INVITATION TO TENDER

1. Egbe-Idimu Local Council Development Area in pursuance of its mandate compliance with the requirement of the Lagos State Procurement Law as amended in 2021 and in line with 2026 capital budgetary provision of the Local Council Development Area.
2. The Local Council Development Area now invites sealed bids from eligible and qualified bidders within the Local Council Development Area.

PROJECTS:
* Proposed Building of Primary Healthcare Centre, ICT and Office Complex for Other Agencies
* Procurement of Official Vehicles for some Executives (Exco), Legislators, Some Management Staffs and Oba’s Within the Local Council Development Area
* Procurement of Official Vehicles for Executives (Exco’s) of the Local Council Development Area
* Sectional Patching of Road at Jemi-Alade Street, Powerline Bus-Stop, Isheri-Olofin.
* Grading of Some Roads Across Egbe-Idimu LCDA.
* Rehabilitation of Road and Drainage at Olisa Street, Idimu.
* Supply of Official Vehicle for the Council Manager.
* Supply of Official Vehicle for the Executive Chairman.
* Construction of Drainage and Road at Omoboriowo Street, Egbe.
* Proposed Office Complex for Egbe-Idimu Local Council Development Area.
* Purchase of Waste Compactor
* Procurement and Installation of High Definition Outdoor LED Display Screen at Isheri-Olofin Roundabout

ELIGIBILITY REQUIREMENTS:
1. Covering letter duly signed by the company’s authorized signatory indicating the specific area(s) of specialization
2. Certificate of Incorporation/Registration with Corporate Affairs Commission (CAC)
3. Company’s Audited Accounts for the years (2023, 2024, 2025)
4. Evidence of similar nature of the project with verification letter of contract award, within the last three years from 2023
5. Evidence of registration with Lagos State Public Procurement Agency and Egbe-Idimu LCDA Contractors Registration receipt.
6. Evidence of Technical and Financial capability to execute the project
7. Three years tax clearance (2023, 2024, 2025)
8. Performance bond from a reputable financial institution
9. Evidence of previous jobs done with certificate of completion.
10. Radio and television License.
11. Prospective bidders shall pay a non-refundable fee of Sixty Thousand Naira (N60,000:00) Only to the Following account

Scope of Services

The successful vendors will be prequalified to supply high-quality Automotive Gas Oil (AGO) to KNCV Nigeria offices and approved project locations on an as-needed basis. The scope includes:

  • Supply of high-quality diesel that complies with applicable Nigerian regulatory standards.
  • Timely delivery to designated KNCV Nigeria locations.
  • Provision of delivery notes, invoices, and product quality documentation where applicable.
  • Capacity to respond to emergency fuel requests within agreed timelines.
  • Consistent availability of products throughout the contract period.

Prequalification does not constitute a guarantee of contract award. Vendors who are successfully prequalified may be invited to participate in subsequent Requests for Quotations (RFQs) or Requests for Proposals (RFPs) during the validity period of the prequalification.

Eligibility Requirements

Interested vendors must submit the following documents:

  1. Company profile detailing relevant experience.
  2. Certificate of Incorporation issued by the Corporate Affairs Commission (CAC).
  3. CAC Status Report or Evidence of Beneficial Ownership.
  4. Valid Tax Clearance Certificate for the last three (3) years.
  5. Valid Tax Identification Number (TIN).
  6. Value Added Tax (VAT) Registration.
  7. Evidence of registration with relevant regulatory authorities.
  8. Bank reference letter issued within the last six (6) months.
  9. Audited Financial Statements for the last two (2) financial years.
  10. Evidence of similar supplies executed within the last three (3) years (purchase orders, contracts, or completion certificates).
  11. At least three (3) client references with contact details.
  12. Company Health, Safety and Environment (HSE) Policy.
  13. Anti-Bribery and Anti-Corruption Policy or Code of Business Ethics.
  14. Evidence of operational capacity, including storage facilities, logistics capability, and delivery vehicles.
  15. Signed declaration confirming that the company has not been involved in fraudulent practices or been debarred by any donor agency or government institution.

1. Established in 1980 as the successor to the Niger River Commission created in 1964, the Niger Basin Authority was founded to promote cooperation between member countries and ensure integrated development of the Niger Basin in the areas of hydraulics, agriculture, livestock, fishing and fish farming, forestry and logging, transportation, communication and industry. 1. INTRODUCTION
The Nigerian Institute for Oil Palm Research (NIFOR), a Federal Government Research Institute under the Federal Ministry of Agriculture and Food Security, is mandated to undertake research and development in Oil Palm, Coconut, Raphia, Date palm and Shea value chains in Nigeria.
