INVITATION FOR PREQUALIFICATION (TECHNICAL) FOR THE PROPOSED YEAR 2025 TETFUND INTERVENTION FOR ICT SUPPORT

1. INTRODUCTION
1.1 OSUN STATE COLLEGE OF TECHNOLOGY, ESA OKE wishes to execute projects under 2025 TETFUND ICT SUPPORT intervention project. The College therefore invites interested, competent and reputable Contractors/Suppliers to tender for the under listed projects.

1.2 Only contractors with similar work experience are invited to submit Prequalification documents for the under listed projects:

2. SCOPE OF WORKS/SUPPLY
2.1 The scope of Works/Supply is as follows:

LOT 1 – SUPPLY AND INSTALLATION OF HARDWARE EQUIPMENT
i. Hp 240 AIO, 13th Gen Intel Core I5-1334U (16GB DDR4, 512GB SSD) IPS, Three-Sided, Micro-Edge, Anti-Glare, FHD, 23.5″ Win 11Pro and Office 2021
ii. Configuration of Starlink Fast Internet Kit 4G, 5G network distribution with civil works
iii. Awareness, Sensitization and Training for ICT Staffs.

**3. ELIGIBILITY REQUIREMENTS**
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC 1.1. or CAC2 and CAC7;
b. Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years: 2023, 2024 valid till 31st December 2025.
c. Evidence of current Pension Compliance Certificate valid till 31st December 2026
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2026
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2026.
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December 2026 or valid Certificate issued by BPP.
g. Current CPN Registration and NITDA Certificate valid till Dec 2026.
h. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the college or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
– that no Director has been convicted in any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matters.
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition proceedings
i. Company’s Audited Accounts for the last three (3) years – 2023, 2024, 2025 which must correspond with the Turnovers in the TCC.
j. Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, etc.
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Award, Valuation Certificate, Job Completion Certificates and Photographs of the projects.
l. List of Plants/Equipment with proof of Ownership/Lease (where applicable);
m. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided including among others the lead Partner (CAC, Tax Clearance, PENSION Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV partner).

**Note:** All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm

4. SUBMISSION OF PREQUALIFICATION DOCUMENTS
Interested firms are to submit TWO (2) bound copies of Prequalification documents, paginated and properly arranged as indicated above. The envelopes should be addressed to The Registrar, OSUN STATE COLLEGE OF TECHNOLOGY, ESA OKE and clearly marked (the name of the project and the Lot number)

Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at the office of the Registrar, OSUN STATE COLLEGE OF TECHNOLOGY, ESA OKE not later than 12:00 noon, Thursday 30th July 2026.

Please ensure that you sign the Bid Submission Register, as the College will not be held liable for misplaced or wrongly submitted bids. For further enquiries, please contact the Director of Procurement.

5. OPENING OF PREQUALIFICATION DOCUMENTS
The Prequalification Documents will be opened immediately after the deadline for submission by 2:00pm on Thursday 30th July 2026 at College Board Room in the presence of bidders or their representatives.

6. GENERAL INFORMATION
a. Prequalification documents must be in English Language and signed by an official authorised by the bidder.
b. Prequalification documents submitted after the deadline for submission would be returned un-opened.
c. All costs will be borne by the bidders.
d. The Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies. Public Observers that wish to witness the pre-qualification process should send in their letters of intent to the office of the registrar not later than a week before the date of pre-qualification opening date.
e. Only qualified bidders at technical evaluation will be invited later for collection of Tender documents.
f. The OSUN STATE COLLEGE OF TECHNOLOGY, ESA OKE is bound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
