INVITATION TO PRE-QUALIFICATION AND TENDER FOR YEAR 2026 TETFUND ANNUAL INTERVENTION PROJECT
1. INTRODUCTION
The Federal University of Technology, Ikot Abasi, in pursuant to its mandate and in compliance with the requirement of Public Procurement ACT 2007 and other extant government regulations wishes to invite interested, Competent/Qualified and Experienced Contractors/Firms with relevant experience and good tract records of prompt delivery of similar projects to submit pre-qualification and tender documents for the Construction of Academic Building under the year 2026 TETFUND annual intervention project:

Lot W.1: Construction of Academic Building
ELIGIBILITY REQUIREMENT
The University in compliance with the PPA, 2007 and Bureau of Public Procurement (BPP) guidelines will carry out a Pre-qualification of companies that respond to this advert based on the following requirements:
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including form CAC1.1, CAC2 and CAC7;
b. Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December 2026;
c. Evidence of Current Pension Compliance Certificate valid till 31st December 2026;
d. Evidence of Current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2026;
e. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Certificate valid till 31st December 2026;
f. Evidence of Registration on the National Data Base of Federal Contractors and Service Providers by Submission of Interim Registration Report (IRR) expiring on 30/6/2026 or Valid Certificate Issued by BPP
g. Company’s Audited Accounts for the last three (3) years-2023,2024,2025;
h. Company’s Profile with Curriculum Vitae of Technical Staff
i. Verifiable documentary evidence of similar jobs executed in the last five (5) years including Letters of Award, Valuation Certificate, Job Completion Certificates and Photographs of the projects;
j. Evidence of Financial Capability to execute the Project including reference letters from a reputable Commercial Bank including willingness to provide credit facility for the execution of the project when needed;
k. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal University of Technology, Ikot Abasi or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars;
l. A sworn affidavit that none of the Directors have been convicted in any country for any criminal offence including fraud of financial impropriety;
m. For Joint Venture/partnership Memorandum of Understanding (MOU), should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR and Sworn Affidavit are compulsory for each JV partner);
n. All documents for submission must be transmitted with a covering/forwarding letter under the company/firms Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address.
3. COLLECTION OF TENDER DOCUMENTS
Interested Firms are to submit pre-qualification documents and collect the Standard Bidding Document from the office of the Director of Procurement, Federal University of Technology, Ikot Abasi on evidence of payment of non-refundable fee of N10,000.00 per lot through remita platform in any Commercial Bank of their choice in favour of Federal University of Technology, Ikot Abasi. Evidence of such payment is to be presented at the cash office, Bursary Department for official receipt.
4. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for the advertised Lots, Two (2) hard copies of each of the Technical and Financial bids with soft copy of financial bid only MSExcel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope and addressed to The Vice Chancellor, Federal University of Technology, Ikot Abasi, P.M.B 1055 Ikot Abasi, Akwa Ibom State, Nigeria and clearly marked with (the name of the project and Lot number). Furthermore, the reverse side of the envelope should be clearly marked with the name and address of the bidder and dropped in the designated tender box at the Senate Chamber, Federal University of Technology, Ikot Abasi not later than Monday 6th July, 2026. The working hours are 8:00am to 4:00pm on weekdays, excluding weekends.
5. OPENING OF BIDS
The Tender documents will be opened immediately after the close of the submission by 12:00 noon on Monday 6th July, 2026 in the Senate Chamber, Federal University of Technology, Ikot Abasi, Akwa Ibom State in the presence of bidders or their representatives. Please ensure that you sign the bid submission Register in the Directorate of Procurement of the University as the University will not be held liable for misplaced or wrongly submitted bids.
6. GENERAL INFORMATION
a. Bids must be in English Language and signed by the official authorized by the firm;
b. Bids submitted after the deadline for submission will be rejected and returned unopened;
c. All cost incurred as a result of the bid invitation shall be borne by the bidders
d. The University is not bound to consider any bidder for an award and reserves the right to cancel the bidding process and proceeding, without incurring liabilities to the bidders
e. Only prequalified bidders at the Technical Evaluation will be invited at a later date for collection of Tender documents for the Financial Bids;
f. Federal University of Technology, Ikot Abasi is not bound to shortlist any bidder and reserves the right to annul the procurement process at anytime without incurring any liabilities in accordance with section 28 of the Public Procurement Act, 2007.
g. The University is not obliged to award the contract to the lowest bidder
