INVITATION FOR EXPRESSION OF INTEREST FOR JETTY DEPTH RECOVERY SERVICES AT THE CORPORATE HEAD OFFICE
1.0 INTRODUCTION
NLNG is a leading energy company committed to driving innovation and meeting the evolving energy needs of the future through its world-class production Plant on Bonny Island, Rivers State, Nigeria. The Plant comprises six (6) natural gas liquefaction trains, with a combined annual capacity of twenty-two (22) million tons of Liquefied Natural Gas (LNG) and five (5) million tons of Natural Gas Liquids (NGL). Operations at the Plant are sustained by a dedicated team of operators, technical specialists and service providers who ensure reliable and continuous production. These core activities are complemented by a range of supporting functions across NLNG’s operational locations, all working together to maintain optimal performance and efficiency.
NLNG continuously transports its employees, contractors, materials and equipment via the Port Harcourt-Bonny waterways. But due to predominantly strong tidal streams, frequent sand collection and land reclamation activities around the Amadi Creek area, the depth is continuously reducing, thus affecting vessel draft. Therefore, there is a need for biannual bathymetric survey and regular dredging to ensure the depth of water at the NLNG CHO Jetty waterfront and approach are continuously adequate for boat operation.
NLNG hereby invites interested companies with the requisite experience detailed below to express their interest in participating in the tendering for this service.
2.0 SCOPE OF WORK
The scope of work shall include the following (but not limited to): 1. Provision of required expertise, dredging equipment/accessories, and the applicable regulatory permits 2. Acquisition of an approved dumpsite for disposal of dredged spoil 3. Conduction and provision of pre- and post-Bathymetric survey/reports and 4. Dredging and evacuation of Spoil.
3.0 MANDATORY REQUIREMENTS
a. Certificate of Incorporation.
b. Certified True Copy of Form CAC 7 (Particulars of Directors) and/or the most recent complete Status Report issued by the CAC (or its equivalent).
c. Certified True Copy of Form CAC 2 (statement of Share Capital and Return on Allotment of Shares) and/or the most recent complete Status Report issued by the CAC (or its equivalent). Please note that where a shareholder is a corporate entity, submission of the entity’s most recent status report disclosing the full ownership structure up to and including the ultimate beneficial owner(s) is mandatory.
d. Copy of Memorandum and Articles of Association
e. Tax Clearance Certificate for previous consecutive three (3) years with the most recent year not earlier than 2024.
f. Three (3) years financial accounts audited by a licensed accountancy firm which shall be a member of a recognised institute of accountancy. The most recent audited financial statements must have a financial year-end date of not more than eighteen (18) months prior to the date of submission of the Expression of Interest (EOI).
g. Possession of all relevant regulatory permits the annual survey and operations permit from the National Inland waterways Authority (NIWA) and licenses required to undertake dredging operations in Nigeria
h. A detailed record of relevant experience over the last five (5) years demonstrating capability to deliver the required services. This should be supported with verifiable evidence such as contracts, award letters, purchase orders and work completion certificates. Submissions must clearly indicate the client’s name and contact details, project location, and the value or volume of services executed.
i. Current/Valid Midstream and Downstream Oil and Gas Industry Service Permit (MDOGISP) issued by Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) for Dredging and Hydraulic Water Channel Maintenance (Specialized Category).
j. Vendor’s Health Safety & Environment Policy and/or Quality Management Policy
k. Quality Assurance/Quality Control (QA/QC) Policy Statement and/or Management System.
l. Company Profile, organisation size, and structure, including any parent, technical partnership, alliance, or joint venture of companies to whom they belong, together with:
i. CV of the vendor’s management team.
ii. CV of key technical personnel within the organisation available for the work
m. Detailed list of owned/leased equipment, boats, dredgers, machinery including evidence of certifications proposed for the services.
n. Letter of reference/support from bank or financial institution.
o. Industrial relations policy/plan and Community Relations plan/policy
p. Evidence and documentation supporting compliance with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 [See Nigerian Content Compliance section below]
4.0 NIGERIAN CONTENT REQUIREMENTS
