4. Have adequate and qualified staff with experience in Oil and Gas Insurance business.
5. Must be in good standing as regards prompt settlement of all claims reported to date.
6. Have good re-insurance strategy, including use of A-rated re-insurance companies.
7. Have business relationship with competent Insurance Broker(s) with good reputation and experience in Oil and Gas Insurance business.
8. Must be a good corporate citizen of Nigeria that pays its taxes as and when due.

3. MANDATORY REQUIREMENTS
– To be eligible for this tender exercise, interested suppliers are required to be pre-qualified and have a “LIVE” subscription status in the following NIJQS service/product group in the Life and Non-Life Categories (3.14.05 & 30.14.07) by the CFT advert closing date. All successfully pre-qualified suppliers in these categories will receive an invitation to submit their Technical Tender (ITT) for the services.

4. NIGERIAN CONTENT REQUIREMENTS
TUPNI/TEPNG is committed to the development of the Nigerian Oil and gas business in compliance with the Nigerian Content Act 2010 for Nigerian Content Development.
As from the commencement of this Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian oil and gas industry shall be consistent with the level set in the Schedule of the Act and any other targets as may be directed by the Nigerian Content Development and Monitoring Board (The Board).
Tenderer shall comply with all the provisions of the Nigerian Content Act that relate to this contract but in particular comply with the minimum Nigerian Content % for the scopes which are covered in the Schedule of the Act and any other requirement that may arise from time to time not explicitly stated in this contract, but which apply to the contract in fulfilment of the Nigerian Content Act, in the submission of their Tender.
Failure to fully comply with the Nigerian Content Act or demonstrate commitment to Nigerian Content Development Policy of the Nigerian government shall result to disqualification from bidding this contract.
Tenderers shall provide evidence of Registration by National Insurance Commission (NAICOM).
As part of their submissions, Tenderer shall:
I. Demonstrate that entity is a Nigerian-registered company with 51% or more shareholding capacity. Submit copies of Certificate of Incorporation obtained from the Corporate Affairs Commission (CAC) and Status report generated within three (3) months of bid submission. Tenderer shall provide evidence of registration with the NCDMB NOGIC JQS and NUPRC.
II. Demonstrate detailed description of the location of in-country committed facilities & infrastructure (not limited to administrative office, project management office) in Nigeria to support this contract.
III. Provide evidence of a License issued by National Insurance Commission (NAICOM) as an Insurer to transact Insurance business.
IV. Provide corporate organizational and project/contract specific organograms showing the names and nationalities of key personnel, as well as the percentage of the total workforce that are Nigerians.
V. Provide evidence of what percentage of your key management positions is held by Nigerians.
VI. Detail the overall percentage and explicit breakdown of the scope of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
NOTE: Failure to comply with the provision of the Nigerian Content Act 2010 or to demonstrate commitment to the development of the Nigerian Content Policy shall result in the disqualification of the tenderer from the bidding process.

2.0 SCOPE OF WORK/SERVICE REQUIREMENTS
Scope of activities under this contract include the following:

Equipment supply scope includes but is not limited to:
– Liner hanger assemblies for 18″ – 7″ casing strings

– Running tools (including liner Hanger Running Tool and TDS tool)

INVITATION FOR EXPRESSION OF INTEREST FOR PROCUREMENT AND INSTALLATION FOR CHO FIREWATER AND DRINKING WATER SYSTEM REVAMP

1.0 INTRODUCTION

NLNG is a leading energy company committed to driving innovation and meeting the evolving energy needs of the future through its world-class production plant on Bonny Island, Rivers State, Nigeria. The plant consists of six (6) natural gas liquefaction trains with a total capacity of twenty-two (22) million tons of Liquefied Natural Gas (LNG) and five (5) million tons of Natural Gas Liquids (NGL) per annum. The production plant is operated by a dedicated team of operators, specialists and service providers who ensure continuous production round the clock, supported by enabling activities at all company locations.

The NLNG Corporate Head Office (CHO) water systems, comprising both the Fire Water and Drinking Water networks, were commissioned in November 2019. These systems share a common raw water supply, sourced from two boreholes. The boreholes function alternately to maintain a steady water supply to both systems. The Firewater System is designed as a pressurized network, supported by dedicated fire water tanks, a pumping system, and an interconnected piping network supplying hydrants and sprinkler systems across the complex. However, both the Fire Water and Drinking Water systems have experienced operational challenges since commissioning. The systems have suffered multiple leaks at joints in various locations. These failures have led to prolonged service disruptions, impacting sanitary systems, routine operations, and CHO water supply.

Similarly, the Firewater System has encountered issues such as high pump vibration, pipeline failures, and undersized hydrants, all of which compromise its ability to provide reliable fire water system across the facility. To enhance system reliability and efficiency, several key interventions are recommended, including the installation of isolation valves in the Water Distribution System to facilitate targeted shutdowns during maintenance, the incorporation of pressure-reducing valves to regulate flow in smaller-diameter pipes, and a comprehensive review of the fire water infrastructure to address existing deficiencies.

2.0 SCOPE OF WORK

a) Modification of the pump room piping to mitigate excessive vibration.
b) Install lifting equipment/fixtures in the pump room, including structural frames for efficient maintenance operations.
c) Replace hydrants to align with DEP30.10.02.13-Gen, Section 5, Table 9, ensuring the use of FEPM material instead of EPDM to prevent premature degradation from saline raw water exposure.
d) Upgrade undersized hydrants to achieve the required 120m³/hr flowrate per firefighting calculations, eliminating the need for simultaneous hydrant activation to meet demand.
e) Modify and commission existing Transit Lounge sprinkler system to achieve operational readiness and compliance with fire protection standards.
f) Install extended loop and segment isolation of the existing drinking water network to enable sectional isolation for maintenance and enhance the overall reliability and availability of the system.
g) Civil Works including removal and reinstatement of existing pavement cutting, filling, stabilization, concreting works, dewatering and landscaping.

3.0 MANDATORY REQUIREMENTS

Only companies considered to meet NLNG’s pre-qualification requirements shall receive further correspondence from the Company, including receipt of invitations to tender. To qualify for consideration, interested companies are required to respond to this Expression of Interest (EOI) with the following information/documents for consideration. Failure to submit any of the under-listed documents may lead to disqualification. In addition, no entity (including its subsidiaries or affiliates) may submit more than one proposal, whether acting as a sole bidder, a lead partner, or a member of a Joint Venture. Participation in multiple bids may result in the disqualification of all proposals involving that entity.

a) Company’s Certificate of Incorporation.
b) Complete copy of Form CAC 7 (Particulars of Directors) and/or the most recent complete Status Report issued by the CAC (or its equivalent).
c) Complete copy of Form CAC 2 (statement of Share Capital and Return of Allotment of Shares) and/or the most recent complete Status Report issued by the CAC (or its equivalent). Please note that where a shareholder is a corporate entity, the entity’s most recent complete status report, down to the level identifying all ultimate beneficial owner(s) shall be mandatorily required.
d) Complete copy of Memorandum and Article of Association
e) Tax Clearance Certificate for previous three (3) years (2025, 2024, 2023).
f) Three (3) years financial accounts audited by a licensed accountancy firm which shall be a member of a recognised institute of accountancy. Most recent accounts should not have an end of year date more than 18 months before the time of EOI.
