INVITATION FOR PRE-QUALIFICATION, TENDER AND EXPRESSION OF INTEREST FOR IMPLEMENTATION OF 2026/2027 CAPITAL BUDGET

1. INTRODUCTION
The National Hydroelectric Power Producing Areas Development Commission (N-HYPPADEC) is a Federal Government Agency that was passed into law in the year 2010 (ACT, 2020, NO 87 of 2010), charged with the responsibility of managing the Ecological menace to the operation of Dams; and for related matters.

2. SCOPE OF WORKS/GOODS/SERVICES
The Commission, in order to effectively deliver on its mandate, hereby invite interested, competent and reputable Service Providers/Contractors/Suppliers with relevant experience and requisite expertise for Pre-qualification, Expression of Interest and Tender to apply for the following Works, Supplies and Consultancy Services for implementation in the current year.

CATEGORY A: WORKS
A1: Ongoing Rehabilitation of classrooms and Supply of Furniture’s to selected schools in Bida/Gbako/Katcha Federal Constituency, Niger state
A2: Renovation of classrooms and Supply of Furniture’s to selected schools in Bida/Gbako/Katcha Federal Constituency, Niger state
A3: Construction of solar Powered Boreholes Across Niger East Senatorial District Niger state.
A4: Construction of Bridge and Expansion of Gwam Mini-Dam in Niger East Senatorial District Niger state.
A5: Renovation of some selected schools in Akwanga/ Nassarawa Eggon/ Wamba Federal Constituency. Nassarawa state
A6: Construction of 2 and 3 Bedrooms Housing Units for low Income and Vulnerable in selected locations in Niger East Senatorial District.
A7: Construction of Boreholes in selected Communities of Akwanga/ Nassarawa Eggon/ Wamba Federal Constituency. Nassarawa state
A8: Provision of Hand Pump Water Boreholes in several communities of Ysmltu-Deba Federal Constituency, Gombe state(New).
A9: Construction of Volley Ball and Basket Ball Courts and Fencing of Bida sports club.
A10: General Rehabilitation and Supply of Furnitures and Other Accessories to Government Model School, Bida, Niger state
A11: Construction of a Primary Health Care Facility in Gbatamangi Village, Lavun LGA, Niger state
A12: Construction of Motorized Solar Borehole in Bida/Gbako/Katcha Federal Constituency, Niger state.
A13: Construction of a solar Hybrid Mini-Grid and Provision of solar street Lights in selected locations in Niger East Senatorial District

CATEGORY B: GOODS
B1: Supply of Motorcycles Magama/Rijau Federal Constituency of Niger state
B2: Provision and Procurement of Farm Implement, Fertilizers, Pesticides and seedling for Farmers Across Niger East Senatorial District.

CATEGORY C: SERVICES
C1: Surgical and Ophthalmological Outreaches to Vulnerable Constituency in Niger East Senatorial District.

3. ELIGIBILITY REQUIREMENTS
The following documents shall be submitted:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC), including Form CAC 1.1 or CAC2 and CAC7. Business Name is also acceptable for Services;
b. Evidence of the Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December 2026, with a minimum average annual turnover of N25 million;
c. Evidence of Pension Clearance Certificate valid till 31st December 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP.
g. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the National Hydroelectric Power Producing Areas Development Commission or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
– That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
h. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025, duly acknowledged by the Federal Inland Revenue Service (FIRS);
i. Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.;
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
l. Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;
m. Services: Evidence of the Firm’s current registration with relevant regulatory professional body(ies) such as COREN, QSRBN, ARCON, CORBON, CMD, SURCON, MDCN, etc.;
n. Only Companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for the vehicles;
o. Supply of Other Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
p. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing, amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS – Invitation to Tenders)
Interested Companies are to collect the Standard Bidding Document (SBD) from the Procurement Unit Office, National Hydroelectric Power Producing Areas Development Commission, Abdulsalami Abubakar Way, Minna, Niger State, on evidence of payment of a non-refundable tender fee of Ten Thousand Naira (N10,000) only per Lot, paid into the National Hydroelectric Power Producing Areas Development Commission’s Remita account in any reputable Commercial Bank in Nigeria. Note that Interested bidders for Consultancy/Non Consultancy Service and pre-qualification are not expected to pay at this stage. Item no A6 is for Pre-qualification.

5. SUBMISSION OF EOI AND PRE-QUALIFICATION DOCUMENTS
Interested firms are to submit two (2) bound of Expression of Interest (EOI) and Pre-qualification documents as applicable, separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed as indicated above, and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop it in the designated Tender Box at the reception of the Commission headquarters not later than 12:00 noon on Tuesday, 14th July, 2026.

6. SUBMISSION OF TENDER DOCUMENTS (GOODS & WORKS – Invitation to Tenders)
All prospective bidders are to submit bids for each of the Lot desired, two (2) hard copies of each of the Technical and Financial bids, packaged separately in sealed envelopes and clearly marked as *Technical Bid* or *Financial Bid*. Thereafter, put the two sealed envelopes addressed To The Managing Director, National Hydroelectric Power Producing Areas Development Commission, Abdulsalami Abubakar Way, Minna, Niger State; and clearly marked with the name of the project and the Lot number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop it in the designated Tender Box at the reception of the Commission headquarters not later than 12:00 noon Thursday, 23rd July, 2026.

7. BID OPENING
SERVICES AND PRE-QUALIFICATION
The EOI and Pre-qualification documents will be opened immediately after the deadline for submission at 12:00 noon on Tuesday, 14th July, 2026 at the Commission’s headquarters in Minna.

GOODS & WORKS (Invitation to Tenders)
Only the Technical bids will be opened immediately after the deadline for submission at 12:00 noon of 12:00 noon Thursday, 23rd July, 2026 at the Commission’s Headquarters in Minna.

8. GENERAL INFORMATION
a. No bidder is allowed to participate in more than one (1) lot per category and maximum of two (2) lots in all categories;
b. The Commission shall verify all the claims made by applicants and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary;
c. Bidders who have worked for the Commission or any other MDA and have a history of poor performance, abandonment, termination and/or prolonged contract execution period need not apply as their bids shall be excluded from the process in line with Section 16(8)(b) of the Public Procurement Act (PPA), 2007;
d. All costs incurred in responding to this advertisement shall be borne solely by the Bidders;
e. This advertisement shall not be construed as a commitment on the part of the Commission to award a contract to any bidder;
f. Bids submitted after the deadline for submission would be returned un-opened;
g. Invitation to Tenders: Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened upon request.
h. Invitation for Pre-qualification: Only pre-qualified bidders will be invited at a later date for collection of Tender documents;
i. Request for EOI: Only shortlisted firms will be invited at a later date for the collection of Request for Proposals;
j. The Commission is not bound to shortlist/pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the PPA, 2007.
