1. BACKGROUND
Further to the Tender Advertisement published on May 8, 2026, and the subsequent extension issued on May 22, 2026, the Federal Republic of Nigeria (FGN) has received Five Hundred Million United States Dollars (US$500 million) financing from the World Bank under the Distribution Sector Recovery Program (DISREP), through which the Bureau of Public Enterprises (BPE) will on-lend part of the proceeds to the Distribution Companies (DisCos) as a Shareholder loan to finance certain components of their Performance Improvement Plans (PIPs) prepared by the DisCos and approved by the Nigerian Electricity Regulatory Commission (NERC).
The financing will support contracts for:
a) Rehabilitation of Medium and Low Voltage Distribution Lines;
b) Rehabilitation and Expansion of Available Transformer Capacity; and
c) Implementation of a Management Information System (MIS).
Accordingly, BEDC Electricity Plc, a licensed Electricity Distribution Company regulated by the Nigerian Electricity Regulatory Commission (NERC), invites qualified and reputable contractors to submit bids for eligible procurements under the DISREP PforR intervention.
2. SCOPE OF WORK
Lot 3: (i) Realignment of 33KV Feeders at Benin Transmission Station; and (ii) Rehabilitation of 23km Country Home 11KV Feeder.
Lot 5: (i) Construction of Proposed 2.3km Irhirhi 11KV Feeder to Relieve Aruogba 11KV Feeder Ex Country Home ISS and Ogba 11KV Feeder Ex Iyekogba ISS; (ii) Construction of 4No Relief DSS to Relieve Critically Overloaded DSS and Standardization of Existing DSS on Country Home 11KV Feeder; and (iii) Construction of 3No Relief DSS to Relieve Critically Overloaded DSS and Standardization of Existing DSS on Andrew Wilson 11KV Feeder.
Lot 6: Construction of 16km Proposed Commissioners Quarters 33KV Line to Relieve Township 33KV Line and Rehabilitation of 3.2km of Existing 33KV Line.
Lot 7: Uprating of 2×7.5MVA to 2x15MVA at Commissioners Quarters ISS.
Bidders may submit bids for one or more lots. Each lot will be evaluated separately.
3. ELIGIBILITY AND QUALIFICATION REQUIREMENTS
Interested firms must demonstrate capacity and experience by submitting the following:
1. Certificate of Incorporation with the Corporate Affairs Commission (CAC) (Forms CAC 1.1 or CAC 2 & 7).
2. Valid Income Tax Clearance Certificate for the last three (3) years, ending 31 December 2025.
3. Audited financial statements for the last three (3) years (2023, 2024, 2025).
4. Reference letter from a reputable commercial bank in Nigeria.
5. Company profile with details of key personnel and equipment
6. Verifiable evidence of at least three (3) similar contracts executed in the past five (5) years, with supporting documents (Letters of Award, Valuation Certificates, Completion Certificates, etc.) and the bidder’s annual turnover is a minimum of N250m.
7. Statement of eligibility confirming no conflict of interest and compliance with Extant Regulations.
8. Health, Safety & Environment (HSE) Policy.
NOTE: All documents must be submitted under a covering letter on official company letterhead, showing RC number, contact address, email, phone number, and names/nationalities of directors. The letter must be signed by an authorised officer of the company.
4. SUBMISSION INSTRUCTIONS
Interested firms must submit their Technical and Commercial Bids in separate envelopes, each clearly marked accordingly, with both enclosed in a larger sealed envelope clearly marked as: “Bid Submission – [Insert Project Title and Lot Number]”
Bid documents will be issued upon confirmation of payment of the non-refundable tender fee of N250,000.00 per Lot, and submissions shall include proof of such payment.
Deadline: Not later than Friday July 10, 2026 at 12:00 noon followed by Technical Bid Opening at BEDC Head Office, 5, Akpakpava Road, Benin City.

5. ADDITIONAL INFORMATION
a) Vendors who have already submitted bids for the affected lot(s) are not required to re-submit their tenders.
b) Late submissions will not be considered;
c) Only successful firms will be contacted and invited to negotiate and execute contracts;
d) Requests for clarification may be directed to bidders@beninelectric.com during office hours (08:00 – 17:00).
