INVITATION TO TENDER FOR YEAR 2026 TETFUND NORMAL ALLOCATION PROJECT

1. INTRODUCTION
The Delta State University, Abraka intends to carry out procurement and execution of project under the YEAR 2026 TETFUND NORMAL ALLOCATION PROJECT. In compliance with the requirements of the public Procurement Act 2007 and other extant government regulations. The University hereby invites interested, competent and experienced contractors/Firms with track record of prompt delivery of similar projects for submission of both Technical and Financial bids for the project below.

2. SCOPE OF PROJECTS
Lot 1: Supply and Installation of Hardware Equipment and Custom Software
Lot 2: Supply and Installation for Entrepreneurs Centre
Lot 3: Capacity Building of Academic staff

3. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC);
b. Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December 2026;
c. Evidence of current Pension Compliance Certificate Valid till 31st December, 2026;
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate Valid till 31st December, 2026.
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance certificate valid till 31st December, 2026.
f. Evidence of Registration on the National Database of Federal Contractors and service providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP
g. Company’s Audited Accounts for the last three (3) years – 2023, 2024, 2025.
h. Company profile with Curriculum Vitae of technical/ Management Staff and with evidence of previous experience, detail clients, nature of work/contract, contract sum and copies of academic and professional qualification.
i. Verifiable documentary evidence of similar jobs executed in the last five (5) years including letters of Awards, Valuation certificate, and the photographs of the projects;
j. Evidence of Financial Capability to execute the projects including reference letters from a reputable commercial Bank including willingness to provide credit facility for the execution of the projects when needed.
k. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Delta State University, Abraka or the Bureau of public procurement is a former or present Director, shareholder or has any pecuniary interest in its bidder and to confirm that all information presented in its bid are true and correct in all particulars. Also that none of the directors have been convicted in any country for any criminal offence including fraud or financial impropriety.
l. For joint venture/partnership, memorandum of understanding (MOU) should be provided indicating the duties and responsibilities of individual firms constituting the joint venture
m. All documents for submission must be transmitted with a covering / forwarding letter under the company/ firms letter Headed paper bearing amongst others, the Registration Number (RC) as issued by Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address.

4. COLLECTION OF TENDER DOCUMENTS
Interested Firms are to collect the standard bidding document (SBD) from the office of the Director, Physical Planning Delta State University, Abraka.

5. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit both Technical and Financial Bid Documents (1 original and a photocopy) to be submitted in separate sealed envelope and clearly marked as “Technical Bid” or “Financial Bids” respectively. Thereafter, the two sealed envelopes should be inserted together in a bigger sealed envelope and addressed to the Register, Delta State University, Abraka and clearly marked with the name of project and lot number.
Furthermore, the reverse side of each sealed envelope should have the name and address of the bidder. The sealed envelope should be dropped in the designated Tender Box located at the Office of the Head of Procurement not later than 12 noon on Monday 29th June, 2026. Bidders are to sign the bid submission register in the office of the Head of Procurement, as the University will not be held liable for wrongly submitted bids.

6. DEADLINE
Bid documents are to be submitted on or before 12:00 noon on Monday 29th June, 2026, to the Register, Delta State University, Abraka, Delta State.

7. OPENING OF BIDS
The Technical and Financial Bids will be opened immediately after the close of the submission by 12:00 noon on Monday 29th June, 2026, in the Senate Chamber of the University in the presence of the Bidders or their representatives, please ensure that you sign the Bid Submission Register as Delta State University, Abraka will not be held liable for misplaced or wrongly submitted bids.

8. GENERAL INFORMATION
a. Bids must be in English Language and signed by the official authorized by the firm;
b. Bids submitted after the deadline for submission would be rejected and returned unopened;
c. Delivery by courier will not be accepted;
d. All cost incurred as a result of the bid invitation shall be borne by the bidders.
e. The University is not bound to consider any bidder for an award and reserves the right to cancel the bidding process and proceeding, without incurring liabilities to the bidders.
f. Only pre-qualified bidders at technical evaluation will be invited later that same day for financial bids opening, while the financial bids of unsuccessful bidders will be returned un-opened.
g. Delta State University, Abraka is not bound to shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the public procurement Act, 2007.
h. The University is not obliged to award the contract to the lowest bidder.
